Economic Development and Planning Committee meeting

Tuesday, September 6, 2011, 1:30 p.m.

County Board Members Attending – Ken Maki, Warren Johnson, Hal Helwig, Dean Pearson

Meeting agenda – Motion by Johnson, seconded by Pearson to approve the agenda with the VCB report moved to number 4 after audience recognition. Motion Carried

Minutes of the meeting of August 9, 2011 – Motion by Johnson, Second by Pearson to approve the minutes of the August 9, 2011 meeting. Motion Carried

Audience recognition - None

Hayward Area Visitor and Convention Bureau report, including representative of the Department of Tourism – Sarah Pischer, Wisconsin Department of Tourism representative, provided a presentation on “The Power of Tourism in Wisconsin”.

Hayward DNR Forestry Tree Nursery Update – Ken Maki indicated that there was no update except that he and Johnson are still trying to get together with the Tribe for communication and to tour the Red Lake facility.

Alternative fuel options for County buildings, status update – No report but keep on agenda for future discussion.

Request for funds for Stone Lake Lions Park Improvement Project – John Saunders presented a request for funding for Stone Lake Lions Park Improvement Project. Saunders requests $9,000 from Sawyer County to be included in the budget for next year. Discussion regarding moratorium on ATC fund spending. Motion by Maki to recommend to finance committee to provide $4,500 from the ATC funds to the Stone Lake Lions Park Improvement Project contingent on Sand Lake contributing $9,000 and $2,000 achieved from another funding source. Second by Pearson. Motion Carried.

Contract regarding Winter Depot restoration project – Johnson provided a copy of the contract for remodeling of the depot of which the county is the fiscal agent. Sawyer County needs to make sure that the 20% match is available from the local entity (Friends of the Tuscobia) for the contract. Motion by Maki, seconded by Johnson to recommendation to finance and County Board that the contract be approved contingent on the Friends of Tuscobia having the 20% match available for the contract.

Indianhead Community Action Agency report, including Community Development Block Grant housing rehabilitation project status and request for timeline extension. Sally Schrader provided an updated list of projects approved by the CDBG housing project. No further progress has been made regarding loan approvals by the state of projects on Tribal lands. There has been a request for an Extension to the project of 4 months due to initial delays in establishing the project of 4 months. The extension would also allow some resolution from the state on some of the Tribal loan projects. The original timeline was June 30, 2011 for loans completed with the work done by the end of September. The State also has authority to approve emergency loans through September for which some are pending.

Northwest Regional Planning Commission report – Sheldon Johnson reported on behalf of the Planning Commission. Conversations have occurred at the executive committee meeting regarding the blowdown in Burnett County. Myron Schuster has been working to find some funds/loan pool funds for businesses to help work with the blowdown and processing the wood. They received notice that a project was funded at the old Kinneman School of which the Planning Commission was one of the partners. All hazards mitigation project was funded and will be moving forward. The 2012 Household Hazardous Waste grant application has been submitted to DATCP. Hayward scrap metals collected over 6,000 lbs of materials at the cleansweep. NWRPC is working with towns using the PASER system to evaluate the roads for future projects. The Northwest Regional Economic Development (NWRED) revolving loan program has about 1.1 million dollars in loan funds for businesses available. Warren Johnson asked about the $30,000 grant for regional development. NWRPC is waiting for the contract for the project from WEDC. 

Sawyer County Economic Development Corporation report – Liz Metcalf provided a pro-forma and summary of accomplishments as requested last month (on file). SCDC finished the current grant they were working on and providing a revolving loan to a local business. They are in the new RBEG grant cycle and are awaiting the paperwork for the Intermediary Lending Program IRP to begin.

Berard shared information regarding a conference on Economic Development in Native Communities to be held in Lac Du Flambeau September 22.

 

Closed session, pursuant to section 19.85(1)E, Wisconsin Statutes, for discussions involving negotiations requiring a closed session for competitive and bargaining reasons. Minutes from closed session kept in a separate file in the county clerk’s office.

 

Motion by Maki, second by Johnson to move into closed session pursuant to section 1985(1)E. Motion carried.
