Minutes of the meeting of the Sawyer County Board of Supervisors

Thursday, January 19, 2017; 6:30 p.m.; Large Courtroom, Sawyer County Courthouse

 

County Board Chair Ron Kinsley called the November meeting of the Sawyer County Board of Supervisors to order.  Roll call was as follows (x indicates present)

13.     Closed Session -  pursuant to Section 19.85(1)(g), Wisconsin Statutes, to confer with legal counsel concerning Sawyer County’s legal options for responding to a request to resolve a land dispute along the recreational trail on the former railroad right of way near the north boundary of Sawyer County and pursuant to section 19.85 (1)(c) Wisconsin Statutes, for Sawyer County Administrator performance evaluation. The Board may reconvene into open session and may announce or take action on matters discussed in the closed session.

14.     Correspondence, reports from conferences and meetings, other matters for discussion only

Motion by Duffy, 2nd by Buckholtz, to approve the agenda with one change; remove item 12 C. Motion carried

 

Motion by Duffy, 2nd by Voight, to approve the minutes of the December 15, 2016 meeting. Motion carried

 

Economic Development Agent Ariga Grigoryan presented a power point demonstration on the Economic Overview of Sawyer County.

 

Supervisor Jim Bassett’s term on the Northern Waters Library Board of Trustees has expired. Motion by Shuman, 2nd by Duffy to appoint Bassett for another term. Motion carried

 

County Forest Administrator Greg Peterson presented an annual work plan to the Land, Water, and Forest Resources Committee on January 11, 2017. Motion by Bassett, 2nd by Bisonette, to approve the Sawyer County Forestry Department Annual Work Plan for 2017. Motion carried.

 

Bass Lake Fire Chief Marvin Mullet presented Carnegie Hero Medals to Bradley C. Runions and Adam Joe Martin for their extraordinary bravery on July 6, 2015.

 

Motion by Bassett, 2nd by Dennis, to approve the Resolution Authorizing the Sawyer County Clerk of Circuit Court to enter into an agreement with the Wisconsin Department of Revenue for unpaid debt collection. Motion carried

 

The Health and Human Services Committee recommends moving the Elderly Benefit Specialist (EBS) position from the Senior Resource Center (SRC) to the ADRC-N located in the Sawyer County Courthouse. The position is currently 32 hours per week.  Hours will increase to 35 hours per week if moved to the county. Motion by Bassett, 2nd by Dennis, to approve the position change effective February 6, 2017.

 

Motion by Shuman, 2nd by Helwig, to approve the Ordinance Establishing a Speed Zone on County Road KK. Motion carried

 

Motion by Paulsen 2nd by Dennis, to approve the Resolution to carryover funds from the 2016 Information Technology Department budget to the 2017 Capital Improvement Department Budget - Courtroom Audio/Video System. Carry over amount $70,000. Motion carried

 

Motion by Duffy, 2nd by Paulsen, to approve the Resolution to Carryover Funds from the 2016 Veterans Department Budget to the 2017 Veterans Department Budget for Veterans Relief Fund. Carryover amount - $4,009. Motion carried

 

Motion by Nyberg, 2nd by Bassett, to approve the Resolution to Carryover Funds from the 2016 UW Extension Department Budget to the 2017 UW Extension Department Budget – 1st Impression Grant. Carryover amount - $270.00. Motion carried

 

Motion by Buckholtz, 2nd by Dennis, to approve the Resolution to Carryover Funds from the 2016 Emergency Government Department Budget to the 2017 Emergency Government Department Budget - Donations. Carryover amount - $2,606. Motion carried

 

Dorothy Mercer’s term on the Sawyer County Board of Commissioners expired on November 13, 2016. Motion by Paulsen, 2nd by Voight, to extend appointment of Dorothy Mercer on the Sawyer County Housing Authority Board.

 

At the Public Safety Committee meeting on January 10, 2017, Eric Nilson announced his resignation as Ambulance Administrator effective January 23, 2017 and Administrator Tom Hoff said he would fill the open position with an interim employee until a permanent administrator could be hired.   At the County Board meeting, Administrator Hoff announced Mitch Rice as the interim ambulance administrator effective January 24, 2017.

 

Motion by Bassett, 2nd by Buckholtz, to convene into closed session, pursuant to Section 19.85(1)(g), Wisconsin Statutes, to confer with legal counsel concerning Sawyer County’s legal options for responding to a request to resolve a land dispute along the recreational trail on the former railroad right of way near the north boundary of Sawyer County and pursuant to section 19.85 (1)(c) Wisconsin Statutes, for Sawyer County Administrator performance evaluation.  Motion carried unanimous

 

The County Board reconvened into open session.

Motion by Duffy, 2nd by Helwig, to approve the presented three-year contract with Tom Hoff as Sawyer County Administrator.  Motion carried
