Economic Development and Planning Committee meeting

Tuesday, April 10, 1:30 p.m.

Called to order at 1:30 by Vice Chairman Duffy


Meeting agenda: Motion by Johnson, second by Jaeger to approve the agenda as presented

Minutes of the meeting of March 6, 2012: Johnson asked for clarification of the minutes on Maki’s behalf regarding the motion requesting Maki to draft a letter to the DNR for Helwigs signature requesting the Hayward forest nursery property. Discussion, letter has been sent.   Motion by Jaeger, second by Pearson to approve the minutes of the meeting of March 6, 2012.

Audience recognition - None

Indianhead Community Action Agency report, including Community Development Block Grant housing rehabilitation project and county consortium application for 2012 CDBG: No report from Indianhead. Johnson asked Mayberry if the CDBG project was completed. Mayberry believes most of the work is done. Johnson asked Mayberry to connect with Indianhead and ask for a final report on how the funds were distributed.

Northwest Regional Planning Commission report including update on business incubators: Sheldon Johnson reported on the CDBG consortium listed under the Indianhead agenda item. The program has changed and in the past has made awards to local units of government. In the future awards will be made to a consortium of counties. Counties will be asked to pass a resolution to be part of a consortium to apply for the community development block grant. A lead county will be the applicant representing the consortium partners. The lead county will be part of the overall administration of the new projects. Existing RLF’s will still be under county administration. Motion by Pearson to proceed with participation in the consortium for the new CDBG housing initiative, second by Johnson motion carried.  Johnson reported that John Stroschine continues to meet with businesses regarding the NWRED program and that there is approximately 1 million still available in the fund. The Visions Northwest process is underway, Wendy Schroeder is representing Sawyer County on that group. Initial travel and per diem for Schroeder’s participation will come from Sawyer County. The NorthWERD initiative is a group of educational institutions working toward economic development they and looking toward the roles of education in impacting economic development. Rick Roeser indicated that he couldn’t be at this meeting to update the committee on incubators, but would be happy to provide an update on incubators at an upcoming meeting.

Sawyer County Economic Development Corporation report – No report. Cheryl Treland provide an update on the Treeland expansion status and indicated that Mic Isham had not opposed the proposed expansion as was indicated in the past month’s SCDC report.

Hayward Area Visitor and Convention Bureau report – Linda Clifford provided an update from the Governor’s Conference on Tourism. The department of tourism is putting together a program on customer service that may be available here. All of the department secretaries were at the conference. Clifford highlighted promotion by the VCB. (report on file) Treland provided observations from the Governor’s Economic Summit.

Development of policy for expenditures from Environmental Impact Fund – Item to remain on next month’s agenda and invite Dale Thompson’s participation.

Hayward DNR Forestry Nursery – Letter went out to the DNR - leave on the agenda for an update for next month.

Frac Sand Mining – No updates. Wait until we hear something more before including on agenda.

Review/discussion of committee purpose/roles – Leave this item on the agenda for discussion at the next meeting. Things to think about – timetable/application for environmental impact funding.

Other matters for discussion only:

a.    NorthWERD – Item covered under NWRPC update

b.    Next month is national bike month and they are looking to establish a bike work day – John Saunders.

c.    Warren Johnson – Bicycle Pedestrian Trail update – Bike trail engineer was here and was exploring working around lumberjack bowl.

d.    Berard – Demographic Information was provided on Sales Tax, Housing, and Unemployment:
