minutes of the meeting of the Finance Committee

Motion by Riedmann, 2nd by Johnson, to approve the meeting agenda. Motion carried.
Motion by Johnson, 2nd by Riedmann, to approve the December 12, 2008 meeting minutes. Motion carried.
The Committee reviewed a report from the Economic Development and Planning Committee meeting held January 6, 2009 concerning the grant received from the State of Wisconsin for the development of a bicycle and pedestrian path paralleling County Highway B from its intersection with County Highway K to its intersection with Wisconsin Highway 27. Highway Commissioner Gary Gedart had informed the Economic Development and Planning Committee that the terms of the grant require an 80%/20% cost sharing and that a source is needed for the 20% match. The non-traditional transportation grant would provide $434,800 and the match would be $108,000. The Economic Development and Planning Committee determined to recognize receipt of the grant, to support the work of a committee established to develop a more specific plan for the trail, and to consider possible sources for the match if the County’s support is required. The Finance Committee discussed that $7,000 might be needed in 2009 for the planning and engineering for the project. Motion by Riedmann, 2nd by Bassett, to recommend County Board support for the project and for providing the matching funds if and as needed. Motion carried.
The Committee reviewed the Economic Development and Planning Committee recommendation to approve the Town of Bass Lake’s request for $16,000 from the funds received by Sawyer County as payment for the environmental impact resulting from the American Transmission Company electric transmission line project. The $16,000 would be matched by the Town of Bass Lake as the funds needed for the development of a park adjacent to the Bass Lake Town Hall. The Economic Development and Planning Committee recommendation includes that the $16,000 is a one-time grant, that the Town of Bass Lake is responsible for any and all maintenance of the park, and that the funds would be paid by the reimbursement of the Town based on receipts submitted to the County. Town of Bass Lake Supervisor Phil Nies and Town of Bass Lake Planning Commission Chair Mark Olson presented information about the project. Motion by Riedmann, 2nd by Johnson, to recommend County Board approval of the Economic Development and Planning Committee recommendation. Motion carried.
Motion by McCoy, 2nd by Riedmann, to request the Economic Development and Planning Committee to look at future funding of parks in Sawyer County (town or county). Motion carried. Mr. Bassett voted no.
Land Records Department Director Robyn Thake and Register of Deeds Paula Chisser reported that the State of Wisconsin is considering a change to the fees charged to record documents in the register of deeds offices in the State which could affect revenue for the modernization of county land information systems. Ms. Chisser provided information concerning the potential economic impact of the proposal. No action was taken.
The Committee reviewed proposed preliminary budget transfers to establish a budget for the 5th Street vehicle and equipment maintenance garage in lieu of vehicle maintenance expenses being included in the budgets of each department with County vehicles. The Committee discussed consolidating the 5th Street vehicle and equipment maintenance garage with the maintenance shop at the Sawyer County Highway Department. Motion by Riedmann, 2nd by Bassett, to table the proposed budget transfers and to refer the option of consolidating maintenance garages to the Highway Committee. Motion carried. Mr. Johnson voted no.
The Committee reviewed an invoice received from Northwest Regional Planning Commission and a supplemental revised summary of services provided from July 1, 2008 to September 30, 2008 in the development of the Sawyer County Comprehensive Plan. Motion by Riedmann, 2nd by McCoy, to approve payment for the services. Motion carried.
The Committee discussed plans for implementation of the direct deposit of the paychecks of the employees of the Sheriff’s Department.
County Clerk Kris Mayberry reported continued problems with Cloud Cartographics not providing sufficient quantities of the new Sawyer County Platbook. The Committee also discussed whether to have platbook pages available for viewing on the County’s website and determined not to do so.
The Committee discussed where to credit the $1,000 annual payment received by the County from American Tower for the easement for the location of their communications tower on lands owned by Sawyer County. Motion by Riedmann, 2nd by Bassett, to credit the amounts received to the Miscellaneous General Revenue Account. Motion carried.
County Treasurer Dianne Ince presented a County financial report through December of 2008 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following:
• Distributed to Sawyer County in December of 2008 - $96,460.66
• Distributed to Sawyer County in 2008 through December - $1,502,936.43
• Distributed to Sawyer County through same month in 2007 - $1,538,945.51
• 2008 Sawyer County Budget sales and use tax revenue forecast - $1,450,000
Motion by Riedmann, 2nd by Bassett, to approve the Treasurer’s Report. Motion carried.
The Committee reviewed the monthly department expense vouchers. Motion by Bassett, 2nd by Riedmann, to approve the vouchers. Motion carried.
County Clerk Kris Mayberry presented a year-to-date summary of the 2008 Sawyer County Budget through December 31, 2008, noting that additional expenses and revenues would be applied to the budget through February of 2009.
The Committee discussed having departments report to the Committee concerning their budgets and determined to discuss this at the February meeting of the Committee.
Motion by Bassett, 2nd by Johnson, to adjourn the meeting. Motion carried.
