Motion by Duffy, 2nd by Kinsley, to convene into closed session, pursuant to section 19.85(1)(f), Wisconsin Statutes, for the preliminary consideration of personnel problems. Motion carried by unanimous voice vote.

Motion by Duffy, 2nd by Kinsley, to reconvene into open session. Motion carried.
Motion by Kinsley, 2nd by Olson, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Kinsley, to approve the September 6, 2011 meeting minutes. Motion carried.
County Surveyor Dan Pleoger requested approval to transfer and expend funds ($2,783) from the surveyor corner restoration line to the capital outlay for surveying equipment line of the County Surveyor’s 2011 budget for the purchase of software updates for the department’s GPS equipment. Motion by Duffy, 2nd by Olson, to recommend Finance Committee approval of the request. Motion carried.
Child Support Department Director Sandy Okamoto presented and the Committee reviewed a report prepared for the Wisconsin Department of Children and Families Bureau of Child Support Director concerning performance measures for child support agencies in Wisconsin counties. The report measured support order rates, paternity establishment rates, child support collection rates, and unproductive arrears cases. Ms. Okamoto advised the Committee that, beginning January 1, 2012, the Sawyer County Child Support Department will use Sawyer County Corporation Counsel Thomas J. Duffy for legal representation.
Land Records Department Director Robyn Thake presented a written report, including a report of documents processed by the Real Property Lister, the replacement of property address signs for LCO Housing properties, the completion of a 2011 Sawyer County Emergency Response Atlas, and a request for approval for GIS Specialist Brian DeVries to attend a GIS software training to be held in Green Bay November 9th and 10th. Ms. Thake expressed her concern for the requirement that employees use the County car pool for travel, citing an experience with a defective vehicle and the safety factor of using your own vehicle when roads are slippery. The Committee referred Ms. Thake’s concern to the Personnel and Administrative Committee.
Information Technology Department Director Mike Coleson presented a department report.
County Surveyor Dan Pleoger presented a department report.
The Committee reviewed a department report for September prepared by Clerk of Court Anne Marie Danielson, including a report on passport applications processed and collections of interest, tax intercept funds, attorney fees, guardian ad litem fees, and bail forfeitures.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Duffy, to approve the department reports and expense vouchers, and the Land Records Department request for approval for travel. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
The Committee discussed whether to renew the public entity liability insurance coverage for 2012 with the Wisconsin County Mutual Insurance Corporation or whether to solicit proposals for the coverage. Motion by Schleeter, 2nd by Duffy, to recommend renewing the public entity liability insurance coverage for 2012 with the Wisconsin County Mutual Insurance Corporation to the County Board. Motion carried.
Motion by Olson, 2nd by Duffy, to adjourn the meeting. Motion carried.
