Economic Development and Planning Committee meeting

Audience recognition - None

Hayward DNR Forestry Tree Nursery Update – Warren Johnson, Ken Maki, Mic Isham, Gordy Christians, and Jim Warren visited Red Lake tree nursery to view the state of the art containerized tree nursery. Johnson updated the committee on the Red Lake nursery visit. The Red Lake Nursery harvest is for the tribal forest at Red Lake. Motion by Jaeger, seconded by Johnson to recommend to the county board that the economic development committee work with the DNR and LCO tribe to further pursue feasibility of the containerized nursery project. Motion carried.

Alternative fuel options for County buildings, status update – Johnson indicated that Indianhead Community Action Agency has a project that they are installing pellet stoves in buildings. Maki resource has moved south for the winter. Maki will contact Pete Sanders to see what the current plans are for heating the transit building.

Using GIS to benefit economic development – Warren Johnson provided an agenda of a meeting in Neenah that he and Bruce Paulsen attended. Other counties were doing significant projects using GIS. Chippewa County Economic Development Corporation was demonstrating how they were using GIS to improve services in their county. Discussion, the committee requested that Chad Kostner from NWRPC come in and give the committee an update/overview on GIS in January.

Development of policy for expenditures from Sawyer County Environmental Impact Fund – Discussion on county policies related to expenditures from the fund. Dale Thompson asked about the annual impact fee and where the money is going. Thompson passed out a handout proposing that annual funds be returned to the environmental impact fund and be granted out to requests on a limited basis with an application process. Maki will work with Dale Thompson to come back next month with some criteria.

Indianhead Community Action Agency report, including Community Development Block Grant housing rehabilitation project status and request for timeline extension. – No report from Indianhead, Johnson indicated that they had been getting more loans approved and moving forward with the tribal project.

Northwest Regional Planning Commission report – Sheldon Johnson reported on behalf of NWRPC. They have followed up with several business revolving loan fund requests in Sawyer County. Currently there is 1.3 million in the NWRED program. Johnson provided the county synopsis of materials collected at the northwest cleansweep (on file). NWRPC has received $109,500 grant for the region for the upcoming events.  They are launching a new planning commission website in December. NORTAC regional trails advisory committee held its quarterly meeting in Washburn County – two state assembly representatives in attendance.

Sawyer County Economic Development Corporation report – David Berard received a message from Scott Allen indicating that he had a schedule conflict and asked that the SCDC press release be shared and that Scott Allen had indicated that the meeting referenced in the press release was an open meeting. Maki asked if Liz Metcalf had any comments related to the SCDC. Metcalf stated concerns related to the organization’s communications, open meetings, and activities/present status and compensation.

Hayward Area Visitor and Convention Bureau report – Linda Clifford reported on use of social media for their memberships and promotion. Clifford shared that there will be new officers elected at their upcoming annual meeting.

Monthly expense vouchers - Maki requested that Gordy Christians, who participated in the Red Lake Nursery visit and had expenses totaling $62 be reimbursed by the county. Motion by Jaeger, second by Pearson, to recommend that finance approve the expense subject to a submitted invoice. Motion carried

Other matters for discussion only – Superior Days discussion. Johnson shared that he would be willing to attend if someone else wants to go. Jaeger indicated that he didn’t find value in last year’s event. Discussion on developing a Sawyer County specific lobbying effort.


Berard shared unemployment and sales tax data with the committee.
