Motion by Jaeger, 2nd by Duffy, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Kinsley, to approve the March 6, 2012 meeting minutes. Motion carried.
Circuit Court Clerk Anne Marie Danielson and Circuit Court Judge Gerald Wright requested approval for the continuation of a limited-term employee to assist with the functions in the Register of Probate’s Office for up to 20 hours a week through July of 2012. Motion by Duffy, 2nd by Jaeger, to recommend Personnel and Administrative Committee and County Board approval of the request. Motion carried.
Information Technology Department Director Mike Coleson reported that the Finance Committee requested Mr. Coleson’s recommendation for all department office technology equipment purchases or leases. Mr. Coleson reviewed alternative proposals and recommends the 36 month lease of a Lanier MP2352 Digital System for the Register of Deeds’ Office. Motion by Kinsley, 2nd by Olson, to recommend Finance Committee and County Board approval of Mr. Coleson’s recommendation. Motion carried.
Child Support Department Director Sandy Okamoto presented information about the Family Court Commissioner position and about the services Family Court Commissioner Susan Lien provides in Sawyer County. The Committee discussed what additional services could be provided by the Family Court Commissioner to assist with the functions of the court and which services of the Family Court Commissioner could be charged to the Sawyer County Mediation Fund. The Committee requested that Ms. Lien provide a proposal for Family Court Commissioner services and that information regarding utilization of the Mediation Fund be provided for the May meeting of the Committee.
Land Records Department Director Robyn Thake presented the Sawyer County Land Information Council recommendation to approve a proposed application for a 2012 Wisconsin Land Information Program Grants-in-Aid to Local Governmental Units grant. The application requests $13,460 for a digital cadastral parcel mapping project for Township 38 North Range 7 West, and for Township 39 North, Range 8 West, in Sawyer County; and $300 towards Land Records Department training and education. Motion by Kinsley, 2nd by Jaeger, to recommend County Board approval to submit the application. Motion carried.
Land Records Department Director Robyn Thake informed the Committee that the Sawyer County Land Information Council met on March 29th and that the terms of the members of the Council expire this month. Motion by Duffy, 2nd by Kinsley, to recommend County Board approval of the following appointments to the Sawyer County Land Information Council: Sawyer County Forest Administrator Greg Peterson, Zoning and Conservation Department Administrator Dale Olson, Information Technology Department Director Mike Coleson, County Board representative Thomas W. Duffy, realtor representative Gary Nathan, and citizen representatives Fred Goold and Ron Peterson. [Register of Deeds Paula Chisser, Land Records Department Director Robyn Thake, Real Property Lister Colleen Schott, County Treasurer Dianne Ince, Emergency 911 Coordinator Rose Lillyroot, and County Surveyor Dan Pleoger are members pursuant to Wisconsin Statute.] Motion carried.
Land Records Department Director Robyn Thake presented a written report, including a report of documents processed by the Real Property Lister; that Geographic Information Specialist Brian DeVries is working on mapping the parcel splits in Township 39 North, Range 9 West; that 38 property address signs are ready to be installed this spring; a summary of visits to Sawyer County’s GIS mapping portal; and a request for Geographic Information Specialist Brian DeVries to attend a Wisconsin Land Information Association meeting to be held May 17th and 18th in Minoqua.
Child Support Department Director Sandy Okamoto presented a written department report, including an update on cooperative agreements between the Child Support Department and the Clerk of Court’s Office and the Family Court Commissioner and the development of a child support function by the Lac Courte Oreilles Tribe.
Information Technology Department Director Mike Coleson provided a department report, including the development of an internet based dog license program, assisting the Sheriff’s Department with a jail inmate roster, assisting the Department of Health and Human Services with a foster care program, assisting the Zoning and Conservation Department with scanning documents and forms for the website, and assisting the Highway Department with a server that crashed.
Circuit Court Clerk Anne Marie Danielson presented a department report, including a report on passport applications processed and collections of interest, tax intercept funds, attorney fees, guardian ad litem fees, and bail forfeitures. Ms. Danielson reported that her office is understaffed and that there continues to be a backlog of court cases. The Committee discussed the option of referring Clerk of Court collections to a collection agency.
The Committee reviewed a written department report provided by County Surveyor Dan Pleoger.
The Committee reviewed detailed department year-to-date budget reports.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Duffy, to approve the department reports and expense vouchers and the out-of-County travel request for Brian DeVries. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
The Committee expressed their appreciation for Mel Olson’s years of service on the Committee.
