Motion by Thompson, 2nd by Kinsley, to approve the meeting agenda as presented.  Motion carried.

 

Certified Public Accountant Michael J. Hager (Anderson Hager Moe) presented a summary of highlights of the financial information gathered from the preparation of the Financial Statement of Sawyer County and Independent Auditor’s Report as of December 31, 2010.

 

Motion by Johnson, 2nd by Kinsley, to approve the August 18, 2011 meeting minutes.  Motion carried.

 

Forestry Committee Chair Dean Pearson and County Forest Administrator Greg Peterson presented the Committee recommendation to approve proposed amendments to the 2006-2020 Sawyer County Forest Comprehensive Land Use Plan, including amendments to ORDINANCE #1-2009 - COUNTY OWNED LAND ORDINANCE, to establish provisions for dispersed camping in the Sawyer County Forest.  The terms and conditions for dispersed camping in the Sawyer County Forest were proposed as follows:

·         A valid permit for each unit (tent, camper, trailer, truck camper, other camping shelter) must be issued by Sawyer County for the camping site.  The Permit must be displayed on the outside of the camping shelter and be readily visible.  The Permit is valid only for the permittee, dates and location as issued by Sawyer County.

·         Camping permit requests for the traditional 9-day gun deer season will be accepted starting August 1st of each year and must be received by October 31st.

·         The permit fee is $7.00 per night.

·         Camping permits cannot be issued before the calendar year of intended use.  Sites are on a first-come, first-serve basis.

·         Maximum permit period is ten (10) consecutive days.  The camping shelter must be occupied daily and may not be vacated overnight or stored on the site.

·         No camping is allowed within 100 feet of a state, county or township road.  Vehicles and camping unit may not block any forest roadway or damage the right-of-way.

·         No camping is allowed within 1/4 mile (1320 feet) of any day-use area, boat landings, or any designated recreational trail.  DO NOT block trails.

·         When setting up camp, nails or screws are not allowed in trees, please use rope.

·         Firewood gathering in the area of the camp is allowed.  Firewood must be downed wood.  No standing trees or shrubs may be cut.  No firewood may be removed from area without obtaining a Firewood Permit.

·         Campfires are permitted provided all applicable state and county burning regulations are followed.  All fires must be extinguished and cool enough to the touch by hand before leaving campsite.

·         Littering or damage to natural resources is not allowed. Permittee must take all refuse when site is vacated and dispose of properly.  Anything brought in must be brought out.

·         Privy waste must be buried.

·         Camping shelters equipped with septic wastewater holding tanks shall dispose of wastewater at an established dump station.

·         Campsites must be left in good condition.  Sites will be inspected and citations may be issued.

Motion by Jaeger, 2nd by Thompson, to approve the Forestry Committee recommendation.  Motion carried.

 

The Board referred discussion of negotiations for the purchase of 80 acres in the Sawyer County Forest to the closed session scheduled for the end of the meeting.

 

Economic Development and Planning Committee Chair Ken Maki presented the Committee recommendation to approve the expenditure of an amount not to exceed $4,500 from the Sawyer County Environmental Impact Fund for improvements to the Stone Lake Lions Park.  The recommendation is contingent upon a contribution to the project of $9,000 from the Town of Sand Lake and $2,000 from another funding source.  The Finance Committee, at their meeting held September 12th, discussed that the County Board previously restricted use of the Fund to County projects and referred the Economic Development and Planning Committee recommendation to the County Board without a recommendation.  Stone Lake Lions Club representative John Saunders was present and provided additional information and answered questions about the park improvement project.  Motion by Maki, 2nd by Gunderson, to approve the Economic Development and Planning Committee recommendation.  The roll call vote was as follows:  Kinsley – yes; Olson – yes; Thompson – yes; Johnson – yes; Schleeter – no; McCoy – no; Maki – yes; Jaeger – no; Zietlow – no; Pearson – no; Duffy – absent; Paulsen – no; Gunderson – yes; Helwig – yes; Bassett – no.  The motion failed with 7 voting yes and 7 voting no.

 

Economic Development and Planning Committee Chair Ken Maki presented the Committee recommendation to approve a three-party design engineering services contract between Sawyer County, the State of Wisconsin Department of Transportation, and Structural Integrity, Inc. for the restoration and renovation of the CNW Railroad Depot Welcome Center, located in the Village of Winter. The recommendation is contingent upon the Friends of the Tuscobia having the 20% match available for the contract.  The Finance Committee, at their meeting held September 12th, determined to recommend approval of the contract, contingent upon either the establishment by the Friends of the Tuscobia of an escrow account or the deposit of funds with Sawyer County to secure a minimum of $14,000 for the project match.  Friends of the Tuscobia Treasurer Donna Tevetin addressed the Board and indicated that a joint bank account in the name of the Friends of the Tuscobia and Sawyer County would be established at the Chippewa Valley Bank with funds sufficient to cover the engineering contract portion of the project match.  Withdrawals from that account would require the signature of a representative of both the Friends of the Tuscobia and Sawyer County.  Motion by Maki, 2nd by Paulsen, to approve the contract and to authorize that it be signed on the County’s behalf, providing the joint banking account is established as proposed.  Motion carried.

 

Courthouse Committee Chair Dale Schleeter presented the Committee recommendation to approve a proposal from Applied Data Consultants to download, compress, and reformat new orthophotography that is available into Sawyer County’s coordinate system and mosaic the imagery into a single file that can be more easily utilized for County projects and online mapping website.  The cost for the service would be $1,230 with the funds to come from the County Share/Internet Access Fund #210-00-41242.  The Finance Committee concurs with the recommendation.  Motion by Paulsen, 2nd by Johnson, to approve the recommendation.  Motion carried.

 

County Clerk Kris Mayberry presented the Public Safety Committee recommendation to approve the expenditure of an amount not to exceed $3,500 ($2,000 from the Sawyer County Jail Assessment Fund and $1,500 from the Sawyer County Canteen Fund) for the installation of an air conditioning system for the booking room at the Sawyer County Law Enforcement Center.  The Finance Committee concurs with the recommendation.  Motion by Johnson, 2nd by Paulsen, to approve the recommendation.  Motion carried.

 

County Clerk Kris Mayberry reported that the Property and Airport Committee, at their meeting held September 9, 2011, conducted a telephone conference with Wisconsin Department of Transportation Bureau of Aeronautics (BOA) Airport Development Engineer Matt Malicki concerning plans for a 120 foot by 200 foot hangar area site for the location of a corporate flight department hangar at the Sawyer County Airport for Link Snacks.  Links Chief Pilot Kevin Paulus, Pilot Anthony Doud, and Government Relations Specialist Tim Arndt; and Northwest Builders representative Chris Mlejnek were present for the telephone conference where Mr. Malicki discussed options for proceeding with an expansion of the existing apron at the Sawyer County Airport in advance of the scheduled Airport improvement project (which includes the apron expansion) to provide access for the Link hangar.  The preliminary estimate for the cost of the expedited apron expansion to accommodate the Link hangar is $250,000.  The options Mr. Malicki discussed included a State aid project with a 20% County match.  Mr. Mayberry asked about whether Sawyer County could fund the early apron expansion with funds Sawyer County has set aside for the Airport improvement project and receive full credit for that expenditure towards the County’s required match for the project.  Mr. Malicki confirmed that this may be a viable option and indicated he would check with BOA Airport Engineering Section Chief Mark Arnold and Airport Program Engineer Mary Strait to confirm that this is an option.  Following the telephone conference the Property and Airport Committee determined to recommend County Board approval to pursue an option that would allow for the early apron expansion to accommodate the Link hangar.  The Committee then reviewed a proposed hangar area lease for the Link hangar site which included several modifications of the standard Sawyer County hangar area lease which were proposed and included by Link’s legal representatives.  The Committee changed several of Link’s proposed modifications of the lease and recommended County Board approval of the lease, as amended, subject to review and approval by Sawyer County’s Corporation Counsel Thomas J. Duffy.  Since the Property and Airport Committee meeting Mr. Duffy reviewed and approved the lease with a modification to increase the limits of the liability insurance required of the lessee.  Motion by Thompson, 2nd by Pearson, to approve the Property and Airport Committee recommendations to pursue an option that would allow for the early apron expansion to accommodate the Link hangar and to approve the Link hangar area lease as amended.  Motion carried by unanimous voice vote.

 

County Clerk Kris Mayberry reported that he is negotiating with American Tower Corporation in an attempt to have Sawyer County receive additional compensation for the location of a communications tower located on County property near Chippewa Trail.  American Tower plans to construct a new tower and install additional equipment at the location where they have a permit for an existing tower.  Motion by Paulsen, 2nd by Zietlow, to authorize Mr. Mayberry to negotiate an agreement on the County’s behalf.  Motion carried.

 

Health and Human Services Department Director Pete Sanders presented the Health and Human Services Board recommendation to approve the following resolution:

Resolution #11-2011

Authorizing Sawyer County to Establish and Implement

Regional Income Maintenance Service Delivery System

     WHEREAS, the  State’s adopted 2011-13 biennial budget called for regionalization of Income Maintenance services with an effective date of January 1, 2012; and

     WHEREAS, Ashland, Bayfield, Florence, Forest, Iron, Lincoln, Price, Rusk, Sawyer, Taylor, Vilas, and Wood Counties have reviewed their options and potential partners and have determined this configuration of counties to be the best suited to retain local access to services for citizens as well as local control of local funding; and

     WHEREAS, the aforementioned counties, under the authorization of their governing bodies, have begun planning and have expressed a good faith intent to establish a regional consortium known as The Northern IM Consortium; and

     WHEREAS, the Wisconsin Counties Human Service Association (WCHSA) retained the services of Attorney Andrew Phillips to draft a Memorandum of Understanding for use by Counties across the state to establish these regional consortia; and

     WHEREAS, each County in the proposed consortium will use the Memorandum as their initial inter-governmental agreement; now

     THEREFORE BE IT RESOLVED, that the Sawyer County board of Supervisors authorizes Sawyer County’s staff and agents to participate in the establishment of a regional Income Maintenance delivery system known as the Northern IM Consortium and hereby expresses a good faith intention to enter into a formal  Memorandum Of Understanding with each of the other counties in the consortium; and

     FURTHER BE IT RESOLVED, that a copy of this resolution be sent to the County Clerks of Ashland, Bayfield, Florence, Forest, Iron, Lincoln, Price, Rusk, Sawyer, Taylor, Vilas, and Wood counties.

 

The Personnel and Administrative Committee concurs with the recommendation to approve the resolution.  Motion by Johnson, 2nd by Bassett, to approve Resolution #11-2011.  Motion carried.

 

Health and Human Services Department Director Pete Sanders presented the Health and Human Services Board recommendation to approve a request to adjust the salary for the Economic Support Supervisor position through the end of 2011 from being based on a 35-hour week to being based on a 40-hour week to recognize the increased work hours expected of the position to help with the caseload and to supervise employees working 40 hours per week.  Due to the retirement of an Economic Support Specialist (position left vacant) the County Board previously approved 40-hour work weeks for 3 Economic Support Specialists and 1 clerical support employee.  The Finance Committee and the Personnel and Administrative Committee concur with the recommendation.  Motion by Kinsley, 2nd by Bassett, to approve the recommendation.  Motion carried.

 

The Board reviewed a schedule for meetings of the Finance Committee with departments and organizations seeking County funding in the 2012 Sawyer County Budget.

 

Finance Committee Chair Warren Johnson presented the Forestry Committee recommendation to credit the Sawyer County Resource Development Fund with the amount of funds that will be received from the Town of Sand Lake as a royalty fee for the crushing of gravel by the Town on land in the Sawyer County Forest.  The Finance Committee concurs with the recommendation.  Motion by Paulsen, 2nd by Johnson, to approve the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson presented the Personnel and Administrative Committee recommendation to approve a proposed Sawyer County Grievance Procedure with the purpose of providing a timely and orderly review of decisions, as required by section 66.0509 of the Wisconsin Statutes, concerning employee terminations, employee discipline, and workplace safety.  Motion by Paulsen, 2nd by Johnson, to approve the recommendation.  Motion carried.

 

Human Resource Manager Carol Larson presented a summary of proposals received from Benefit Plan Administrators and from Vantage Flex for the administration of employee health reimbursement accounts and flexible benefit spending accounts for 2012.  The Personnel and Administrative Committee reviewed the proposals and recommends approval of the Benefit Plan Administrators proposal.  Motion by Bassett, 2nd by Schleeter, to approve the recommendation.  Motion carried.

 

Motion by Kinsley, 2nd by Zietlow, to convene into closed session, pursuant to sections 19.85(1)(c) and (e), Wisconsin Statutes, to discuss negotiations relating to the Human Resource Manager position and the proposal to purchase 80 acres within the County Forest.  Motion carried by unanimous voice vote.
