Minutes of the meeting of the Personnel and Administrative Committee

Sawyer County Board of Supervisors

March 17, 2004, 9:00 a.m., Assembly Room, Sawyer County Courthouse


members present:  Hal Helwig (Chairman), Arlene Brandt, Shirley Suhsen, Frank Romnes, Don Trettin, Mark Kelsey


also present:  County Board member James Bassett, Human Resource Manager Carol Larson, County Clerk Kris Mayberry


Motion by Suhsen, 2nd by Romnes, to approve the meeting agenda.  The motion carried.


Motion by Romnes, 2nd by Trettin, to approve the minutes of the meeting of February 17, 2004.  Motion carried.


Human Resource Manager Carol Larson presented the recommendation of Register of Deeds Paula Chisser to designate a Chief Deputy Register of Deeds position in the Register of Deeds Office.  Following approval of the creation of a Chief Deputy position Ms. Chisser intends to fill the pending vacancy in her office by appointing someone to this new position.  By mutual understanding with the Courthouse Employees Bargaining Unit:

  • If a Chief Deputy Register of Deeds position is approved and the pending appointment is made to the position, the Bargaining Unit will drop their grievance #04-01.
  • At this time, Sawyer County has no plans to attempt to exclude the Chief Deputy Register of Deeds position from the Courthouse Employees Bargaining Unit.

Motion by Suhsen, 2nd by Trettin, to approve the designation of and position description for a Chief Deputy Register of Deeds position in the Register of Deeds Office.  Motion carried.


Child Support Department Director Sandy Okamoto and Corporation Counsel Thomas J. Duffy were present for a discussion of Ms. Okamoto’s concern with having Sawyer County’s Corporation Counsel represent private clients in child support collection cases.  Mr. Duffy offered to request an opinion of the Wisconsin State Bar’s Ethics Committee as to whether this representation is a conflict of interest.  Motion by Trettin, 2nd by Romnes, to accept Mr. Duffy’s offer.  Motion carried.


Human Resource Manager Carol Larson advised the Committee that any adjustments to the compensation of Sawyer County’s elected official’s for 2005 and 2006 would need to be approved prior to June 1, 2004.  This date is the first date that nomination papers may be circulated to fill these positions.  The Committee authorized Ms. Larson to request compensation comparisons from the following counties:  Ashland, Bayfield, Burnett, Price, Rusk, Vilas, and Washburn.


The Committee determined to defer further review of amendments to Sawyer County’s Personnel Administration Manual to future meetings of the Committee.


There were no monthly expense vouchers for the Human Resource Department.


The Committee determined that there was no need for a closed session.


Motion by Brandt, 2nd by Suhsen, to adjourn the meeting.  Motion carried.
