Public Safety Meeting – January 9, 2009 – 9:00 a.m.

Chairman Vitcenda called the meeting to order at 9:00 a.m.
Zietlow moved and Olson seconded to approve the agenda as presented. Motion carried.
Bassett moved and Maki seconded to approve the minutes of the December 10, 2008, meeting. Motion carried.
Chairman Vitcenda informed the committee that he had met with Judge Yackel to discuss penalties for intoxicated operation of a motor vehicle. Discussion was held regarding an increase or change in penalties for certain number of offenses and possible confiscation of vehicles used in the commission of operating while intoxicated crimes. Drafting a resolution was discussed, which would be forwarded to the County Board and to Wisconsin Counties Association and to the State Legislature. Chief Deputy Zeigle also suggested sending any resolution to Senator Jauch and Representative Sherman. Human Resources Director Carol Larson will be drafting a proposed resolution which will be reviewed at the February, 2009, Public Safety Committee Meeting.
Sheriff Meier presented the monthly sheriff’s department report, including a retirement of a kitchen employee and his intention not to fill that vacant position.
Discussion was held regarding nonpayment of outstanding Huber fees and payment of court-ordered child support by Huber inmates. Carol Larson informed the committee that Child Support Director Sandy Okamoto was not able to attend the meeting due to recent knee surgery. Olson moved and Bassett seconded to table this matter to the February, 2009, Public Safety Committee meeting. Motion carried.
Bassett moved and Olson seconded to approve the out of county travel for Chief Deputy Zeigle to attend the Wisconsin Sheriff & Deputy Sheriff conference in Wisconsin Dells on February 1-4, 2009. Motion carried.
Bassett moved and Zietlow seconded to approve the Sheriff’s Department vouchers as presented. Motion carried.
Lt. Barthel presented the monthly jail report and inmate statistics to the committee.
Discussion was held about possible construction of a storage building at the dog pound to enable space to be used to house stray cats. It was discussed that an ordinance would be needed to address stray cats within the county, as currently Animal Control Officer Shelton does not have jurisdiction to deal with cats outside of the City of Hayward. Maki informed the committee that he will work on developing an ordinance regarding stray cats in the county and gather information on costs to the county. Animal Control Officer Shelton informed the committee that if a cat is held at the dog pound, it would be necessary to be held seven days before being euthanized. Shelton informed the committee the cost to euthanize and dispose of a cat is $35.00. Shelton also informed the committee that the Sawyer County Humane Society will not hold cats. Shelton also advised that she has live traps that she will borrow to citizens in order to catch a stray cat. The committee advised that the matter should be put on the February, 2009, Public Safety Committee agenda.
Weekend staffing needs for the dog pound was discussed. Animal Control Officer Shelton indicated that she has part-time help to assist with the dog pound duties when she is not available on the weekends. She indicated that she currently works seven days a week in order to attend to the dog pound’s daily needs. Discussion was held about possibly using a community service worker to cover the weekend duties at the dog pound. It was suggested that Sheriff Meier be consulted about the matter as to his thoughts. It was agreed that the matter would be put on the February, 2009, Public Safety Committee agenda.
Bassett moved and Olson seconded to approve the Animal Control vouchers. Motion carried.
Olson moved and Zietlow seconded to approve the Veterans vouchers. Motion carried.
Ray Boeckman informed the committee that he will be participating in a disability fair at the LCO Convention Center on January 14, 2009.
Olson left the meeting.
Coroner Dr. Ryan informed the committee of monthly activity.
Zietlow moved and Bassett seconded to approve the Coroner’s vouchers as presented. Motion carried.
Coroner Dr. Ryan informed the committee that he had attended the coroner and medical examiner state conference recently.
Several residents of the Town of Winter presented concerns regarding lack of daytime coverage for the Winter Ambulance and the need for additional EMTs in that area. Discussion was held about possible ways to recruit additional EMTs. Brian Cody advised that EMTs from Radisson will also sometimes be used for runs if they are available. Brian Cody discussed recruitment of EMTs for Sawyer County. It was discussed as to whether having to pay for books for the class is a deterrent for people who wish to take the EMT class and possible solutions. The residents stated that they wished to make the committee aware of this problem.
Brian Cody informed the committee that ambulance runs for 2008 were up 15 percent.
Maki moved and Bassett seconded to approve out of county travel for Brian Cody to Spooner on January 14, 2009, for a regional meeting; to Milwaukee on January 29-31 for a WEMSA conference; and for Louise Ladenthin to Milwaukee on January 27-29 for a WEMSA conference. Motion carried.
Maki moved and Bassett seconded to approve the vouchers for Ambulance/Emergency Government as presented. Motion carried.
Other Matters for Discussion:
Sheriff Meier distributed a letter from the State of Wisconsin Department of Corrections regarding holds reimbursement for the State Fiscal Year 2007-2008. Sheriff Meier informed the committee that Sawyer County will be receiving reimbursement of $29.18 per inmate being held for felony probationers, parolees and extended supervision who were held in the county jail solely because of conduct which violated their supervision and did not constitute criminal behavior. Sheriff Meier informed the committee that the State Statute provides that the Department of Corrections shall reimburse the county at a rate of $40.00 per day, unless the claims exceed the amount of funds available. Chairman Vitcenda requested that a copy of this letter be distributed to all county board members for their information.
Bassett moved and Zietlow seconded to go into closed session at 11:00 a.m. pursuant to Wis. Stat. 19.85(1)(c) for the purpose of conducting annual performance evaluations for the Veterans Service Officer and the Ambulance/Emergency Government Administrator. Motion carried. (Minutes of closed sessions are kept in a confidential file in the Sawyer County Clerk’s Office.)
