DRAFT - minutes of the meeting of the Courthouse Committee

Sawyer County Board of Supervisors

August 9, 2011, 7:00 p.m., Assembly Room, Sawyer County Courthouse

Motion by Jaeger, 2nd by Kinsley, to approve the meeting agenda as presented.  Motion carried. 

 

Motion by Kinsley, 2nd by Olson, to approve the July 12, 2011 meeting minutes.  Motion carried.

 

Land Records Department Director Robyn Thake presented information about the development by Manatron of an internet portal/interface to allow the municipalities of Sawyer County access to specific applications via security settings for the purposes of receipting, transferring assessment data, tax levy management, and online communications and scheduling.  Manatron would bear the costs of developing the portal with no upfront costs to the counties.  Should a county choose to implement the municipal portal, there would be an additional cost of $2,000 per year added to the annual support cost, regardless of how many municipalities in each county utilize the portal.  Motion by Kinsley, 2nd by Jaeger, to have Manatron proceed with development of the portal with no commitment for Sawyer County to participate.  Motion carried.

 

Information Technology Department Director Mike Coleson presented information received from New World Systems about upcoming expenses for updates, conversions, and training planned for software provided by New World to Sawyer County.

 

Information Technology Department Director Mike Coleson requested approval to purchase in 2011 two computer servers, related software and equipment, and implementation assistance and training for the Information Technology Department with a total cost of $31,105.  Motion by Jaeger, 2nd by Kinsley, to recommend Finance Committee and County Board approval of the request.  Motion carried.

 

County Surveyor Dan Pleoger and Bicycle and Pedestrian Trail Committee member Warren Johnson presented information about a proposal to have the County Surveyor’s Office (instead of a private engineering and survey firm) perform a portion of the survey and planning services for the bicycle and pedestrian trail project planned to connect the City of Hayward trail system to the intersection of County Highway B and County Highway K.  This would reduce the cost of the trail project.  Mr. Pleoger indicated that he is not able to ascertain the amount of hours required to perform these services or whether his department would be able to meet the deadlines required for the project.   Land Records Department Director Robyn Thake indicated that she is relying on the County Surveyor’s Office to establish section corners in Township 40 North, Range 7 West, in order to allow for the digital parcel mapping of the township within a deadline established by the terms of a grant approved for the digital parcel mapping project.  Motion by Schleeter, 2nd by Kinsley, to not have the County Surveyor’s Office provide the services for the trail project.  Motion carried.

 

Land Records Department Director Robyn Thake presented a proposed contract with Point North Mapping for the digital parcel mapping of Township 40 North, Range 7 West (located in the Town of Hunter).  The project cost is estimated at $17,587.50 ($12.50 per parcel x 1,407 estimated parcels) to be paid from a State of Wisconsin Land Information Board grant of $12,031 and County retained fees of the Land Records Special Revenue Fund #210-51267 ($5,556.50).  Motion by Kinsley, 2nd by Jaeger, to recommend County Board approval of the contract.  Motion carried.

 

Child Support Department Director Sandy Okamoto presented a department report, including that the Lac Courte Oreilles Tribe (LCO) projects commencement by LCO of the child support function for its members by October of 2012.

 

County Surveyor Dan Pleoger presented a department report.

 

Register of Deeds Paula Chisser presented a department report.

 

Information Department Director Mike Coleson presented a department report.

 

Land Records Department Director Robyn Thake presented a department report.

 

Clerk of Court Anne Marie Danielson presented a department report for July, including a report on passport issuance and department collections.

 

The Committee reviewed a request by Register in Probate Bonnie Stuska for approval to attend the Register in Probate Association Fall Seminar scheduled for September 21-23, 2011, in Onalaska, Wisconsin.

 

Motion by Kinsley, 2nd by Jaeger, to approve the department reports and Ms. Struska’s request to approve travel.  Motion carried.

 

The Committee reviewed and approved the monthly department expense vouchers. 

 

Information Department Director Mike Coleson presented a proposed 2012 budget for the Information Technology Department.  Motion by Jaeger, 2nd by Olson, to recommend the budget to the Finance Committee.  Motion carried.

 

Register of Deeds Paula Chisser presented a proposed 2012 budget for the Register of Deeds Office.  Motion by Jaeger, 2nd by Olson, to recommend the budget to the Finance Committee.  Motion carried.

 

Clerk of Court Anne Marie Danielson presented a proposed 2012 budget for the Clerk of Court’s Office.  The Committee reduced the budget by removing salary increases for 2 positions.  Motion by Jaeger, 2nd by Olson, to recommend the budget, as adjusted, to the Finance Committee.  Motion carried.

 

Land Records Department Director Robyn Thake presented proposed 2012 budgets for the Land Records Department.  Motion by Kinsley, 2nd by Schleeter, to recommend the budgets to the Finance Committee.  Motion carried.

 

Child Support Department Director Sandy Okamoto presented a proposed 2012 budget for the Child Support Department.  Motion by Jaeger, 2nd by Kinsley, to recommend the budget to the Finance Committee.  Motion carried.

 

County Surveyor Dan Pleoger presented a proposed 2012 budget for the County Surveyor’s Office.  The Committee reduced the budget by deleting funds for a private surveyor’s assistance in reviewing certified surveys.  Motion by Kinsley, 2nd by Olson, to recommend the budget, as adjusted, to the Finance Committee.  Motion carried.

 

County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.

 

Motion by Kinsley, 2nd by Jaeger, to adjourn the meeting.  Motion carried.
