PUBLIC SAFETY COMMITTEE MEETING – January 10, 2005

Sawyer County Courthouse, Assembly Room – 9:00 a.m.

         

Members present: Chairman Frank Romnes, Shirley Suhsen, Nate DeLong, Bill Voight, Pat Aderman. 

 

Others present:  Ray Boeckman, Brian Cody, Sheriff Jim Meier, Chief Deputy Tim Zeigle, Lt. Kurt Barthel, Sherrie Shelton, Carol Larson, Jerry Person

 

Chairman Frank Romnes called the meeting to order at 9:00 a.m.

Shirley Suhsen moved and Pat Aderman seconded to approve the revised agenda.  Motion carried.

 

Bill Voight moved and Pat Aderman seconded to approve the minutes of the December 8, 2004, meeting.  Motion carried.

 

Veterans Report

 

Shirley Suhsen moved and Nate DeLong seconded out of country travel for Ray Boeckman to attend the Northwest CVSO training conference in Grantsburg on January 21, 2005.  Motion carried. 

 

Ray Boeckman informed the committee that plans for a VA Clinic are still being considered. 

 

Sherrie Shelton entered.

 

Bill Voight moved and Pat Aderman seconded to approve the Veterans vouchers as presented.  Motion carried.  Ray Boeckman left.

 

Coroner’s Report

 

Dean Pearson was not present at the meeting.

 

Nate DeLong moved and Shirley Suhsen seconded to approve the Coroner’s vouchers as presented.  Motion carried.

 

Animal Control

 

Sherrie Shelton presented figures and a report on the 2004 activities of the dog pound and license fees collected.  Discussion was had about the dog problems on the LCO Reservation.

 

Lt. Barthel, Chief Deputy Zeigle and Sheriff Meier entered.

 

Shirley Suhsen moved and Pat Aderman seconded to approve the Animal Control vouchers as presented.  Motion carried.  Sherrie Shelton left.

 

Ambulance

 

Carol Larson will be doing a survey of other counties to get comparisons for on-call pay for emergency medical technicians.  Shirley Suhsen, Hal Helwig and Frank Romnes will then meet to come up with a proposal. 

 

Discussion was had about the possibility of sending out questionnaires to emergency medical technicians for input and their thoughts concerning the ambulance service.  Carol Larson and Brian Cody will discuss this.

 

Jerry Person left. 

 

Shirley Suhsen moved and Pat Aderman seconded out of county travel for Brian Cody to attend a Northwest region grant meeting in Barron on January 12; and to attend the Wisconsin EMS Association Conference in Milwaukee beginning January 27.  Motion carried. 

 

Nate Delong moved and Bill Voight seconded to approve the Ambulance/Emergency Government vouchers as presented.  Motion carried.

 

Brian Cody informed the committee that he will probably need to purchase additional pagers due to the number of students taking the EMT class in Radisson.

 

Brian Cody left.

 

Jail Modification Committee Update

 

Lt. Barthel informed by committee that Xcel Energy had started burying some lines.

 

Sheriff’s Report/Jail Report:

 

Pat Aderman moved and Shirley Suhsen seconded the following out of county travel:  Rose Lillyroot to attend a Wireless 911 meeting in Barron on January 12, Microsoft Access training in Eau Claire on February 9-10; and Deputy Deyo to attend drug interdiction school in New Richmond February 1-3, 2005.  Motion carried.

 

Sheriff Meier advised the committee that he had received the figures for additional costs to the proposed wireless 911 system of approximately $28,000.00 and an additional $1052.00 monthly on-going charge.  Sheriff Meier stated that these amounts are 100 percent reimbursable through a grant before April, 2005.  Sheriff Meier informed the committee that the current phone system in the sheriff’s department is in need of repair or replacement at an estimated $28,000.00.  Sheriff Meier asked that remaining funds from the 2004 sheriff’s department budget be transferred to pay for these additional expenditures. 

 

The phone system at the Sheriff’s Department was discussed.

 

Shirley Suhsen moved and Pat Aderman seconded to approve the transfer of line item funds from the 2004 Sheriff’s Department budget to the enhanced 911 system and repair to the in-house phone system at the Sheriff’s Department as follows:

Lt. Barthel presented the monthly jail report.

 

Sheriff Meier informed the committee that there were funds remaining in a Safe Neighborhood Grant and that the Office of Justice Assistance had been contacted to see if those funds could be applied to costs associated with the upcoming Vang trial. 

 

Nate Delong moved and Bill Voight seconded to approve the Sheriff’s Department vouchers as presented.  Motion carried. 

 

Other matters for discussion only

 

Carol Larson informed the committee that the Ambulance Secretary job description had been amended to include payroll. 

 

Shirley Suhsen moved and Pat Aderman seconded to adjourn the meeting at 10:25 a.m.  Motion carried.
