Sawyer County Board of Supervisors

March 12, 2012, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Warren Johnson (Chair), Kathy McCoy, Dale Schleeter, Bruce Paulsen, Jim Bassett

 

also present:  County Board Chair Hal Helwig, Human Resource Manager Michelle Jepson, County Clerk Kris Mayberry

 

Motion by McCoy, 2nd by Bassett, to approve the meeting agenda.  Motion carried.

 

Motion by Bassett, 2nd by McCoy, to approve the February 13, 2012 meeting minutes.  Motion carried.

 

The Committee reviewed proposals obtained by Information Technology Department Director Mike Coleson from E.O. Johnson Office Technologies for 36-month leases for the following black and white photocopiers:

·         Lanier MP2352 SP Digital System for the County Clerk’s Office

·         Canon Imagerunner Advance 6055 for the Courthouse hallway used by most departments

·         Lanier MP2352 Digital System for the Register of Deeds’ Office

The Committee discussed alternatives to the leases.  Motion by McCoy, 2nd by Paulsen, to have Mr. Coleson be in charge of arrangements for all County department copiers and to have Mr. Coleson review the options and alternatives for the above copiers and report his recommendations to the Committee at their April meeting.  Motion carried.

 

The Committee reviewed the Forestry Committee recommendation for approval to appropriate $5,000 for the expenses of the Sawyer County ATV/Snowmobile Alliance coordinator position which was omitted from the 2012 Sawyer County Budget.  The Committee discussed that the Alliance has not submitted invoices for their expenses on a timely basis.  Motion by Paulsen, 2nd by Bassett, to approve payment of up to $5,000 from the Sawyer County Resource Development Fund for these expenses in 2012 providing the Alliance submits expense invoices (if any) on a quarterly basis.  Motion carried.

 

The Committee reviewed the Zoning and Conservation Committee recommendation to approve an expenditure of up to $29,250 for Short Elliott Hendrickson to develop plans and specifications for the removal of the Carlson Road Dam and replacement of the Carlson Road Bridge at the outlet of Little Round Lake.  Motion by Bassett, 2nd by Paulsen, to recommend County Board approval of the recommendation with the funds to come from any available State of Wisconsin grants and the balance to come from the Sawyer County Environmental Impact Fund.  Motion carried.

 

The Committee reviewed an invoice from Structural Integrity Inc. for $28,733.05 for services rendered for the Winter Railroad Depot project.  County Clerk Kris Mayberry reported that Friends of the Tuscobia President Ron Petit reviewed the invoice and supporting documentation.  The County’s role as the fiscal agent for the project is to pay the expenses and to submit them for reimbursement.  Motion by McCoy, 2nd by Schleeter, to recommend County Board approval to pay the $28,733.05 and to submit the same for reimbursement.  Motion carried.

 

The Committee reviewed documentation provided by Springsted Incorporated for $2,507.02 for the miscellaneous expenses Springsted billed Sawyer County for their services in the 2012 issuance of general obligation bonds.  Motion by Paulsen, 2nd by McCoy, to approve payment for the expenses.  Motion carried.

 

The Committee reviewed and discussed information provided by Springsted Incorporated concerning compliance with federal rules following the issuance of tax-exempt bonds and Springsted’s proposal for an agreement to have Springsted provide Sawyer County with continuing disclosure services and/or arbitrage and rebate monitoring following the 2012 issuance of general obligation bonds.  Motion by Paulsen, 2nd by McCoy, to recommend County Board approval of the agreement.  Motion carried.  Mr. Johnson voted no.

 

The Committee reviewed a report which indicated that a total of $41,180 was expended by the Sawyer County Health and Human Services Department in 2011 for youth aid expenses.  The Committee discussed whether this amount should come from the Contingency Fund Account of the General Fund of the 2011 Sawyer County Budget or from the Health and Human Services Fund balance.  Motion by Paulsen, 2nd by Johnson, to recommend County Board approval to expend this amount from the Health and Human Services Fund balance.  Motion carried.

 

The Committee reviewed a draft fund balance policy for Sawyer County and information about the requirements of Government Accounting Standards Board Statement 54 concerning fund balance reporting and governmental type definitions prepared by Committee member Bruce Paulsen.  The Committee determined to hold a meeting on Saturday, March 31, 2012 to further review this information.

 

The Committee reviewed a news article from the Wisconsin State Journal reporting that Dane County officials were proposing to waive the $20 fee for residents who need copies of birth certificates in order to vote under the controversial state law that requires voters to present identification at the polls.  The Committee discussed that the County would still have to pay the state their portion of the fee and that the identification requirement is at least temporarily enjoined in any event.  Motion by Bassett, Paulsen, not to waive the fees for Sawyer County residents.  Motion carried.

 

Human Resource Manager Michelle Jepson presented the following resolution:

RESOLUTION #   -2012

Establishing Total Annual Compensation For County Elected Officials Pursuant to Wis. Stat. § 59.22

     WHEREAS, pursuant to Wis. Stat. § 59.22(1), the Board must establish the total annual compensation for services to be paid to county elected officials (other than supervisors and circuit judges) prior to the earliest time for filing nomination papers for the county elective office; and

     Whereas, the County Clerk, County Treasurer and Register of Deeds shall be elected to four-year terms which begin on January 1, 2013; and,

     WHEREAS, the Board desires to establish the total annual compensation for county elected officials, which is separate and distinct from the fringe benefits offered by the County to elected officials, and which fringe benefits are subject to increase or decrease during the officer’s term at the discretion of the Board and in accordance with state and federal law; and

     WHEREAS, as part of the County’s fringe benefit program, county elected officials may participate in the Wisconsin Retirement System in accordance with state law; and

     WHEREAS, as part of the County’s fringe benefit program, county elected officials may elect to receive health insurance coverage under the same terms and conditions as the health insurance coverage offered to non-represented managerial county employees who are not law enforcement managerial employees or non-represented managerial employees described in Wis. Stat. § 111.70(1)(mm)2;

     NOW, THEREFORE, BE IT RESOLVED by the Sawyer County Board of Supervisors, that the total annual compensation for county elected officers under Wis. Stat. § 59.22(1) shall be as follows, effective on the first day of a term of office that begins after the date of this Resolution

     BE IT FURTHER RESOLVED that the aforementioned county elected officials are entitled to participate in the Wisconsin Retirement System in accordance with law and that the Elected Official will pay the same employee portion of the WRS as a general employee; and

     BE IT FURTHER RESOLVED that the aforementioned county elected officials are entitled to participate in the County’s health insurance program subject to the terms and conditions of the program, which may be modified from time to time, under the same terms and conditions as the health insurance coverage offered to non-represented managerial county employees who are not law enforcement managerial employees or non-represented managerial employees described in Wis. Stat. § 111.70(1)(mm)2.

 

Motion by Paulsen, 2nd by Schleeter, to recommend County Board approval of the resolution.  Motion carried.

 

Motion by Paulsen, 2nd by Bassett, to recommend County Board approval to establish compensation of $5,000 for the Administrative Coordinator position for 2013, and that this amount will be reviewed annually thereafter.  Motion carried.

 

The Committee reviewed a financial report prepared by the County Treasurer’s Office through February of 2012 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following information:

·         Distributed to Sawyer County in February of 2012 - $104,764.51

·         Distributed to Sawyer County in 2012 through February - $189,623.50

·         Distributed to Sawyer County through same month in 2011 - $185,845.46

·         2012 Sawyer County Budget sales and use tax revenue forecast - $1,300,000

 Motion by McCoy, 2nd by Bassett, to accept the Treasurer’s Report.  Motion carried.

 

The Committee reviewed a report of 2011 General Fund revenues and expenses through December 31, 2011 and a report of 2012 General Fund revenues and expenses through December 31, 2012. 

 

The Committee reviewed the monthly department expense vouchers.  Motion by McCoy, 2nd by Bassett, to approve the vouchers.  Motion carried.

 

Health and Human Services Department Director Pete Sanders presented information about the Namekagon Transit building project and advised that the estimate of costs for the project now indicate that the County may need to contribute as much as a $179,000 match towards the cost of the project.  The Committee discussed that the value of the real estate upon which the Transit building will be constructed, the value of the County Surveyor’s work to survey the property, and the value of site work done by the Highway Department may be included in the match.  The Committee referred the matter to the County Board meeting scheduled for March 15, 2012.

 

Committee member Bruce Paulsen reported that he reviewed the financial information of L & L Aviation (Sawyer County Airport management and fix-base operators).
