The recount team (Board of Canvassers members and the tabulators) followed the procedures for the recount process set forth in the materials provided by the State of Wisconsin Government Accountability Board dated April 26, 2011, including an inspection of the ballot containers and verification that the tamper evident serial number on the ballot container matched the seal number written on the inspectors’ statement seal documentation record and the ballot container certification; and including a simultaneous review of each municipal inspector’s statement and poll list reconciliation, and hand count procedures.  The members of the recount team decided to begin with the villages (lower vote totals) for a less complicated test of the procedures used.  For the Village of Couderay the votes from the printed ballots from the Edge machine were read from the roll and recorded on 2 separate tally sheets which were reconciled at the end.  For the rest of the municipalities the printed ballots from the Edge machines were cut into separate ballots, stacked into piles of 25, and counted by 3 separate counters who reconciled their counts at the end.  All paper ballots were counted separately by 2 tabulators who reconciled their counts at the end.  If the tabulator’s count of paper ballots differed from the total reported by the municipality, the Board of Canvassers recounted the paper ballots before the totals were changed.

 

The Board of Canvassers discussed and made the following notations regarding the review and recount for each municipality:

 

April 27, 2011

 

Village of Couderay – The poll lists were not reconciled by the election inspector.  1 of the 2 poll lists submitted by the Village omitted 8 entries.  The original vote count was confirmed.

 

Village of Exeland – The printed ballots from the Edge machine were not in the ballot container.  The Village Clerk was called and brought in the ballots which she found at the Village Hall.  The original vote count was confirmed.

 

Village of Winter – The ballot container seal number differed from the number shown on the inspector’s statement.  The poll lists were not reconciled by the election inspector.  1 of the 2 poll books omitted several entries.  The original vote count was confirmed.

 

Town of Bass Lake – The tabulators found that 4 printed ballots (3 Kloppenburg and 1 Prosser) were missing from one of the Edge machines (identified by the identification number 49382) when comparing total counted ballots with the Edge machine total calculations.  County Clerk Kris Mayberry called the Town Clerk who recalled that the paper failed to properly feed for several voters following a change of the paper roll.  The County Clerk then called the Government Accountability Board and spoke with Ross Heim who advised that the election cartridge be obtained for an internal cartridge audit.  Command Central was called to send the cartridge federal express.

 

Village of Radisson – No notations found necessary.  The original vote count was confirmed.

 

Town of Couderay – 1 entry was omitted from 1 of the 2 poll lists.  The original vote count was confirmed.

 

Town of Draper – 4 entries were omitted from 1 of the 2 poll lists.  The original vote count was confirmed.

 

Town of Edgewater - The tabulators each found 5 less paper ballots for Kloppenburg when counting the paper ballots.  The Board of Canvassers determined to subtract 5 votes from the original Kloppenburg vote count total for the purpose of the recount.

 

April 28, 2011

 

Town of Hayward - The Board of Canvassers determined to count 1 ballot that the Town had rejected.  The Town’s rejection was based on lack of proper voter registration.  The Board of Canvassers found that the voter was properly registered.  The original vote count was confirmed except that the total for Prosser increased by 1 vote from counting the ballot the Town rejected.

 

Town of Hunter – The tabulators each found 1 less paper ballot for Prosser.  The Board of Canvassers determined to subtract 1 vote from Prosser’s vote total for the purpose of the recount.

 

Town of Lenroot – When reviewing the election voting and registration statistical report and the inspector’s statement, and by comparing the number of absentee ballots (determined by having only one signature) with the number of returned absentee ballot envelopes the tabulators found that there were 13 less absentee ballots than envelopes.  The Town Clerk was contacted and was not certain what might have happened to those ballots.  Those ballots were apparently not included in the Town vote tally and were not available to be included in the recount.  The tabulators each found 3 additional paper ballots for Prosser.  The Board of Canvassers determined to add 3 votes to the original Prosser vote count total for the purpose of the recount.

 

Town of Meadowbrook - No notations found necessary.  The original vote count was confirmed.

 

Town of Bass Lake – The cartridge from the Edge machine identified by the identification number 49382 was inserted into an Edge machine provided by the City of Hayward and a call was placed to Command Central for instructions.  Command Central identified the number code for each candidate.  A paper internal cartridge audit report of the votes cast with the Edge machine identified by the identification number 49382 was generated.  The Board of Canvassers then used 2 tally sheets to record, count, and reconcile votes from the audit report and confirmed the vote totals with the Edge machine total calculations.  The tabulators also each found 2 additional paper ballots for Kloppenburg when counting the paper ballots.  The Board of Canvassers determined to add 2 votes to the original Kloppenburg vote count total for the purpose of the recount.

 

Town of Meteor – No seal number was recorded on the ballot container or inspector’s statement (seal #738737 was used on the ballot container).  The Board of Canvassers added the seal number to the inspector’s statement.  The original vote count was confirmed.

 

Town of Ojibwa - No notations found necessary.  The original vote count was confirmed.

 

Town of Radisson - No notations found necessary.  The original vote count was confirmed.

 

Town of Round Lake - No notations found necessary.  The original vote count was confirmed.

 

April 29, 2011

 

Town of Sand Lake – The seal number entered on the inspector’s statement differed (1 number off) from the seal on the ballot container.  The tabulators each found 1 additional paper ballot for Prosser.  The Board of Canvassers determined to add 1 vote to the original Prosser vote count total for the purpose of the recount.

 

Town of Spider Lake - The tabulators found that two printed ballots from the Edge machine were missing when comparing total counted ballots with the Edge machine total calculations.  County Clerk Kris Mayberry called the Town Clerk who recalled that the election inspectors had unrolled the ballots so that the ballots cast by the 2 voters residing in the Chequamegon School District could be sent to the school district office.  Mr. Mayberry spoke with election inspector for the Town of Spider Lake Mary Witt to confirm that this is what happened.  The County Clerk then called the Government Accountability Board and spoke with Ross Heim who advised that the election cartridge be obtained for an internal cartridge audit.  Command Central was called to send the cartridge federal express.

 

Town of Weirgor - No notations found necessary.  The original vote count was confirmed.

 

Town of Winter - No notations found necessary.  The original vote count was confirmed.

 

City of Hayward - No notations found necessary.  The original vote count was confirmed.

 

May 2, 2011

 

Town of Spider Lake - The cartridge from the Edge machine identified by the identification number 49391 was inserted into an Edge machine provided by the City of Hayward and a call was placed to Command Central for instructions.  Command Central identified the number code for each candidate.  A paper internal cartridge audit report of the votes cast with the Edge machine identified by the identification number 49391 was generated.  The Board of Canvassers then used 2 tally sheets to record, count, and reconcile votes from the audit report and confirmed the vote totals with the Edge machine total calculations.  The tabulators also each counted 5 less paper ballots for Kloppenburg when counting the paper ballots.  The Town tally sheet miscounted the groups of 5 hash marks.  The Board of Canvassers determined to subtract 5 votes from the original Kloppenburg vote count total for the purpose of the recount.

 

The daily log with a tally of votes counted in the recount is attached as appendix A.
