DRAFT - minutes of the meeting of the Personnel and Administrative Committee

Sawyer County Board of Supervisors

December 13, 2011, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chair), Ron Kinsley, Kathy McCoy, Dale Schleeter, Warren Johnson, Fred Zietlow

Motion by Zietlow, 2nd by Kinsley, to approve the meeting agenda.  Motion carried. 

 

Motion by Johnson, 2nd by Schleeter, to approve the November 15, 2011 meeting minutes.  Motion carried.

 

Information Technology Department Director Mike Coleson presented information and answered questions about existing security policies and procedures for County-owned computers.  The Committee determined to have Mr. Coleson develop an updated inventory of the computers owned by the County and an updated policy for their secure use.

 

The Committee discussed the Property and Airport Committee recommendation to post and advertise to fill a maintenance worker position in the Maintenance Department.  Maintenance Department Supervisor Tim Hagberg had reported to the Property and Airport Committee that he received notice of the retirement of a Maintenance Department custodian at the end of February and a maintenance worker in January.  The Property and Airport Committee discussed whether to recommend filling one or both of the positions and whether to consider contracting for maintenance and/or custodian services as an alternative.  Sheriff Mark Kelsey was present at the Property and Airport Committee meeting and stated his concern for utilizing contracted services for custodian or maintenance services in the Law Enforcement Center for security reasons.  The Property and Airport Committee discussed security concerns for other County departments; the likelihood, benefits, and drawbacks of Maintenance Department involvement in future significant building or remodeling projects; and that Mr. Hagberg has recently worked multiple excess hours due to a shortage of staff in the Maintenance Department.  Mr. Hagberg advised the Property and Airport Committee that he has been working with Human Resource Manager Michelle Jepson to evaluate whether to fill the vacant positions and indicated his preference for hiring a maintenance worker instead of custodian if only 1 of the 2 positions is filled.  Motion by Johnson, 2nd by McCoy, to recommend County Board approval to post and advertise to fill a maintenance worker position in the Maintenance Department.  Motion carried.

 

The Committee discussed an updated draft of Sawyer County’s personnel administration policies which had been provided to County Board members in November and determined to review the draft at the January meeting of the Committee.

 

The Committee reviewed the Courthouse Committee recommendation to approve a proposed position description for a Child Support Specialist – Enforcement Agent position in the Child Support Department for the position currently held by Brad Huff.  Motion by Kinsley, 2nd by Zietlow, to approve the recommendation.  Motion carried.

 

The Committee referred the request for hours for a limited-term position for the Health and Human Services Department child welfare services to follow the closed session scheduled for the end of the meeting.

 

Clerk of Court Anne Marie Danielson and Human Resource Manager Michelle Jepson presented information (including a comparison of Wisconsin clerk of court office staffing levels and case loads) in support of a request to fill a vacant Deputy Clerk of Court position in the Clerk of Court’s Office.  The Courthouse Committee recommends approval of the request.  Motion by Kinsley, 2nd by Johnson, to recommend County Board approval of the request.  Motion carried.

 

The Committee reviewed a request, submitted by County employees entitled to compensation for not participating in the County employee health insurance plan, for compensation for the reduction in the amount they receive in lieu of participation in the plan.  Pursuant to employee bargaining unit agreements, employees hired prior to September 1, 1993 are entitled to receive 88% of the premium charged for single coverage under the County employee health insurance plan.  Beginning in 2011, employees participating in the County employee health insurance plan receive a $1,000 per calendar year contribution to their health reimbursement accounts to offset employee health insurance plan amendments.  This reduced the monthly premium for the single health insurance coverage to which the amount paid employees not participating in the County’s employee health insurance program is tied.  Motion by McCoy, 2nd by Johnson, to recommend County Board approval to contribute the same amount contributed for employee bargaining unit employees as compensation for health insurance plan amendments to a health reimbursement account for the County employees entitled to reimbursement in lieu of participation in the County health insurance plan.  Motion carried.

 

Human Resource Manager Michelle Jepson presented a summary of the current work hours and compensation for the non-represented employees of the County and determined to refer discussion of the information to the January meeting of the Committee.

 

Human Resource Manager Michelle Jepson presented a summary of the responses received from Veterans Service Office Ray Boeckman, Highway Commissioner Gary Gedart, and Ambulance Service and Emergency Government Department Director Brian Cody indicating their preference for a County policy prohibiting the public from possessing weapons and firearms in all County buildings.  Motion by McCoy, 2nd by Schleeter, to have Human Resource Manager Michelle Jepson draft a policy prohibiting the public from possessing weapons and firearms in all County buildings for the Committee’s review at their January meeting.  Motion carried.

 

Human Resource Manager Michelle Jepson presented a report on her efforts to promote employee wellness.

 

The Committee reviewed the monthly expense vouchers of the Human Resource Department and Human Resource Manager Michelle Jepson’s request for approval to attend the WPELRA annual conference to be held in Madison January 19-20, 2012. Motion by Kinsley, 2nd by Zietlow, to approve the vouchers and the request for travel.  Motion carried.

 

Motion by Zietlow, 2nd by Schleeter, to convene into closed session, pursuant to section 19.85(1)(a), (b), and (e), Wisconsin Statutes, for step three in a grievance process involving the Courthouse employee bargaining unit, and for negotiations concerning an employee labor agreement.  Motion carried by unanimous voice vote.
