Economic Development and Planning Committee meeting

Tuesday, February 7, 1:30 p.m.

Assembly Room – Sawyer County Courthouse


County Committee attending: Tom Duffy, Warren Johnson, Dean Pearson, Walt Jaeger

Others attending: Dale Thompson, Don Mrotek, Linda Zillmer, Linda Clifford, Wendy Schroeder, Kris Mayberry.

Minutes of the meeting of January 10, 2012 – Motion by Jaeger, second by Johnson to approve the minutes of the January 10, 2012 meeting. Motion carried

Audience recognition – Don Mrotek Sawyer County Snowmobile/ATV alliance reported that the trails were in poor condition and a lot of businesses are down who depend on snowmobiling. In surrounding counties most of the trails are closed and are even in worse shape. A lot of snowmobiles are only coming for a day as opposed for a week in the past. The last weekend in January was a fantastic snowmobile weekend, but businesses can’t depend on one good week of snowmobiling. Mrotek wants to push ATV travel particularly to get trail access into the city of Hayward to help the economy when snow is low.

Linda Zillmer said the Heart of the Farm Women in Agriculture Conference was a success. Several participants and vendors were from Sawyer County.

Indianhead Community Action Agency report, including Community Development Block Grant housing rehabilitation project – Kris Mayberry reported that a required public hearing was held yesterday for the CDBG revolving loan fund.

Northwest Regional Planning Commission report – No report for this month

Sawyer County Economic Development Corporation report – No report for this month

Hayward Area Visitor and Convention Bureau report – Linda Clifford provided some statistical information from year end. The visitor center provided information to 28,000 people this past year. She also provided counts on contacts from websites and the vacation guide. Clifford provided a letter from Cheryl Treland describing plans for a new campground at Treeland Resorts.

Development of policy for expenditures from Environmental Impact Fund: Dale Thompson provided information regarding the environmental impact funding. Thompson would like a to free up some of the impact funds for projects. He recommends taking around $25,000 per year for grants to fund projects. Thompson provided an example request form. Discussion, Motion by Pearson, second by Jaeger to allocate $25,000 per year from the Environmental Impact Funds to be used for grants up to $5,000 for partial funding of projects and that requests for proposals be reviewed and approved by the economic development and planning committee. Motion carried. Duffy requested that Berard to locate and share purpose of committee developed in the past for further review.

Hayward DNR Forestry Nursery: Johnson reported that the Secretary of DNR is still looking at ways to partner with the tribe and county.

-        Johnson identified a couple of items for discussion in upcoming months

o   Treland’s RV Park

o   Frac sand mining. Zoning looking at frac-sand requirements

-       Duffy indicated the airport hanger is coming along, discussion of the airport expansion.

-       Duffy discussed the Birkie proposal for the new trailhead. Telemark has offered a 99 year lease for the Birkie to leave the start at Telemark.

-       Berard shared sales tax and unemployment data with the committee.
