County Board Chair Hal Helwig provided an opportunity for the public to present information or ask questions concerning the proposed 2012 Sawyer County Budget.  Everyone in attendance was provided with a copy of the proposed budget.  There were no comments or questions from the public.  The Board determined act on a proposal to pay off 2 loans of the County and a proposal to increase County Board member compensation prior to acting on the proposed budget due to the potential impact of those issues on the budget.

 

The Board reviewed the Finance Committee recommendation to pay off the balance of the 2 loans (principal balance of $508,939.61) of the County from the Wisconsin Board of Commissioners of Public Lands Trust Fund loan program with the loans to be paid off before December 31, 2011.  The funds to pay off the loans would come from the excess of revenues over expenditures from the General Fund of the 2010 Sawyer County Budget ($1,173,802).  Motion by Jaeger, 2nd by Bassett, to approve the recommendation.  Motion carried by unanimous voice vote.

 

The Board discussed increasing the compensation for County Board members prior to December 1, 2011, the date when nomination papers may be circulated for County Board positions, and the Personnel and Administrative Committee recommendation to increase the base compensation for attendance at meetings from $50 to $55.  Motion Zietlow, 2nd by Pearson, to approve the recommendation.  The roll call vote was as follows:  McCoy – yes; Maki – absent; Jaeger – yes; Zietlow – yes; Pearson – yes; Duffy – absent; Paulsen – no; Gundersen – no; Helwig – yes; Bassett – no; Kinsley – no; Olson – absent; Thompson – no; Johnson – no; Schleeter – yes.  The motion failed with 6 voting yes and 6 voting no.

 

The Board reviewed the following resolution for adoption of the 2012 Sawyer County Budget:

 

RESOLUTION #14-2011

ADOPTION OF YEAR 2012 SAWYER COUNTY BUDGET

     BE IT RESOLVED by the Sawyer County Board of Supervisors, duly assembled this 15th day of November, 2011, that the proposed 2012 Sawyer County Budget is hereby approved and adopted and that there be appropriated the sum of $26,940,706.

     THEREFORE, there is hereby levied against all property in Sawyer County, except for those municipalities that are by law exempt from participating in certain items, the sum of $9,840,064 to be spread on the tax rolls for 2012.  The difference between the appropriation and the levy is due to anticipated revenue and the application of special fund balances in an amount totaling $17,100,642.

This is a net increase of $0 from the 2011 levy.  This is a 0% increase from the 2011 levy.

 

Motion by Paulsen, 2nd by McCoy, to approve RESOLUTION #14-2011.  Motion carried.

 

Economic Development and Planning Committee member Warren Johnson reported that he had traveled with Committee Chair Ken Maki, Mic Isham (LCO), Gordy Christians (DNR), and Jim Warren to visit the Red Lake tree nursery to view the state of the art containerized tree nursery.  Mr. Johnson presented the Committee recommendation to approve that the Committee work with the Wisconsin Department of Natural Resources (DNR) and the Lac Courte Oreilles Tribe (LCO) to further pursue the feasibility of a containerized tree nursery at the Hayward DNR tree nursery location.  Motion by McCoy, 2nd by Jaeger, to approve the recommendation.  Motion carried.

 

Courthouse Committee Chair Dale Schleeter reported that, due to an employee illness in the Judge’s Office and the loss of an employee in the Clerk of Courts Office, Circuit Court Judge Gerald Wright requests approval to hire a limited term employee to assist with the functions of the court system.  Judge Wright requests to have the limited term employee work up to 20 hours a week in the Judge’s Office for approximately 2 to 3 months and work up to 15 hours a week in the Clerk of Courts Office through December 31, 2011.  A former employee with experience in both of these offices is available to assist with these functions.  The Judge is also requesting approval for the other employees in his office (1 employee) and the Clerk of Courts office (3 employees) to increase their hours of work to 40 hours a week from 35 hours a week to address the staff shortage.  The Finance Committee and the Personnel and Administrative Committee recommend approval of the request.  Motion by Kinsley, 2nd by Bassett, to approve of the request.  Motion carried.

 

The Board reviewed the Public Safety Committee recommendation to approve the following resolution:

RESOLUTION #15-2011

TRIBAL LAW ENFORCEMENT GRANT

     Be it resolved that the Sawyer County Board of Supervisors approves of entering into an agreement with the Lac Courte Oreilles Band of the Lake Superior Indians for the year 2012 for the purpose of obtaining State financial support for improving law enforcement of tribal areas.  [See Wisconsin County-Tribal Law Enforcement Plan for details.]

 

Motion by Thompson, 2nd by Bassett, to approve the recommendation.  Motion carried.

 

Finance Committee Chair Warren Johnson reported that the Committee recommends retaining the $589,049 Sawyer County Health and Human Services Fund balance as of December 31, 2010.  The Committee had discussed that the Health and Human Services Department is responsible for the expenses of providing services that are difficult to forecast in an annual budget, including the charges for the court placement of juveniles in detention facilities.  The 2012 Sawyer County Budget recommended by the Finance Committee includes a reduced amount appropriated for the contingency fund to reflect that these expenses will be paid from the Sawyer County Health and Human Services Fund.

 

Finance Committee Chair Warren Johnson recommended retaining the balance of $38,175 in the Maintenance Garage Fund instead of applying that balance to reduce the levy for the 2012 Sawyer County Budget, and that the additional $38,175 needed to reduce the levy be applied from the W-2 Program Fund Balance.  Motion by Zietlow, 2nd by Jaeger, to approve the recommendation.  Motion carried.

 

The Board discussed designating the excess of revenues over expenditures from the General Fund of the 2010 Sawyer County Budget ($1,173,802) plus the W-2 Fund balance as ($231,337) reduced by the amount used to pay off the 2 Wisconsin Board of Commissioners of Public Lands Trust Fund loans ($515,707) and the amount applied to reduce the levy for the 2012 Sawyer County Budget ($148,635).  Motion by Paulsen, 2nd by Jaeger, to designate the resulting balance as additional reserve for the cash flow of the County.  Motion carried. 

 

Human Resource Manager Michelle Jepson presented the Personnel and Administrative Committee recommendation for establishing a definition for “courthouse” for purposes of interpreting Wisconsin’s new concealed weapons laws (section 170.60 of the Wisconsin Statutes) that became effective November 1, 2011.  That definition defines “courthouse” as the entire building complex (original 1962 building, 1991 addition, and 1995 addition) of the Sawyer County Courthouse.  Motion by Kinsley, 2nd by Zietlow, to approve the recommendation.  Motion carried.

 

The Board reviewed a proposed 2012 Sawyer County Library Service Agreement with Northern Waters Library Service (NWLS).  The agreement was modified to reflect that Sawyer County’s commitment to pay NWLS a county library service fee will be $20,264, the amount approved in the 2012 Sawyer County Budget.  Motion by Johnson, 2nd by Bassett, to approve the agreement as modified.  Motion carried.

 

The Board reviewed Veterans Service Officer Ray Boeckman’s request to reappoint Stephen Lynch to the Veterans Service Commission for a term of 3 years beginning the 2nd Monday of December, 2011.  Motion by Thompson, 2nd by Bassett, to approve the request.  Motion carried.
