DRAFT - minutes of the Economic Development and Planning Committee meeting

Tuesday, October 9, 2012, 1:30 p.m.

Assembly Room, Sawyer County Courthouse


Committee Members Attending: Bill Voight (Vice-Chair), Dean Pearson, Warren Johnson, Hal Helwig


Meeting agenda – Motion by Pearson, 2nd by Thompson, to approve.  Motion carried.


Minutes of the meeting of September 11, 2012 – Motion by Johnson to approve, second by Thompson, motion carried


Audience recognition – Linda Zilmer spoke in support of a room tax and other sources of revenue for promoting the County.


Northwest Regional Planning Commission Executive Director Myron Schuster  presented a report including that the all-hazards mitigation plan development is moving along; that an application has been submitted to WEDC by Visions Northwest; acquisition by NWRPC of economic modeling software; and work with local exporting businesses.  Mr. Schuster advised the Committee that the annual NWRPC levy for member counties was established by the NWRPC Board of Directors, that the levy for counties is based on the equalized valuation of member counties pursuant to section 66.0309(14)(a) of the Wisconsin Statutes, and that there was no increase in the requested allocation for 2013.  Motion by Pearson, 2nd by Thompson, to request the Finance Committee to restore the full NWRPC appropriation for the proposed 2013 Sawyer County Budget.  Motion carried.


Jan Beatty and Barbara Hand presented a request for a $5,000 contribution by Sawyer County to purchase additional lights and equipment for the Lure of Lights Festival (division of Hayward Area Rotary Charitable Foundation).  The funds would come from the environmental impact fund portion of the Sawyer County Resource Development Fund.  The Committee viewed a video promotion of the event and discussed the direct and indirect benefits to the community, including an increase in County sales tax and municipal room tax revenues, filling a gap in the annual calendar of community events, and attracting and retaining local businesses.  Motion by Pearson, 2nd by Thompson, to recommend County Board approval of the request.  Motion carried.


County Clerk Kris Mayberry reported progress in negotiations for the acquisition of abandoned railroad right-of-ways for the preservation and development of recreational trails in the County.
