The meeting was called to order at 1:00 p.m.

 

Hal Helwig chaired the meeting.

 

The meeting was prompted by the letter received from Mr. Barkley, DNR Forest Specialist and discussions with Pete Wisdom and Mr. Barkley.

 

DeLong questioned the payment to the towns.

 

Jeff Barkley stated that the next DNR audit is scheduled for April 21, 2004.  After looking over the past 25 years of previous audits, some of the issues (mainly timber sale modification, changed boundary lines and payment to towns) have not been rectified.  When questioned regarding the DNR role in auditing the county forest, he stated that the DNR role is based on the state statutes. 

 

Approval of timber sales requires the Forest Administrator and DNR to sign approval.  Any modifications made to a sale must have DNR approval.  Occasionally modifications need to be made to a sale. 

 

Since the 1978 audit, sale modifications have been an historical problem.

 

Mike Kruger questioned whether the audit is a statute or a DNR policy.  Mr. Barkley stated that it is a DNR policy so that they meet state statutes. 

 

Wood security is another problem.  The DNR is responsible for making sure the amount of wood is accounted for and towns are paid in a timely manner.

 

No sale inspection forms are in contract folders.

 

The DNR wants a plan of attack to address these issues or they will withhold approval of all timber sales until the situation is resolved.

 

The audit is coming up on April 21st.  Other counties have done the following:

 

            1)  Modifications are documented and have written approval.

            2)  Inspection reports are included in contract folders.

 The DNR wants (within 30 days):

 

            1)  List of all open timber sales with any modifications.

 

Pete Sievert suggested that the same person that establishes the sale should administer the sale.

 

Romnes questioned the amount of dollars received from the DNR during a year.  Mr. Barkley stated that the county is eligible to receive $140,000 in the form of services or grants.

 

Romnes asked if Mr. Barkley and Mr. Mulhern realized how much money comes into the county just from our hunting camps ($50,000 plus other dollars spent).  This is a different issue.

 

Motion by Suhsen, second by Voight to go into Closed Session, pursuant to section 19.85(1)(f), Wisconsin Statutes, for the purpose of discussion of specific personnel matters.  Motion carried with Romnes voting opposed.

 

Motion by Suhsen, second by Voight to re-convene into open session and simultaneously adjourn.  [Minutes of closed sessions are kept in a confidential file in the County Clerk's office].  Motion carried.
