Motion by Kinsley, 2nd by Thompson, to approve the meeting agenda as presented.  Motion carried.

 

County Board Chair Hal Helwig introduced Sheriff Mark Kelsey and Jail Supervisor Tim Evenson to honor and recognize Sheriff’s Department deputies and other officers who responded to save the life of an inmate who attempted suicide in the Sawyer County Jail on the night of October 5, 2012.  Deputy Ginger Knight, Deputy Jake Hodgkinson, and Deputy Sonya Sunderland were presented with Sheriff’s Department life-saving awards.  Deputy Robert Sabin and Deputy Julie Braatz were presented with commendations.  Letters of appreciation were presented to Town of Hayward Police Chief Justin Hall, City of Hayward Police Officer Dan Glaze, Sheriff’s Sergeant Bryan Deyo, Deputy Jaymes Poplin, Deputy Ryan Clark, and Deputy James Geissler.

 

American Birkebeiner Foundation Executive Director Ned Zuelsdorff provided an update on the 2013 Birkebeiner events scheduled for February 21-24, 2013.

 

Motion by Thompson, 2nd by Johnson, to approve the minutes of the December 20, 2012 County Board meeting.  Motion carried.

 

Zoning and Conservation Department Director Dale Olson presented the following report of the Zoning Committee:

 

The Sawyer County Zoning Committee, having held a public hearing on December 21, 2012, pursuant to Section 59.69 (5) (e), Wisconsin Statutes, notice thereof having been given as provided by law and being duly informed of the facts pertinent to the proposed changes, hereby recommends that the petitions described as follows be approved:

 

TOWN OF HAYWARD

1)  Hayward Community Credit Union c/o Peter Koskinen. Lot 4, being part of the SE 1/4 SE 1/4, S31, T 41N, R 9W; Parcel 4414. Doc#372093; CSM Volume 30 page 2. Property has 1.26 acres. Change from district Commercial One to district Industrial One. Purpose of request is to conform to the proper zoning for the manufacturing of furniture within an existing building, by the purchaser.  The Commercial One zone district does not allow for the manufacturing of any kind. The Town Board has approved the application with additional comments. Findings of Fact of the Zoning Committee: It would not be damaging to the rights of others or property values and it’s a very good use and would expand the economic development for the greater Hayward area.

 

Motion by Paulsen, 2nd by Jaeger, to approve the Zoning Committee recommendation.  Motion carried.

 

TOWN OF MEADOWBROOK

2)  Meadowbrook Cranberry Co. LLC c/o Greg Swope. Outlot 1, being part of the SW 1/4 SW 1/4 Section 3, T 37N, R 6W (included with parcel 2201 and being part of the NW 1/4 NW 1/4 of Section 10, T 37N, R 6W) and all of the SE 1/4 Section 9, T 37N, R 6W Parcels 4101, 4201, 4301 and 4401, excepting the wetlands as indicated on the Wetland Inventory Map.  Doc# 38074 and #353128.  Approximately 109.40 acres to be rezoned out of the total 155.32 acres. Approximately 45 acres is wetlands. Change from district Forestry One (F-1) to district Agricultural One (A-1). Purpose of request is to conform to the agricultural use. Owner is growing cranberries. The Town Board has approved the application. Findings of Fact of the Zoning Committee: It would be compatible with the surrounding uses and the area.

 

Motion by Thompson, 2nd by Kinsley, to approve the Zoning Committee recommendation.  Motion carried.

 

Agriculture and Extension Education Committee Chair Dean Pearson presented and the Board reviewed an email from Sawyer County University of Wisconsin-Extension Department Chair Lori Laberee which reported that the Lac Courte Oreilles Economic Development Corporation has recommended to the Lac Courte Oreilles Tribal Governing Board approval for a contribution by the Lac Courte Oreilles Tribe towards the local share of the costs for the Community Resource Development Educator position for Sawyer County.

 

Forestry Committee Chair Dean Pearson presented the Committee recommendation to approve a proposal from the American Birkebeiner Ski Foundation for the Foundation to construct a new trailhead and connecting trails linking the new trailhead to the Birkebeiner Trail.  The trailhead would consist of an access road, a parking area, and a future warming building, and would be constructed on land that will be donated to the County by Fred Scheer.  The land is located north of Boedecker Road and east of U.S. Highway 63 and the abandoned railroad right-of-way.  The connecting trails would be constructed through the Sawyer County Forest.  Motion by Shuman, 2nd by Johnson, to approve the Forestry Committee recommendation.  Motion carried.

 

Forestry Committee Chair Dean Pearson presented the Committee recommendation to approve a Contract for Preservation of Right of Way through Interim Recreation Trail Use.  The contract between Wisconsin Central Ltd. and Sawyer County provides for Wisconsin Central to transfer to Sawyer County by quitclaim deed all its right, title, and interest in and to real estate located in Sawyer County consisting of approximately 14.57 acres of land for the purchase price of $25,093.75.  The purchase is under the provisions and authority of the National Trail System Act, 16 U.S.C. SS 1247(d) which provides that Sawyer County will return the use of the property to Wisconsin Central if it is determined that the property should be reactivated for rail services.  Motion by Pearson, 2nd by Kinsley, to approve the Forestry Committee recommendation.  Motion carried.

 

Forestry Committee Chair Dean Pearson introduced Sawyer County Forestry Department Administrator Greg Peterson who presented the Forestry Committee recommendation to approve the 2012 Sawyer County Forestry Department Annual Accomplishment Report.  Motion by Kinsley, 2nd by Shuman, to approve the recommendation.  Motion carried.

 

Economic Development and Planning Committee Vice-Chair Bill Voight reported that the Committee discussed whether there is a necessity for the Committee to meet each month and determined that the Committee will meet quarterly instead of monthly with the next meeting to be in April.  The Committee Chair would have the authority to call a meeting if the need arises.

 

Economic Development and Planning Committee Vice-Chair Bill Voight reported that Committee Chair Tom Duffy had indicated his concern that the Sawyer County Board of Supervisors has not had representatives attend functions during American Birkebeiner Foundation events in recent years and urged that arrangements be made to allow for attendance at some of these functions.  The Committee had discussed the ethical dilemma with Board members attending functions with benefits such as meals provided by the Foundation. The Economic Development and Planning Committee determined to discuss this with the full County Board and recommends that County funds be made available to pay the cost for attendance to allow County Board representation at the Birkebeiner VIP gathering scheduled for 6:00 p.m. on Wednesday, February 20, 2013, at Lakewoods Resort (suggesting up to 3 representatives).  Motion by Pearson, 2nd by Voight, to approve the Economic Development and Planning Committee recommendation.  Motion carried.

 

Courthouse Committee Chair Dale Schleeter presented the Committee recommendation to approve a proposed amended independent contractor agreement for the services of Family Court Commissioner and Director of Family Court Services.  A list of duties for those positions was provided by Circuit Court Judge Gerald Wright.  Motion by Kinsley, 2nd by Bassett, to approve the Courthouse Committee recommendation.  Motion carried.

 

The Board reviewed the Highway Committee recommendation to approve the temporary transfer of funds (estimated at approximately $211,000) from the Sawyer County General Fund into Sawyer County Highway Fund #701 to eliminate a negative cash balance in that fund that resulted from delays in State of Wisconsin Department of Transportation payments to the Sawyer County Highway Department for the maintenance of State highways.  The funds would be returned to the General Fund when adequate payments are received from the State.  The Finance Committee concurs with the Highway Committee recommendation.  Motion by Thompson, 2nd by Schleeter, to approve the recommendation.  Motion carried.

 

Health and Human Services Board Chair Kathy McCoy presented the Health and Human Services Board’s recommendation to hire Paul Grahovac as the Health and Human Services Department Director with the following stipulations:

·         $65,000 per year salary

·         3 weeks vacation

·         time off for previous presentation commitment

·         sever all conflicting job duties with the exception of retaining 3 clients for no more than 3 months

·         Health and Human Services Board will provide performance and compensation review at one year of employment

Motion by Schleeter, 2nd by Jaeger, to approve the recommendation.  Motion carried.

 

The Board discussed whether employees of the Senior Resource Center should be allowed to use County motor pool vehicles and whether use of the vehicles by persons not employed by the County raises questions regarding claims and insurance coverage.  Motion by Paulsen, 2nd by Schleeter, to approve use of the motor pool by employees of the Senior Resource Center.  Motion carried.  County Clerk Kris Mayberry will investigate the claims and insurance coverage issues involved.

 

Finance Committee Chair Warren Johnson reported that Certified Public Accountant Michael J. Hager (Anderson, Hager & Moe S.C.) presented and reviewed with the Committee Anderson, Hager & Moe’s proposal for the audit of the 2012 records of Sawyer County and other accounting services.  The proposal includes $52,495 as the total of the proposed fees for the services and the end of August as the date for completion of the services.  The Finance Committee recommends County Board approval of Anderson, Hager & Moe’s proposal.  Motion by Jaeger, 2nd by Pearson, to approve the Finance Committee recommendation.  Motion carried.

 

The Board reviewed the County Organization Study Group recommendation to create an Accounting Manager position and to approve a proposed position description for the position.  County Clerk Kris Mayberry had indicated to the Study Group that Deputy County Clerk/County Financial Coordinator Julie Hofer’s retirement is effective May 15, 2013, and expressed a preference for the Accounting Manager to begin employment by mid-March to benefit from training that Ms. Hofer would be available to provide.  The position description provides the following paragraph stating the purpose of the position:  The Accounting Manager is a full-time working professional level position responsible for performing Sawyer County’s accounting services.  This includes but is not limited to directing and coordinating the overall planning, organization, direction, and control of county-wide accounting functions.  The Accounting Manager exercises supervision over departmental accounting and reporting methods with functional responsibility for all of the departments of Sawyer County.  The Accounting Manager prepares analysis and helps formulate recommendations for automating accounting systems and development of the annual budget.  The Accounting Manager assists all departments, the Finance Committee, the County Board, and the County Clerk with all accounting and financial matters.  The Finance Committee concurs with the County Organization Study Group recommendation.  The Personnel and Administrative Committee amended the position description to provide that the Accounting Manager reports to the Finance Committee, the Personnel and Administrative Committee, and the County Board of Supervisors, and establishes fiscal policies of the County with the approval of the Finance Committee and the County Board of Supervisors.  The Personnel and Administrative Committee recommends County Board approval of establishing the position and the amended position description.  Motion by Paulsen, 2nd by Jaeger, to approve the Personnel and Administrative Committee recommendation.  Motion carried.
