Sawyer County Board of Supervisors
February 8, 2011, 7:00 p.m., Assembly Room, Sawyer County Courthouse

Motion by Kinsley, 2nd by Jaeger, to approve the meeting agenda as presented.  Motion carried. 

Motion by Jaeger, 2nd by Kinsley, to approve the January 11, 2011 meeting minutes.  Motion carried.

Clerk of Circuit Court Anne Marie Danielson presented a department report and requested approval for the expenditure of funds from the 2011 appropriation for the Clerk of Court's Office to install 2 security windows (estimated at $5,198) and an access control system to the entrance door to the Clerk of Court's Office (estimated at $1,986).  Ms. Danielson noted that there would be a savings of approximately $10,000 in the 2011 department budget for employee health insurance benefits due to a department employee now having a spouse who is also employed by the County.  Ms. Danielson also noted that additional revenue is being received by the Clerk of Court's Office in 2011 as fees for establishing payment plans and from an increase in tax intercept collections.  Sheriff Mark Kelsey and Judge Gerald Wright indicated that there have been recent circumstances involving court proceedings that add to the ongoing concern for court security and both recommend approval of the security measures.  The Committee requested that Maintenance Department Supervisor Tim Hagberg obtain updated estimates for the costs.  Motion by Jaeger, 2nd by Kinsley, to recommend Finance Committee and County Board approval of the requested security measures.  Motion carried.

The Committee discussed the Personnel and Administrative Committee request for committees with jurisdiction over part-time, casual, and occasional employee positions to review the current compensation for those positions and to make any recommendation they might have for adjusting that compensation.  The Committee reviewed the current compensation for the Court Bailiff position ($10 per hour plus meals and mileage) and determined to recommend no adjustment.  

Child Support Department Director Sandy Okamoto presented a department report which included that the department is now utilizing the Family Court Commissioner to hear child support cases.  Ms. Okamoto also indicated that the department will attempt to enter into a cooperative agreement with the Family Court Commissioner and eventually the Sheriff's Department to seek reimbursement for the costs of an officer attending child support hearings, transporting payors of child support from other counties, and making arrangements for inmates to appear via video-conferencing during child support hearings.

Child Support Department Director Sandy Okamoto presented and reviewed the 2011 State of Wisconsin Department of Children and Families and Sawyer County contract for the administration of child and spousal support and the establishment of paternity and medical support liability programs.  Motion by Kinsley, 2nd by Jaeger, to recommend County Board approval of the contract.  Motion carried.

Land Records Department Director Robyn Thake presented a department report, including a statistical report for the real and personal property in the County, a report of the number of real estate parcels in the County and the number of documents processed by the Land Records Department, a report on the County's property address system activity, and a report on Land Records Department budgets from 2004 to present.  Ms. Thake indicated that she is working with the Sheriff's Department to address the emergency services response problem with the duplicate road names in the County, and that she will prepare a report, including options to address the problem, for the Property Address System Committee and County Board.

Information Technology Department Director Mike Coleson presented a department report.  The Committee discussed that the hardware in the Information Technology Department is becoming dated and harder to maintain and reviewed options for updating the equipment.

The Committee reviewed a written department report prepared by County Surveyor Dan Pleoger.

The Committee reviewed Juvenile Court Clerk Bonnie J. Struska's request for approval to attend the Juvenile Court Clerk Association spring seminar to be held in the Middleton, Wisconsin, April 27-29, 2011.

Motion by Kinsley, 2nd by Jaeger, to accept the department reports and to approve Ms. Struska's request for travel.  Motion carried.

Motion by Jaeger, 2nd by Kinsley, to approve the monthly department expense vouchers.

County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.

The Committee discussed whether the County should renew workers compensation coverage for May 10, 2011 to May 10, 2012 with Liberty Mutual or seek proposals for the coverage.  Motion by Kinsley, 2nd by Jaeger, to refer the decision to the Personnel and Administrative Committee.

Motion by Kinsley, 2nd by Jaeger, to adjourn the meeting.  Motion carried.
