Economic Development and Planning Committee meeting

Tuesday, September 11, 1:30 p.m.

Assembly Room, Sawyer County Courthouse

 

Committee Members Attending: Tom Duffy, Dean Pearson, Warren Johnson, Bill Voight, Hal Helwig

Meeting agenda – Approved by consensus

Minutes of the meeting of August 7, 2012 – Motion by Johnson to approve the minutes of August 7, 2012, second by Pearson, motion carried

Audience recognition - None

Northwest Regional Planning Commission report including proposal to administer the CDBG RLF Housing Program – Sheldon Johnson reported that the all hazards mitigation process joint meeting in Draper between Sawyer and Price Counties is tomorrow night. Jason Laumann is coordinating that meeting.

 

Johnson distributed all hazards mitigation project information (on file). The project will develop individual county and village plans. Visions northwest will be meeting on Friday. The state released their application for funding to be submitted by the regional economic development entities.

 

John Stroschine continues to field calls for the NWRED revolving loan funding. 

 

Johnson provided a copy of the proposed agreement for administration of the Community Development Block Grant Revolving Loan Fund Housing Program (on file). The funding will be less in the future, as the new consortium is applying for $850,000 as a nine county region. Motion by Warren Johnson to approve the agreement to be sent on to the county board with language change on scope of services item 13 to read: “Prepare” and record real estate mortgages in County’s name. second by Pearson, motion carried

Hayward Area Visitor and Convention Bureau report – Sherry Beckman reported on behalf of the VCB. Beckman discussed tracking information. Tracking on the spring campaign, 45% increase on number of website hits St Paul, LaCrosse and Eau Claire being the largest. They have set aside some funds for the Friends of Tuscobia depot development to include a visitor information center. They have received lots of free PR this summer including in the Wisconsin Golfer, Northland Adventures, Midwest Living Magazine, WCCO, State of Wisconsin, and Wisconsin Radio Network. WDIO did a Hayward getaway contest and Minnesota Bound.  There is a new Department of Tourism representative who would be willing to present to the committee if requested. Committee consensus that having a report quarterly from the VCB rather than monthly would be sufficient.

Trail Access to the City of Hayward – Don Mrotek indicated that there is currently snowmobile access to city of Hayward, but is limited for ATV travel due to crossing lakes. The main issue is how to get ATV access into the city for lodging with trail access. Jodi Longtine provided information on current discussions. She provided a map with route options (on file) and asked for support as they continue to develop routes. They may need a letter of recommendation in the future. Recommendation by the economic development and planning committee that the trail development groups provide a letter requesting support for access into the City of Hayward for economic development committee and county board support. Motion by Johnson recommending to the county board that they strongly support the ATV Clubs efforts to get trail access into the City of Hayward. Second by Pearson. Motion carried.

Monthly expense vouchers – None – Berard will submit future silent sports economic impact research invoices to the economic development committee for processing and payment.

Other matters for discussion only

a.    Voight – SCDC report, SCDC board hasn’t met in the past two months.

b.    Berard submitted sales tax and unemployment information for the month.

c.    Hayward Nursery, no progress moving forward at this time.

d.    Bike Trail – Johnson reported that they redeveloped the contract for the engineering, will not be developing the trail until next year.

e.    Stone Lake – Helwig and Saunders indicated they are getting ready for the Cranberry Festival.

f.     Chairman Duffy thanked Dave Berard for his support to the committee over the past years.

Closed Session subject to sec. 19.85 (1)(e) – For the purpose of considering a proposal for the purchase of a parcel of real estate by Sawyer County

 

Motion by Pearson, second by Voight to move into closed session subject to sec 19.85(1)(e). Motion Carried

 

Minutes of closed sessions are kept in a confidential file in the County Clerk’s office.

 

Motion to reconvene in open session by Johnson, second by Pearson, motion carried
