Motion by Kinsley, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Olson, 2nd by Kinsley, to approve the May 10, 2011 meeting minutes. Motion carried.
Human Resource Manager Carol Larson presented information about filling a vacant (as of June 2, 2011) Judicial Assistant position and filling a Deputy Clerk of Court position that would be vacant upon the appointment by Circuit Court Judge Gerald Wright of Deputy County Clerk Marge Kelsey to the Judicial Assistant position. Clerk of Court Anne Marie Danielson also requests approval to hire a former employee of the Judge’s Office and the Clerk of Court’s Office, Ricki Briggs, for up to 200 hours as a temporary employee to assist in the Clerk of Court’s Office and in training the new Judicial Assistant. Motion by Kinsley, 2nd by Olson, to recommend Personnel and Administrative Committee and County Board approval to fill the positions, and to hire Ms. Briggs as a temporary employee. Motion carried.
Human Resource Manager Carol Larson presented information about a proposal to establish the Chief Deputy Clerk of Court position as a non-represented executive position in the Clerk of Court’s Office. Wisconsin’s Tenth Judicial District Administrator Scott K. Johnson, by letter dated May 4, 2011, discussed this option and opined that the position qualifies as a non-represented executive level position within the office. The Committee reviewed a proposed position description and a financial analysis of the proposal as well as a summary of wage options for the proposed position. Ms. Larson had requested the Courthouse Employee Bargaining Unit to review the proposal and to indicate whether they have any objection to removing the position from the bargaining unit. The bargaining unit responded by requesting an opportunity to review the proposed position description prior to responding. Motion by Kinsley, 2nd by Olson, to recommend approval of the proposed position as a 40 hour a week position with a 5% wage adjustment from the 2010 rate, contingent upon approval of the bargaining unit and the employee selected for the position. Motion carried.
Human Resource Manager Carol Larson presented the employee position reclassification requests received from Child Support Department employees Brad Huff and Amanda Davidson. The Personnel and Administrative Committee referred the requests to the committee for their recommendation. Motion by Kinsley, 2nd by Olson, to refer the requests to the closed session scheduled for the end of the meeting. Motion carried.
Land Records Department Director Robyn Thake provided a department report, including that real property listing is 3 weeks behind the Register of Deeds Office, that assessor values for 5 municipalities are not yet in, and that she had prepared and submitted the 2011 Wisconsin Land Information Program Grant for Sawyer County which is eligible for $12,331 in 2011 ($300 for education and training and $12,031 for the digital parcel mapping of Township 40 North, Range 7 West).
Clerk of Court Anne Marie Danielson presented a department report for May, including a report on passport issuance and department collections.
Child Support Department Director Sandy Okamoto presented a department report, including information about child support enforcement funding in the proposed Wisconsin biennial budget and its potential impact to Sawyer County. Ms. Okamoto indicated that the Lac Courte Oreilles Tribe is attempting to develop a child support enforcement function for tribal members and that they may begin on a preliminary basis in 2012 or 2013.
The Committee reviewed written department reports submitted by Information Technology Department Director Mike Coleson and County Surveyor Dan Pleoger.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Olson, to approve the vouchers and the department reports. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County, including informing the Committee of recent employee injuries in the Highway Department.
Motion by Kinsley, 2nd by Olson, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, to review employee position reclassification requests. Motion carried by unanimous voice vote.
