Motion by Paulsen, 2nd by Jaeger, to approve the meeting agenda. Motion carried.
Motion by Schleeter, 2nd by Johnson, to approve the May 14, 2012 meeting minutes. Motion carried.
Sawyer County 911 Coordinator Rose Lillyroot presented information in support of the Public Safety Committee recommendation to provide $21,600 to fund 4 Emergency Medical Technicians to be on call during the hours of 6:00 a.m. to 9:00 p.m. for the summer months as a temporary solution to address the Sawyer County Ambulance Service problem of getting ambulance crews for emergency calls. The Committee discussed that the Ambulance Service has had ongoing difficulties in providing crews for ambulance runs in recent years and discussed options to address the problem. The Public Safety Committee requested that Ms. Lillyroot, Sawyer County Ambulance and Emergency Government Department Director Brian Cody, Sawyer County Human Resource Manager Michelle Jepson, and Finance Committee Chair Warren Johnson study and develop a proposal to address the problem. Motion by Paulsen, 2nd by McCoy, to recommend County Board approval of the Public Safety Committee recommendation, and to recommend that the Public Safety Committee meet to work out the details of implementing the proposal. The $21,600 would come from the Contingency Fund Account of the General Fund of the 2012 Sawyer County Budget. Motion carried.
The Committee reviewed a proposed additional services agreement with New World Systems for services to be provided to Sawyer County in upgrading the County human resource payroll system. Motion by Jaeger, 2nd by Paulsen, to recommend County Board approval of the agreement. Motion carried.
The Committee reviewed the minutes of a meeting held May 23rd of County employees that use the New World financial software. The goal of the meeting was to make maximum use of the software, improving efficiency, adding work capacity, and for the employees to learn from each other’s experience.
The Committee reviewed the following general fund line item expenditures which exceeded their budget appropriation for 2011: County Board by $6,924; Circuit Court by $5,873; Law Library by $505; County Clerk by $3,348; Elections by $5,503; District Attorney by $10,446; Property and Liability Insurances by $3,221; Payment to Educational Facility by $41; Sheriff’s Repair and Fuel for Vehicles by $35,253; for a total of $71,114. Motion by McCoy, 2nd by Jaeger, to recommend County Board approval to transfer $71,114 from the Contingency Fund Account of the General Fund of the 2011 Sawyer County Budget to the above-referenced accounts to eliminate the deficits in those accounts. Motion carried.
The Committee reviewed the portion of the minutes of the meeting of the Property and Airport Committee held June 8, 2012 which discussed the lightning damage to the runway lighting system at the Sawyer County Airport and reviewed copies of invoices for the repairs to the lighting system which the County will pay in anticipation of reimbursement from the Local Government Property Insurance Fund.
Committee member Bruce Paulsen presented and reviewed with the Committee a draft fund balance policy for Sawyer County. Motion by Jaeger, 2nd by Paulsen, to recommend County Board approval of the policy. Motion carried.
The Committee discussed development of the 2013 Sawyer County Budget and whether to include instructions to County departments to review their 2012 year-to-date expenditures and revenues when presenting their proposed 2013 budgets.
County Treasurer Dianne Ince presented a County financial report through May of 2012 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following information:
- Distributed to Sawyer County in May of 2012 - $105,507.89
- Distributed to Sawyer County in 2012 through May - $458,031.29
- Distributed to Sawyer County through same month in 2011 - $426,392.27
- 2012 Sawyer County Budget sales and use tax revenue forecast - $1,300,000
Motion by McCoy, 2nd by Paulsen, to accept the Treasurer’s Report. Motion carried.
The Committee reviewed a report of 2012 General Fund expenses and revenues through May 31, 2012.
The Committee reviewed the monthly department expense vouchers. Motion by McCoy, 2nd by Jaeger, to approve the vouchers. Motion carried.
Bruce Paulsen advised that Certified Public Accountants Anderson Hager & Moe have begun work on the 2011 Sawyer County audit.
Walt Jaeger requested information concerning the costs and benefits to Sawyer County of having the Namekagon Transportation Commission provide rural transportation services in Washburn County and Barron County. The issue is included on the agenda of the meeting of the Namekagon Transportation Commission scheduled for June 28th.
Motion by McCoy, 2nd by Paulsen, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for County Treasurer’s Office employee request for position reclassification. Motion carried by unanimous voice vote.
