February 17, 2009, 9:00 a.m., Assembly Room, Sawyer County Courthouse

present:  Hal Helwig (Chair), Ron Kinsley, Dale Schleeter, James Bassett, Fred Zietlow, Kathy McCoy

also present:  Human Resource Manager Carol Larson, County Clerk Kris Mayberry

Motion by McCoy, 2nd by Kinsley, to approve the meeting agenda.  Motion carried. 

Motion by Bassett, 2nd by Zietlow, to approve the minutes of the meeting of January 14, 2009.  Motion carried.

Highway Commissioner Gary Gedart, Highway Department Office Manager Joanne Nitz, and Information Technology Department Director Mike Coleson were present to discuss the concerns of the Highway Committee and the Highway Department with the detailed accounting functions of the New World accounting and payroll system software.  It was determined that the Highway Department would continue to use the New World system for payroll and accounts payable, but no longer use it for detailed accounting functions, instead using the Dac Easy system they previously used.

Human Resource Manager Carol Larson presented proposed updates to the Sawyer County Personnel and Administrative Policies.  The Committee discussed and amended provisions for employees to provide notice of retirement or resignation.  Motion by Bassett, 2nd by Schleeter, to recommend County Board approval of the proposed updates.  Motion carried.

Human Resource Manager Carol Larson presented a proposed side letter of agreement with the Highway Department employee bargaining unit for the direct deposit of employee payroll.  Motion by McCoy, 2nd by Bassett, to recommend County Board approval of the agreement.  Motion carried. 

There were no monthly expense vouchers for the Human Resources Department.

The Committee discussed the composition of the Health and Human Services Board and the County Board’s decision, May 21, 1998, to combine the Human Services Department with the Public Health Department.  Motion by Bassett, 2nd by Zietlow, to table further discussion until the March meeting of the Committee.

Human Resource Manager Carol Larson presented information regarding the personnel impact of the proposal to discontinue the home health program in the Health and Human Services Department.

Motion by Zietlow, 2nd by Kinsley, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, to discuss employee performance evaluations.  Motion carried by unanimous voice vote.

Motion by Zietlow, 2nd by Bassett, to reconvene into open session.  Motion carried.

Motion by Kinsley, 2nd by Zietlow, to adjourn the meeting.  Motion carried.
