Minutes of the meeting of the Personnel and Administrative Committee
Sawyer County Board of Supervisors
January 18, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Hal Helwig (Chairman), Shirley Suhsen, Frank Romnes, Bruce Miller, Shirley Riedmann, Nate DeLong, Robert Vitcenda
also present: Human Resource Manager Carol Larson, County Clerk Kris Mayberry, Fritz Luensman
Motion by Vitcenda, 2nd by Suhsen, to approve the meeting agenda. Motion carried.
Motion by Suhsen, 2nd by Vitcenda, to approve the minutes of the meeting of December 14, 2004. Motion carried.
Human Resource Manager Carol Larson presented a proposal for the addition of a Diversionary Dispositional Worker special grant position in the Health and Human Services Department and a proposed description for the position. The proposal indicated that the position would provide supervision services to Native American youth and their families in an attempt to divert the youth from the juvenile justice system through early intervention and that funding for the position would come from a Juvenile Accountability Block Grant. Motion by DeLong, 2nd by Miller, to recommend County Board approval of the request. Motion carried.
Human Resource Manager Carol Larson presented the Committee with a proposal for an amendment to the introduction to Sawyer County’s Personnel Administration Manual. The amendment would delete the word “obvious” from the following sentence: “In case of obvious conflict, the latest negotiated labor agreement shall take precedence.” Motion by Miller, 2nd by Riedmann, to recommend County Board approval of the amendment. Motion carried.
The Committee reviewed a proposed position description for the Ambulance and Emergency Government Secretary, Bookkeeper, and EMT position. Motion by Miller, 2nd by Romnes, to approve the description. Motion carried.
Human Resource Manager Carol Larson presented a proposal for an updated public records policy and notice for the County (excluding the Sheriff’s Department and Human Services Department which have their own), including a schedule of fees for producing requested documents. Motion by Miller, 2nd by Vitcenda, to have the proposal submitted to County department heads for review prior to further consideration at the February meeting of the Committee. Motion carried.
Fritz Luensman presented his concerns to the Committee that Sawyer County has not adhered to all of the requirements of Wisconsin’s public records laws and that County departments have charged more than the law allows (actual, necessary, and direct cost) for reproducing documents under public record requests. Mr. Luensman offered to loan the County a videotape of an open meeting and public records training session put on by the Wisconsin Attorney General’s Office.
Human Resource Manager Carol Larson reported that she would obtain comparable salary information for non-represented employee positions from comparable Wisconsin counties for the Committee’s consideration.
The Committee discussed the payment of per diem and mileage for citizens appointed to committees and boards by the County Board. Motion by Miller, 2nd by Riedmann, to refer this to the February meeting of the Committee to allow for further information to be obtained regarding these appointments. Motion carried.
The Committee reviewed a resolution proposed by the Wisconsin Counties Association authorizing a referendum on the question of whether the State of Wisconsin, not the county taxpayer, should pay for the cost of state mandated court services and human services. Motion by Suhsen, 2nd by Vitcenda, to recommend County Board approval of the resolution. Motion carried. Mr. Miller and Mr. DeLong voted no.
Motion by Suhsen, 2nd by Vitcenda, to authorize Human Resource Manager Carol Larson to write and send correspondence in opposition to proposed legislation classifying county jailers as protective occupation participants for the purposes of the Wisconsin Retirement System. Motion carried.
County Clerk Kris Mayberry reported that Curt Scherer (Fairheart Custom Apparel) had produced a sample sweatshirt using the Sawyer County logo. The Committee had no objection or endorsement for use of the logo in marketing apparel.
The Committee reviewed the monthly vouchers for the Human Resource Department. Motion by Miller, 2nd by Riedmann, to approve the vouchers. Motion carried.
Motion by Suhsen, 2nd by Vitcenda, to convene into closed session, pursuant to sections 19.85(1)(f) and (g), Wisconsin Statutes, for preliminary consideration of a specific personnel problem, and to discuss potential litigation that would involve Sawyer County. Motion carried by unanimous voice vote.
