Motion by Jaeger, 2nd by Duffy, to approve the meeting agenda as presented. Motion carried.
Motion by Duffy, 2nd by Voight, to approve the June 12, 2012 meeting minutes. Motion carried.
Human Resource Manager Michelle Jepson reported that the issues of Family Court Commissioner duties and compensation have been resolved. Funds to compensate the Family Court Commissioner for performing additional functions were appropriated in recent County budgets but the additional compensation had not been submitted for Personnel and Administrative Committee and County Board approval. Motion by Duffy, 2nd by Jaeger, to recommend Personnel and Administrative Committee and County Board approval of additional compensation for the Family Court Commissioner for performing the additional functions. Motion carried.
The Committee reviewed a written report from Child Support Department Director Sandy Okamoto advising that several issues still remain concerning a proposed Memorandum of Understanding (between the State of Wisconsin Department of Children and Families Bureau of Child Support, the Sawyer County Child Support Department, and the Lac Courte Oreilles Child Support Program) for the Lac Courte Oreilles Tribe to operate a tribal child support program.
Land Records Department Director Robyn Thake presented a proposed maintenance contract with Applied Data Consultants as hosts of the County’s Geographic Information System web mapping portal. Motion by Kinsley, 2nd by Voight, to recommend County Board approval of the contract. Motion carried.
Land Records Department Director Robyn Thake presented a proposed Wisconsin Land Information Program grant agreement for 2012. The grant is for $13,460 and will be used for the digital parcel mapping of Township 38 North, Range 7 West (Towns of Couderay and Radisson) and Township 39 North, Range 8 West (Towns of Hayward, Bass Lake, Sand Lake, and Couderay). Motion by Kinsley, 2nd by Jaeger, to recommend County Board approval of the agreement. Motion carried.
Land Records Department Director Robyn Thake presented a department report, including that 126 listing documents were recorded in June of 2012 compared to 130 in 2011; that tax listing is now 2 and ½ weeks behind the Register of Deeds Office recording; and that assessor values are in for 16 of the 21 municipalities of Sawyer County; that GeoComm updated the mapping software in the dispatch unit of the Sheriff’s Department; that GIS Specialist Brian DeVries attended GeoComm’s training; and that 6 property address system signs were installed in Sawyer County in the month of June.
Information Technology Department Director Mike Coleson provided a department report, including a demonstration of committee meeting agendas and materials that are now being posted on the County’s website for the benefit of committees, County Board members, and the public; that the Information Technology Department budget for 2013 will be proposed with additional equipment expenses to facilitate backup and redundancy for County records; and the option of replacing several of the security cameras in the Courthouse which no longer function.
Circuit Court Clerk Anne Marie Danielson presented a department report. The Committee requested that Ms. Danielson develop a proposal to implement having a collection agency pursue some of the uncollected fines and fees of the Clerk of Courts Office.

The Committee reviewed the monthly department expense vouchers. Motion by Jaeger, 2nd by Duffy, to approve the department expense vouchers. Motion carried.
County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.
Motion by Kinsley, 2nd by Jaeger, to convene into closed session, pursuant to sections19.85(1)(c) and (g), Wisconsin Statutes, to address compensation for a management position and to review claims against the County. Motion carried by unanimous voice vote.
