DRAFT - minutes of the meeting of the Finance Committee

Sawyer County Board of Supervisors

May 14, 2012, 8:30 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Warren Johnson (Chair), Dale Schleeter, Bruce Paulsen

 

also present:  County Board Chair Hal Helwig, County Treasurer Dianne Ince, County Clerk Kris Mayberry

 

County Clerk Kris Mayberry called for nominations for Chair of the Finance Committee.  Bruce Paulsen nominated Warren Johnson.  Mr. Mayberry called three times for additional nominations and received none.  Motion by Schleeter, 2nd by Paulsen, to close the nominations and to elect Warren Johnson as Chair of the Courthouse Committee.  Motion carried by unanimous voice vote.

 

County Clerk Kris Mayberry called for nominations for Vice-Chair of the Finance Committee.  Dale Schleeter nominated Kathy McCoy.  Mr. Mayberry called three times for additional nominations and received none.  Motion by Paulsen, 2nd by Schleeter, to close the nominations and to elect Kathy McCoy as Vice-Chair of the Courthouse Committee.  Motion carried by unanimous voice vote.

 

The Committee discussed the date and time for the monthly meeting of the Finance Committee and determined to continue to meet on the Monday of the week of the County Board meeting at 8:30 a.m.

 

Motion by Paulsen, 2nd by Schleeter, to approve the meeting agenda.  Motion carried.

 

Motion by Paulsen, 2nd by Schleeter, to approve the April 16, 2012 meeting minutes.  Motion carried.

 

Information Technology Department Director Mike Coleson presented the Courthouse Committee recommendation to approve a proposal from Polycom for the purchase of a Polycom HDX 7000 series video conferencing (tele-justice) system for the Large Courtroom.  The system would cost $7,259.13 with an additional $822.04 charge for an extended service agreement.  Jail Administrator Kurt Barthel and Circuit Court Judge Gerald Wright have indicated that an improved system with camera movement is needed for video conferencing for court proceedings.  Motion by Paulsen, 2nd by Schleeter, to recommend County Board approval of the proposal with the funds to come from the Contingency Fund Account of the General Fund of the 2012 Sawyer County Budget.  Motion carried.

 

Information Technology Department Director Mike Coleson advised the Committee that there may be a need to replace another file server in the Information Technology Department and that he may request the funds to do so in the 2013 Information Technology Department budget.  There were problems with one of the older servers in the Department which have been fixed for now.

 

The Committee discussed that the County Board, at their meeting held April 17, 2012, approved the Forestry Committee recommendation to approve a proposed Contract for Preservation of Right of Way through Interim Recreation Trail Use for the conditional acquisition by Sawyer County from Wisconsin Central Ltd. of an abandoned rail line segment southwest of the City of Hayward for a purchase price of $36,500.  That approval was subject to evidence of title acceptable to Sawyer County being provided by the grantor.  County Clerk Kris Mayberry reported that he referred the issue of evidence of title to Sawyer County Corporation Counsel Thomas J. Duffy for his assessment.  Mr. Duffy submitted the issue to Hayward Land Title Company with a request for an assessment of title from the Chicago Title Company.  The results of the assessment will be presented to the County Board.

 

The Committee discussed that Maintenance Department Supervisor Tim Hagberg reported to the Property and Airport Committee that $6,000 is needed to complete the installation of the emergency electrical power generator for the Courthouse and that the amount should be available within the Maintenance Department budget due to an estimated surplus in the hospital and health insurance line of that budget.  The Property and Airport Committee recommends approving the expenditure of the additional $6,000 for the generator with the funds to come from the 2012 Maintenance Department budget.  Motion by Paulsen, 2nd by Johnson, to approve the recommendation.  Motion carried.

 

The Committee discussed that Maintenance Department Supervisor Tim Hagberg requested the approval of the Property and Airport Committee to expend up to $5,000 to replace the aging Maintenance Department riding lawn mower and indicated that the amount should be available within the Maintenance Department budget due to an estimated surplus in the hospital and health insurance line of that budget.  The Property and Airport Committee approved the request with the funds to come from the 2012 Maintenance Department budget.

 

The Committee discussed that the Property and Airport Committee approved a proposal from Kreyer Electric for electrical repairs needed for the beacon and wind sock at the Airport with an estimate of $1,206 for materials and labor.

 

The Committee reviewed an invoice received from the Washburn County Highway Department as Sawyer County’s half of the expenses for Birch Lake Dam.  The Committee determined to table the matter and to obtain more information about the voucher.

 

The Committee discussed a draft fund balance policy for Sawyer County and information about the requirements of Government Accounting Standards Board Statement 54 concerning fund balance reporting and governmental type definitions prepared by Committee member Bruce Paulsen.

 

County Treasurer Dianne Ince presented a County financial report through April of 2012 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following information:

  • Distributed to Sawyer County in April of 2012 - $80,693.71
  • Distributed to Sawyer County in 2012 through April - $352,523.40
  • Distributed to Sawyer County through same month in 2011 - $353,441.41
  • 2012 Sawyer County Budget sales and use tax revenue forecast - $1,300,000

Motion by Paulsen, 2nd by Schleeter, to accept the Treasurer’s Report.  Motion carried.

 

The Committee reviewed a report of 2012 General Fund expenses and revenues through April 30, 2012.

 

The Committee reviewed the monthly department expense vouchers.  Motion by Paulsen, 2nd by Schleeter, to approve the vouchers.  Motion carried.
