members present: Dale Schleeter (Chair), Ron Kinsley, Mel Olson, Tom Duffy, Walt Jaeger
also present: Land Records Department Director Robyn Thake, Circuit Court Judge Gerald Wright, Human Resource Manager Michelle Jepson, County Clerk Kris Mayberry
Motion by Kinsley, 2nd by Duffy, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Jaeger, to approve the January 10, 2012 meeting minutes. Motion carried.
The Committee reviewed the 2012 State/County Contract Covering the Administration of Child and Spousal Support and Establishment of Paternity and Medical Support Liability Programs. Motion by Jaeger, 2nd by Duffy, to recommend County Board approval of the contract. Motion carried.
The Committee reviewed Clerk of Court Anne Marie Danielson and Circuit Court Judge Gerald Wright’s report that, due to a continuing illness of a court system employee, it is necessary to request approval for continuation of a limited-term employee for up to 20 hours a week to assist with the functions of the court system for an additional 30 days. Motion by Duffy, 2nd by Jaeger, to recommend Personnel and Administrative Committee and County Board approval for up to 30 days (beyond what was previously approved) for a limited-term employee not to exceed 20 hours a week. Motion carried.
The Committee discussed whether County Surveyor Dan Pleoger should be reimbursed for using his own vehicle to travel to a conference. Mr. Pleoger had taken a County motor pool vehicle home intending to use it to travel to the conference but had mechanical problems with the vehicle en route. He then determined to take his own vehicle to the conference and also used his truck to transport surveying rods from the conference which were available at a lesser price without shipping. Motion by Duffy, 2nd by Jaeger, to approve mileage reimbursement for Mr. Pleoger. Motion carried.
Human Resource Manager Michelle Jepson presented a proposed resolution establishing salaries and benefits for the elected officials of the County whose terms of office expire at the end of 2012 (County Clerk, County Treasurer, and Register of Deeds). Ms. Jepson indicated that the compensation and benefits for these elected positions needs to be established prior to April 1, 2012, the commencement of the time for circulating nomination papers for these positions. As the Courthouse Committee has the responsibility for oversight of the Register of Deeds Office the Committee may have a recommendation for the Register of Deeds position. Motion by Kinsley, 2nd by Olson, to recommend Personnel and Administrative Committee and County Board approval of the salary and benefits included in the proposed resolution for the Register of Deeds position. Motion carried.
Land Records Department Director Robyn Thake presented a written report, including a report of documents processed by the Real Property Lister, that David Berard of UW-Extension organized a GIS presentation for March 30, 2012, a detail year-to-date report for Land Records Department budgets, a property address system report and statistics, that the State Joint Finance Committee did not approve the lapsing of the land information funds, and the highlights of Land Records Department activities in 2011.
The Committee reviewed a written department report prepared by Clerk of Court Anne Marie Danielson, including a detailed year-to-date department budget report, a report on passport applications processed, collections of interest, tax intercept funds, attorney fees, guardian ad litem fees, and bail forfeitures, and a request for approval to attend the 2012 Clerks of the Circuit Court Institute to be held March 14-16th in Stevens Point.
The Committee reviewed a request from Child Support Department Director Sandy Okamoto for approval to attend a meeting with the new director of the Wisconsin Bureau of Child Support Jackie Sharping (who is traveling around the state to meet with county child support department directors and hear about county-specific issues) on March 8th in Ashland, and to attend the 2012 Bureau of Child Support Directors’ Dialogue to be held May 3-4th at the Wisconsin Dells.
The Committee reviewed the monthly department expense vouchers. Motion by Duffy, 2nd by Jaeger, to approve the department reports, the requests for approval for travel, and the expense vouchers. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
Motion by Duffy, 2nd by Jaeger, to adjourn the meeting. Motion carried.
