Sawyer County Board of Supervisors

August 7, 2012, 6:30 p.m., Assembly Room, Sawyer County Courthouse

Motion by Voight, 2nd by Kinsley, to approve the meeting agenda as presented.  Motion carried. 

 

Motion by Kinsley, 2nd by Voight, to approve the July 10, 2012 meeting minutes.  Motion carried.

 

Circuit Court Clerk Anne Marie Danielson and Judge Gerald Wright presented information about the enhanced caseload processing taking place in Sawyer County’s Circuit Court to reduce the backlog of cases on the Court’s docket.  2 judges from other counties in the northwest district have been assigned cases in Sawyer County to assist Judge Wright in reducing the backlog.  Ms. Danielson requested approval to employ former Sawyer County Clerk of Court Ricki Briggs one day a week for 8 weeks, if needed, to assist with the increased caseload resulting from the enhance caseload processing.  The Committee discussed that funds for the limited-term position were not included in Clerk of Court’s 2012 budget, but that additional revenues may offset some of the additional expense.  Motion by Kinsley, 2nd by Voight, to recommend Personnel and Administrative Committee and County Board approval of the request.  Motion carried.

 

Circuit Court Clerk Anne Marie Danielson reported that the Clerk of Court’s Office may have time to implement having a collection agency pursue some of the uncollected fines and fees of the Clerk of Court’s Office once the enhanced caseload reduction process is concluded.

 

The Committee determined to refer the requests for wage increases for the Chief Deputy Clerk of Court and Register in Probate positions to the closed session at the end of the meeting.

 

Child Support Department Director Sandy Okamoto advised the Committee that several issues remain concerning a proposed Memorandum of Understanding (between the State of Wisconsin Department of Children and Families Bureau of Child Support, the Sawyer County Child Support Department, and the Lac Courte Oreilles Child Support Program) for the Lac Courte Oreilles Tribe to operate a tribal child support program.  Ms. Okamoto indicated that she submitted the Memorandum of Understanding to Sawyer County Corporation Counsel Thomas J. Duffy for review.

 

Land Records Department Director Robyn Thake presented a proposed contract with Point North Mapping for the digital parcel mapping of Township 38 North, Range 7 West (Towns of Couderay and Radisson) and Township 39 North, Range 8 West (Towns of Hayward, Bass Lake, Sand Lake, and Couderay).  The project cost is estimated at $24,737.50 ($12.50 per parcel x 1,979 estimated parcels) to be paid from a Wisconsin Land Information Program grant and County retained fees of the Land Records Special Revenue Fund #210-51267.  Motion by Kinsley, 2nd by Voight, to recommend County Board approval of the contract.  Motion carried.

 

County Surveyor Dan Pleoger presented a written department report and a proposed 2013 budget for the County Surveyor’s Office.  Motion by Voight, 2nd by Kinsley, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

Register of Deeds Paula Chisser presented a proposed 2013 budget for the Register of Deeds’ Office.  Motion by Kinsley, 2nd by Voight, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

Circuit Court Clerk Anne Marie Danielson presented a proposed 2013 budget for the Clerk of Court’s Office.  Motion by Kinsley, 2nd by Voight, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

Child Support Department Director Sandy Okamoto presented a proposed 2013 budget for the Child Support Department.  Motion by Voight, 2nd by Kinsley, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

Land Records Department Director Robyn Thake presented proposed 2013 budgets for the Land Records Department.  Motion by Voight, 2nd by Kinsley, to approve the proposed budgets for forwarding to the Finance Committee.  Motion carried.

 

Information Technology Department Director Mike Coleson presented a proposed 2013 budget for the Information Technology Department.  The proposed budget includes 2 new file servers that Mr. Coleson is requesting to provide the County’s data with additional stability.  Motion by Voight, 2nd by Kinsley, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

District Attorney Bruce Poquette presented a proposed 2013 budget for the District Attorney’s Office.  Motion by Voight, 2nd by Kinsley, to approve the proposed budget for forwarding to the Finance Committee.  Motion carried.

 

The Committee reviewed the monthly department expense vouchers.

 

The Committee reviewed the following requests for authorization to travel outside Sawyer County:

·         Land Records Department Director Robyn Thake and Real Property Lister Colleen Schott to attend the Wisconsin Real Property Listers’ conference in Door County September 18-21, 2012.

·         Register in Probate Bonnie Struska to attend the Register in Probate Association Fall Seminar in Oconomowoc September 26-28, 2012.

 

Motion by Kinsley, 2nd by Voight, to approve the department reports, expense vouchers, and requests for authorizations for travel.  Motion carried.

 

County Clerk Kris Mayberry reported on insurance, risk management, and liability claims involving Sawyer County.

 

Motion by Kinsley, 2nd by Voight, to convene into closed session, pursuant to section 19.85(1)(c) Wisconsin Statutes, to review the requests for wage increases for the Chief Deputy Clerk of Court and Register in Probate positions.  Motion carried by unanimous voice vote.
