Draft - minutes of the meeting of the Courthouse Committee

Sawyer County Board of Supervisors

May 10, 2011, 7:00 p.m., Assembly Room, Sawyer County Courthouse

 

members present:  Dale Schleeter (Chair), Ron Kinsley, Tom Duffy, Walt Jaeger, Mel Olson

 

also present:  Land Records Department Director Robyn Thake, Information Technology Department Director Mike Coleson, Circuit Court Judge Gerald Wright, Circuit Court Clerk Anne Marie Danielson, County Surveyor Dan Pleoger, Child Support Department Director Sandy Okamoto, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Kinsley, 2nd by Duffy, to approve the meeting agenda as presented.  Motion carried. 

 

Motion by Duffy, 2nd by Kinsley, to approve the April 14, 2011 meeting minutes.  Motion carried.

 

Land Records Department Director Robyn Thake presented a proposed contract with Point North Mapping for the digital parcel mapping of Township 39 North, Range 5 West (located in the Town of Winter).  The project cost is estimated at $17,712.50 ($12.50 per parcel x 1,417 estimated parcels) to be paid from County retained fees of the Land Records Special Revenue Fund #210-51267.  Motion by Kinsley, 2nd by Olson, to recommend County Board approval to the contract.  Motion carried.

 

Clerk of Court Anne Marie Danielson presented information about the option of establishing the Sawyer County Chief Deputy Clerk of Court position as a non-represented executive position.  Wisconsin’s Tenth Judicial District Administrator Scott K. Johnson, by letter dated May 4, 2011, discussed this option and opined that the position qualifies as a non-represented executive level position within the office of the Clerk of Court for Sawyer County.  The Committee discussed that a position description should be prepared and a financial analysis done for the option.  Human Resource Manager Carol Larson discussed the process for removing the position from the employee bargaining unit.  Motion by Duffy, 2nd by Jaeger, to have Ms. Larson request whether the Courthouse Employee Bargaining Unit has any objection to removing the position from the bargaining unit.  Motion carried.

 

Clerk of Court Anne Marie Danielson presented a department report for April, including a report on passport issuance, department collections, and a request for approval to attend a Clerk of Court association conference this summer in Milwaukee.

 

Information Technology Department Director Mike Coleson provided a department report.

 

County Surveyor Dan Pleoger presented a report on projects, including surveying to protect survey monuments in the vicinity of planned highway and road projects and to establish reference data for the digital parcel mapping project in the Town of Winter.  Mr. Pleoger indicated his concern for a communications tower and satellite project that might interfere with the County Surveyor’s Office GPS equipment if approved for installation.  The Committee requested that they be kept informed of this development to afford them an opportunity to record and transmit their concerns with the project.

 

Land Records Department Director Robyn Thake provided a department report, including a real property listing report (property listing is 2 weeks behind Register of Deeds and assessor values for 11 municipalities are in, a GIS report (GIS Specialist assisting County Clerk with redistricting plans), the digital parcel mapping project for Township 39 North, Range 5 West, and the LCO Housing Authority property address signs replacement.

 

Child Support Department Director Sandy Okamoto presented a department report, including information about the cuts to child support enforcement funding in the proposed Wisconsin biennial budget and its potential impact to Sawyer County.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Duffy, 2nd by Kinsley, to approve the vouchers, the department reports and the department requests for approval for travel out of the County.  Motion carried.

 

County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.

 

Motion by Kinsley, 2nd by Jaeger, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for employee evaluations.  Motion carried by unanimous voice vote.
