Minutes of the meeting of the Finance Committee
Sawyer County Board of Supervisors
January 13, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Robert Vitcenda (Chairman), Kathy McCoy, Shirley Riedmann, James Bassett, Nate DeLong
Motion by DeLong, 2nd by Bassett, to approve the meeting agenda. Motion carried.
Motion by Bassett, 2nd by McCoy, to approve the minutes of the meeting of December 13, 2004. Motion carried.
The Committee discussed the following options for payment of the $50,000 to Rockford Map Publishers for the production of the 2005 Sawyer County Platbook.
- standard option – 25% at contract signing, 25% upon completion of advertising, and balance (50%) prior to shipment of platbooks to Sawyer County
- full payment option – 100% at contract signing. Sawyer County would get 100 free books (street value probably $3,500) or 5% cash discount ($2,500)
- 50% at contract signing and 50% at completion of ad sales. Sawyer County would get 50 free books (street value probably $1,750).
Motion by DeLong, 2nd by McCoy, to recommend that the County Board approve the full payment option. Motion carried.
The Committee reviewed a 2004 year-to-date General Fund expenditure report and a report on County fund balances prepared by the County Clerk’s Office. County Clerk Kris Mayberry noted that fund transfers would be necessary to eliminate certain account deficits to close the accounting for 2004.
The Committee reviewed the Economic Development and Planning Committee recommendation for the designation of $10,000 for economic development and planning functions. Motion by McCoy, 2nd by Riedmann, to recommend that the County Board approve designating $10,000 from 2004 excess sales and use tax revenue for economic development and planning functions. Motion carried.
County Clerk Kris Mayberry reported on the progress of the Wisconsin State Elections Board with implementing a statewide voter registration system that complies with the requirements of the Help America Vote Act and the implications for Wisconsin county governments, including Sawyer County.
County Treasurer Dianne Ince presented the County Treasurer’s financial report through December of 2004. Motion by McCoy, 2nd by Bassett, to approve the report. Motion carried.
The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:
§ distributed to Sawyer County in December of 2004 - $119,324.60
§ distributed to Sawyer County in 2004 through December - $1,445,196.42
§ distributed to Sawyer County through the same month in 2003 - $1,340,227.50
§ 2004 Sawyer County Budget sales and use tax revenue forecast - $1,200,000
The Committee reviewed monthly County department expense vouchers. Motion by McCoy, 2nd by Riedmann, to approve the vouchers. Motion carried.
Motion by Bassett, 2nd by McCoy, to adjourn the meeting. Motion carried.
