Minutes of the meeting of the Courthouse Committee
Sawyer County Board of Supervisors
March 5, 2004, 8:30 a.m., Assembly Room, Sawyer County Courthouse
members present: Mark Kelsey (Chairman), James Bassett, Tom Pydo
Motion by Pydo, 2nd by Bassett, to approve the meeting agenda. Motion carried.
Motion by Bassett, 2nd by Pydo, to approve the minutes of the meeting of February 6, 2004. Motion carried.
Human Resource Manager Carol Larson presented a request to fill a vacancy for the existing and budgeted District Attorney Legal Secretary II position in the District Attorney’s Office. Motion by Pydo, 2nd by Bassett, to authorize filling the position. Motion carried.
County Surveyor Dan Pleoger presented the following proposals for the purchase of a new 2004 ¾ ton 4WD extended cab pickup truck (including the trade-in of a 1997 ½ ton pickup) for the County survey crew:
$16,488.00 – 2004 Ford F-250 - Don Johnson Auto Group
$17,610.88 – 2004 Chevrolet Silverado 2500HD - Don Johnson Auto Group
$19,096.00 – 2004 Dodge Ram 2500 – Gillis Motors
After reviewing and comparing the proposals Mr. Pleoger recommends purchasing the Chevrolet from Don Johnson Auto Group and purchasing a topper for the truck separately. The County Board, at their meeting held January 15, 2004, approved expending an amount not to exceed $20,000 from the Contingency Fund Account of the 2003 Sawyer County Budget for the purchase. Motion by Bassett, 2nd by Pydo, to approve the recommendation. Motion carried.
The Committee reviewed a proposed agreement for Point North, Inc to create digital parcel maps, in compliance with the Land Records Department parcel map standard template, for Township 37 North, Range 3 West (Town of Winter) and for Township 40 North, Range 3 West (Town of Draper) at a cost of $12.50 per parcel. Based on an estimate of 1,185 parcels the project cost would be $14,812.50. Motion by Pydo, 2nd by Bassett, to recommend County Board approval of the agreement. Motion carried.
The Committee reviewed a request to transfer $18,742 from the Real Property Lister Account (#100-13-51455) of the 2003 Sawyer County Budget to 2004 as the balance of the $30,000 designated but not spent in 2003 for the development of a new real property information system. Motion by Bassett, 2nd by Pydo, to recommend County Board and Finance Committee approval of the transfer. Motion carried.
The Committee discussed the issue of whether records from the Register of Deeds Office should be made available on the internet. The Committee determined to discuss the issue, including access charges, at the April meeting of the Committee.
Child Support Department Director Sandy Okamoto expressed her concern with having Sawyer County’s Corporation Counsel represent private clients in child support collection cases. Motion by Bassett, 2nd by Pydo, to refer the matter to the Personnel and Administrative Committee. Motion carried.
The Committee discussed whether the County should purchase or lease a large format document scanner for the large documents and maps of the County. Motion by Bassett, 2nd by Pydo, to recommend Finance Committee and County Board approval of expending an amount not to exceed $15,000 to purchase a large format document scanner. Motion carried.
The Committee reviewed the following travel and training request of IT Director Mike Coleson:

§ Seminar on IT procurement and equipment disposal and grant locator service, March 11, Madison, WI, free
§ Intro to ArcGIS I & II for ArcView, UW Madison, April 20-21, May 19-21, $1700
Motion by Bassett, 2nd by Pydo, to approve the request. Motion carried.
The Committee reviewed the monthly department expense vouchers. Motion by Pydo, 2nd by Bassett, to approve the vouchers. Motion carried.
The Committee reviewed the participation agreement with the Wisconsin Counties Association Group Health Trust (provider of County employee health insurance) for 2004. Motion by Bassett, 2nd by Pydo, to recommend County Board approval of the agreement. Motion carried.
County Clerk Kris Mayberry reviewed recent developments in claims and litigation involving Sawyer County.
Human Resource Manager Carol Larson reported that the Courthouse employee bargaining unit filed a grievance regarding the intention of Register of Deeds Paula Chisser to fill the Deputy Register of Deeds position by appointment without going through a bargaining unit posting or external advertising process. The grievance will be heard by the Personnel and Administrative Committee at their meeting to be held March 17, 2004.
Motion by Pydo, 2nd by Bassett, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for the purpose of conducting employee evaluations. Motion carried by unanimous voice vote.
