Motion by Olson, 2nd by Kinsley, to approve the meeting agenda as presented. Motion carried.
Motion by Kinsley, 2nd by Schleeter, to approve the June 7, 2011 meeting minutes. Motion carried.
Human Resource Manager Carol Larson discussed with the Committee that the Courthouse Employee Bargaining Unit did not have enough of their members present at a meeting to consider Sawyer County’s proposal to establish the Chief Deputy Clerk of Court position as a non-represented position in the Clerk of Court’s Office. The County Board, at their meeting held June 16, 2011, had approved the Courthouse Committee recommendation for approval of the proposed position as a non-represented position, contingent upon approval of the bargaining unit and the employee selected for the position. Motion by Kinsley, 2nd by Olson, to recommend to the Personnel and Administrative Committee that Sawyer County petition the State of Wisconsin Employment Relations Commission for a clarification of the Courthouse Employee Bargaining Unit Agreement as to Sawyer County’s proposal to establish the Chief Deputy Clerk of Court position as a non-represented position in the Clerk of Court’s Office. Motion carried.
The Committee reviewed a proposed Standard Cooperative Agreement between Sawyer County and Sawyer County Family Court Commissioner Susan Lein. The agreement is required by the State of Wisconsin and Child Support Department contract and is intended to provide for the Family Court Commissioner’s assistance to the Child Support Department in carrying out the functions of the Department and to provide for state and federal reimbursement of the allowable administrative costs of that assistance incurred by the Child Support Department. Motion by Olson, 2nd by Kinsley, to recommend County Board approval of the agreement. Motion carried.
Human Resource Manager Carol Larson discussed with the Committee the Fair Labor Standards Act category (exempt vs. non-exempt) for the Assistant Child Support Department Director position. After reviewing a payroll record report for the position the Committee took no action to change the position from non-exempt to exempt.
Clerk of Court Anne Marie Danielson presented a department report for June, including a report on passport issuance and department collections.
Child Support Department Director Sandy Okamoto presented a department report, including information about the number of cases currently being handled by the Child Support Department and Department collection rates, and about the impact of the State of Wisconsin 2011-2013 budget on funding for child support departments.
Land Records Department Director Robyn Thake provided a department report, including that real property listing is 3 weeks behind the Register of Deeds Office and that assessor values for 2 municipalities are not yet in. Ms. Thake requested approval for Land Records Department employees to attend the 2011 Wisconsin Real Property Listers Association meeting to be held September 27-30, 2011 in Middleton, Wisconsin.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Olson, to approve the vouchers and the department reports, including employee travel out of the County. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
Motion by Olson, 2nd by Kinsley, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, interview candidates for a Deputy Clerk of Court position. Motion carried by unanimous voice vote.
