DRAFT - minutes of the meeting of the Courthouse Committee

Sawyer County Board of Supervisors

April 14, 2011, 7:00 p.m., Assembly Room, Sawyer County Courthouse

 

members present:  Dale Schleeter (Chair), Ron Kinsley, Tom Duffy, Walt Jaeger

 

also present:  Land Records Department Director Robyn Thake, Information Technology Department Director Mike Coleson, Circuit Court Judge Gerald Wright, Circuit Court Clerk Anne Marie Danielson, District Attorney Thomas Van Roy, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Kinsley, 2nd by Duffy, to approve the meeting agenda as presented.  Motion carried. 

 

Motion by Kinsley, 2nd by Duffy, to approve the March 8, 2011 meeting minutes.  Motion carried.

 

Clerk of Court Anne Marie Danielson presented a department report for March, including a report on passport issuance and department collections, a report on the caseload for the court in Sawyer County, and a request for Deputy Clerk of Court Kelly Clark to attend a seminar in Eau Claire April 26th

 

Clerk of Court Anne Marie Danielson discussed with the Committee the use of a collection agency (used by other Wisconsin counties) by the Clerk of Courts Office for long-overdue department collections.  The agency charges 15% for their services and requires no long-term commitment.  Ms. Danielson suggests a trial use of a collection agency for the most overdue collection cases to determine feasibility.  Motion by Duffy, 2nd by Jaeger, to approve a trial use of the collection agency by the Clerk of Courts Office for cases more than 18 months over-due, contingent upon a review and approval of the proposed agreement with the agency by Sawyer County’s corporation counsel.  Motion carried.

 

Clerk of Court Anne Marie Danielson presented a report  and recommendations prepared by Wisconsin’s Tenth Judicial District Administrator Scott K. Johnson following his review of office operations, personnel duties, and office layout for the Sawyer County Clerk of Courts Office (which Ms. Danielson requested).  Ms. Danielson and Chief Deputy Clerk of Court Claudia Burgan have been reviewing office operations, including a proposed revised Chief Deputy Clerk of Court position description which was presented for the Committee’s review.

 

The Committee reviewed a request to approve attendance by Register in Probate Bonnie Struska at the Register in Probate Association spring seminar to the held May 18-20, 2011 in Madison.

 

The Committee reviewed a proposed cooperative agreement for the Clerk of Courts Office to provide support for the Sawyer County Child Support Department.  Motion by Jaeger, 2nd by Duffy, to recommend County Board approval of the agreement.  Motion carried.

 

Land Records Department Director Robyn Thake provided a department report.

 

Information Technology Department Director Mike Coleson provided a department report.

 

Motion by Kinsley, 2nd by Duffy, to approve the department reports and the department requests for approval for travel out of the County.  Motion carried.

 

District Attorney Thomas Van Roy requested approval to expend $1,200 for an electronic entry system for the District Attorney’s Office.  The Committee referred the request to the Finance Committee.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Jaeger, 2nd by Duffy, to approve the vouchers.  Motion carried.

 

County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County, including a summary of worker compensation claims from May 15, 2009 to February 9, 2011 which confirmed that a great majority of the claim losses occurred in the higher risk activities of the Highway Department, the Sheriff’s Department, and the personal care program (which the County discontinued).

 

Motion by Duffy, 2nd by Jaeger, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for employee evaluations.  Motion carried by unanimous voice vote.
