DRAFT - minutes of the meeting of the Finance Committee, Sawyer County Board of Supervisors

Motion by McCoy, 2nd by Schleeter, to approve the meeting agenda. Motion carried.
Motion by Schleeter, 2nd by McCoy, to approve the June 18, 2012 meeting minutes. Motion carried.
The Committee reviewed the Public Safety Committee recommendation to approve a two-month extension of the paid on-call system for the Sawyer County Ambulance Service Emergency Medical Technicians approved at the June 21, 2012 meeting of the Sawyer County Board of Supervisors. Funds for the extension would come from the Contingency Fund Account of the General Fund of the 2012 Sawyer County Budget. Motion by McCoy, 2nd by Schleeter, to recommend County Board approval of the recommendation. Motion carried.
The Committee reviewed Maintenance Department Supervisor Tim Hagberg’s report to the Property and Airport Committee which reported that the compressor in the air conditioning unit of the terminal building at the Sawyer County Airport is damaged and likely to fail in the near future and discussed that there are no funds appropriated in the 2012 Airport budget to replace the air conditioning unit. The Property and Airport Committee determined that the air conditioning unit should be replaced if it fails before the Committee’s next meeting and that it would be more cost effective to replace the entire air conditioning system with a more efficient and environmentally friendly system.
The Committee reviewed a proposal to purchase a financial projects module from New World Systems to account for the larger grants and projects of the County. The Committee discussed that the software should improve the efficiency in accounting for grants and should assist the auditors in auditing the grants. The cost of the module is $4,000 with an additional $1,080 for implementation assistance and training and $800 for annual maintenance. The Committee also reviewed a proposed additional software license agreement with New World Systems for the projects module. Motion by Paulsen, 2nd by McCoy, to recommend County Board approval of the purchase and the software license agreement. Funds for the purchase, implementation, and training would come from the Contingency Fund Account of the General Fund of the 2012 Sawyer County Budget. Motion carried.
The Committee discussed that the New World Systems user group meeting scheduled for June 12th was cancelled due to a low customer response and that Highway Department Office Manager Janeen Abric and Account Clerk Teresa McCue had indicated in interest in attending the 2012 New World Systems Logos Executive Customer Conference scheduled for Chicago September 23-25, 2012. Motion by McCoy, 2nd by Paulsen, to approve the attendance at the conference by 2 County employees with the expenses of the travel to come from the County Board Account of the 2012 Sawyer County Budget. Motion carried.
County Treasurer Dianne Ince presented a proposal from Point and Pay LLC (PNP) for electronic credit card payment services that would initially be used for customer payment of charges in the Register of Deeds Office and Zoning and Conservation Department. All fees associated with the electronic payments would be paid by the customer. Motion by Paulsen, 2nd by Schleeter, to recommend County Board approval of the proposal. Motion carried.
County Clerk Kris Mayberry reported receiving 3 open records requests for election materials from the June 5, 2012 election and that after consulting Sawyer County Corporation Counsel Thomas J. Duffy and Wisconsin Government Accountability Board legal staff it was determined that requested materials, including the programmable results cartridges from the voting equipment, may need to be held for 60 days. That would make it necessary for the municipalities of Sawyer County to purchase new cartridges (costing $200 apiece) for the August 14th election.
The Committee discussed development of the 2013 Sawyer County Budget and reviewed a draft letter to be sent to the departments of the County with instructions for developing department budgets. The Committee determined to include a projection for a 13% increase in premium for employee health insurance, to hold Finance Committee meetings in late September to meet with departments to review their budgets, and to include a request that departments review any documents authorizing employees to charge against County accounts for purchases.
County Treasurer Dianne Ince presented signature cards for the Sawyer County Sheriff’s Department checking account at Johnson Bank which would authorize the signature of any of the following Sheriff’s Department employees: Julie K. Braatz, Amy Barkell, Timothy V. Evenson, Rosalyn Lillyroot, or Joseph Sajdera to validate order checks for that account. Motion by Schleeter, 2nd by Paulsen, to recommend County Board approval of the signature cards and that they be signed on the County’s behalf. Motion carried.
County Treasurer Dianne Ince presented a County financial report through June of 2012 and the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County which included the following information:
- Distributed to Sawyer County in June of 2012 - $120,491.37
- Distributed to Sawyer County in 2012 through June - $578,522.66
- Distributed to Sawyer County through same month in 2011 - $547,012.76
- 2012 Sawyer County Budget sales and use tax revenue forecast - $1,300,000
Motion by McCoy, 2nd by Paulsen, to accept the Treasurer’s Report. Motion carried.
The Committee reviewed a report of 2012 General Fund expenses and revenues through June 30, 2012.
The Committee reviewed the monthly department expense vouchers. Motion by McCoy, 2nd by Paulsen, to approve the vouchers. Motion carried.
