Motion by Kinsley, 2nd by Duffy, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Jaeger, to approve the May 8, 2012 meeting minutes. Motion carried.
Human Resource Manager Michelle Jepson and District Attorney Bruce Poquette presented Mr. Poquette’s request for approval to have the 2 secretaries in the District Attorney’s Office work a 40 hour work week instead of a 35 hour work week. The Committee reviewed information provided in support of the request, including a statistical comparison of criminal cases and District Attorney’s Office staffing for Sawyer, Ashland, Washburn, and Burnett Counties and a memo from Wisconsin Tenth Judicial District Chief Judge Scott Needham. The memo advises that a criminal caseload assessment concludes that Sawyer County’s criminal caseload is higher than average and outside the parameters associated with caseload processing guidelines adopted by Wisconsin’s Committee of Chief Judges and that Judge Needham has ordered that Circuit Court Judges Harrington and Anderson be assigned to assist with Sawyer County’s caseload. The Committee discussed the impact of the additional judicial assignments in Sawyer County on the workload in the District Attorneys Office and the Clerk of Courts Office. Motion by Duffy, 2nd by Jaeger, to recommend Personnel and Administrative Committee and County Board approval to have the 2 secretaries in the District Attorney’s Office work a 40 hour work week instead of a 35 hour work week. Motion carried.
Family Court Commissioner Susan Lein, Child Support Department Director Sandy Okamoto, Circuit Court Clerk Anne Marie Danielson, and Circuit Court Judge Gerald Wright were present for a discussion of the duties of the Family Court Commissioner and authorized uses of the Sawyer County Mediation Fund. Circuit Court Judge Gerald Wright and Family Court Commissioner Susan Lein met with Health and Human Services Department Director Pete Sanders to discuss whether the mediation services being provided by the Health and Human Services Department could be provided through the Family Court Commissioner’s Office and whether the Mediation Fund could be charged for these services. Discussion ensued concerning the rate that the Family Court Commissioner should be compensated for services provided to the County, whether the Family Court Commissioner should continue to be treated as an employee instead of as an independent contractor, and the amount budgeted for Family Court Commissioner services. The Committee requested that County Clerk Kris Mayberry and Human Resource Manager Michelle Jepson review these issues and provide a report for the Committee’s July meeting.
Child Support Department Director Sandy Okamoto presented a department report, including that a meeting is scheduled for Friday, June 15th to discuss a proposed Memorandum of Understanding (between the State of Wisconsin Department of Children and Families Bureau of Child Support, the Sawyer County Child Support Department, and the Lac Courte Oreilles Child Support Program) for the Lac Courte Oreilles Tribe to begin operating a tribal child support program. Ms. Okamoto indicated to the Committee at their May meeting that the terms of the proposed agreement were not what were discussed with her and that she would discuss this with representatives of the State before further consideration of the Memorandum of Understanding by the Committee.
Human Resource Manager Michelle Jepson presented Register in Probate Bonnie Struska’s request to reduce her work schedule to 3 days a week during the summer months of 2012. Circuit Court Judge Gerald Wright approves the request. Motion by Duffy, 2nd by Jaeger, to recommend Personnel and Administrative Committee and County Board approval of the request. Motion carried.
Information Technology Department Director Mike Coleson presented a preliminary assessment of the County’s risks in the event of disasters that might affect the electronic equipment and data of the County and estimates of the costs to mitigate those risks.
Land Records Department Director Robyn Thake presented a report on Sawyer County’s digital parcel mapping project and a proposed 3 year plan for the completion of the project. Ms. Thake explained the difference between index parcel mapping and cadastral parcel mapping and discussed the reasons Sawyer County has used the cadastral parcel mapping approach in developing the digital parcel maps for Sawyer County. Ms. Thake also explained that the project has been paid for with Wisconsin Land Information grants and with funds retained from recording fees in the Register of Deeds Office, that it has recently been determined that the portion of the retained fees designated for internet access of land records may be used for the digital parcel mapping project, and that completion of Sawyer County’s digital parcel mapping may therefore be expedited. Motion by Jaeger, 2nd by Duffy, to support the continued use of the cadastral parcel mapping approach in developing the digital parcel maps for Sawyer County and to support the proposed 3 year plan for completion of Sawyer County’s digital parcel mapping project. Motion carried.
Circuit Court Clerk Anne Marie Danielson presented a written department report, including a report on passport applications processed and collections of interest, tax intercept funds, attorney fees, guardian ad litem fees, and bail forfeitures. Ms. Danielson discussed the anticipated impact of the assignment of additional judges to address Sawyer County’s caseload backlog on the Clerk of Courts Office and advised that the Clerk of Courts from the counties of the visiting judges have offered to accompany their judge to assist with the proceedings.
County Surveyor Dan Pleoger presented a written department report.
Land Records Department Director Robyn Thake presented a written department report, including a report of documents processed by the Real Property Lister; a work report for Geographic Information Specialist Brian DeVries; that 40 property address signs were installed in the month of May; and a summary of visits to Sawyer County’s GIS mapping portal.
Information Technology Department Director Mike Coleson provided a department report.
The Committee reviewed the following request for approval for travel out of the County: Child Support Department Director Sandy Okamoto – Wisconsin Child Support Enforcement Association annual fall conference to be held at Wisconsin Dells October 10-12, 2012.
The Committee reviewed the monthly department expense vouchers. Motion by Kinsley, 2nd by Jaeger, to approve the department reports, the department expense vouchers, and the out-of-County travel request. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
The Committee discussed the mission of the Committee, including its responsibilities for liability claims review, insurance, and risk management; and for oversight of the following departments: Information Technology Department, Register of Deeds, County Surveyor, Land Records/Mapping Department, District Attorney, Clerk of Courts and Judges Offices, Family Court Commissioner, and Child Support Department.
Motion by Kinsley, 2nd by Jaeger, to adjourn the meeting. Motion carried.
