Minutes of the meeting of the Sawyer County Board of Supervisors

Chairman Hal Helwig called the February meeting of the Sawyer County Board of Supervisors to order.  Roll call was as follows:

Motion by Vitcenda, 2nd by Kinsley, to approve the meeting agenda as presented.  Motion carried.

 

Motion by Suhsen, 2nd by Aderman, to approve the minutes of the meeting of January 20, 2005.  Motion carried.

 

Zoning Administrator William Christman presented the following Zoning Committee report:

The Sawyer County Zoning Committee, having held a public hearing on January 21, 2005, pursuant to Section 59.69 (5) (e), Wisconsin Statutes, notice thereof having been given as provided by law and being duly informed of the facts pertinent to the proposed changes, hereby recommends that the petition described as follows be approved:

 

TOWN OF LENROOT

1) Fred C. Scheer. Part of the SW¼ SE¼, S 6, and Part of the NW¼ NE¼ and Part of the NE¼ NW¼ S 7, all in T 41N, R 8W, Part of Parcel 4301 and Part of Parcels 1203 and 2101. Vol 813 Records Page 422, Vol 842 Records Page 575. Approximately 66 acres to be rezoned. Change from District Forestry One and Agricultural One to District Residential/Recreational One. Purpose of request is for the creation of residential lots. The Town Board has approved. The Zoning Committee recommends approval of the application with the following conditions, those requested by the Town of Lenroot: 1. Applicant must present final plat to Town for approval. 2. Applicant must adhere to the Town of Lenroot Subdivision and Plat Ordinance and the Town of Lenroot Highway or Road Ordinance. 3. The Town Board requests to see the stormwater management plan. Findings of Fact: It would not be damaging to the rights of others or property values. It would not destroy prime agricultural lands.

 

Motion by Vitcenda, 2nd by Miller, to approve the Zoning Committee recommendation.  Motion carried.

 

The Zoning Committee presented the following resolution:

RESOLUTION #5-2005

AMENDING SAWYER COUNTY ZONE DISTRICT MAPS

     WHEREAS, the Sawyer County Board of Supervisors has heretofore been petitioned to amend the Sawyer County Zone District Maps; and

     WHEREAS, the petitions have been referred to the Sawyer County Zoning Committee for public hearings; and

     WHEREAS, the Zoning Committee, on due notice, conducted a public hearing on the proposed amendments and filed their recommendations with the Board; and

     WHEREAS, this Board has the legal authority to amend zone districts pursuant to Section 59.69 (5) (e), Wisconsin Statutes.

     NOW, THEREFORE BE IT RESOLVED, that the Sawyer County Zone District Maps, adopted March 1, 1971, be and the same are hereby amended as follows:

TOWN OF LENROOT

1) Fred C. Scheer. Part of the SW¼ SE¼, S 6, and Part of the NW¼ NE¼ and Part of the NE¼ NW¼ S 7, all in T 41N, R 8W, Part of Parcel 4301 and Part of Parcels 1203 and 2101. Vol 813 Records Page 422, Vol 842 Records Page 575. Approximately 66 acres to be rezoned.  Change from District F-1 and A-1 to District RR-1, with the following conditions, those requested by the Town of Lenroot: 1. Applicant must present final plat to Town for approval. 2. Applicant must adhere to the Town of Lenroot Subdivision and Plat Ordinance and the Town of Lenroot Highway or Road Ordinance. 3. The Town Board requests to see the stormwater management plan.

 

Motion by Miller, 2nd by Kinsley, to approve RESOLUTION #5-2005.  Motion carried.

 

County Board Chairman Hal Helwig advised that he would review proposals for an appointment to the Sawyer County Zoning Board of Appeals for consideration at the March meeting of the Board.

 

The Board reviewed the recommendation of the Courthouse Committee to approve proposed contracts for the following digital parcel mapping:

- $   5,862.50 - Sections 31-36, T 40 N, R 9 W (Town of Bass Lake)

- $ 12,925.00 – Sections 1-36, T 38 N, R 5 W (Town of Winter)

- $ 16,350.00 – Section 1-36, T 38 N, R 6 W (Towns of Ojibwa and Radisson)

  $ 35,137.50 – total

The cost of the production of the maps would be paid from the Land Records Modernization Fund (fees retained from the recording of documents in the Register of Deeds Office).  Motion by Miller, 2nd by Bassett, to approve the recommendation.  Motion carried.

 

The Board reviewed the recommendation of the Property and Airport Committee to approve a proposal for renewal of Sawyer County’s Airport liability insurance coverage for March 3, 2005, to March 3, 2006, provided by RJF Agencies (Wings Insurance Agency) with an annual premium of $4,800; and the selection of a waiver of terrorism coverage and war risk coverage, available at an additional $5,000 premium each.  Motion by Miller, 2nd by Aderman, to approve the recommendation.  Motion carried.

 

The Board reviewed 4-H Youth Development Educator Lori Laberee’s estimate for expenses totaling $692 for Sawyer County’s sponsorship of a youth participant (including chaperone) to the Superior Days event to be held in Madison from February 21-24, 2005; and the recommendation of the Finance Committee to approve payment of that amount from the County Board expense account of the 2005 Sawyer County Budget.  Motion by Miller, 2nd by Olson, to approve the Finance Committee recommendation.  Motion carried.

 

The Board reviewed the recommendation of the Forestry Committee and the Personnel and Administrative Committee to approve a proposed letter of understanding between Sawyer County and the Courthouse Employees Bargaining Unit that provides for a four ten-hour day workweek for the Assistant Forest Administrator position and the County Forester and Recreational Trail Coordinator position in the Forestry Department for the period of May 1 to November 1, 2005.  Motion by Miller, 2nd by Vitcenda, to approve the recommendation.  Motion carried.  Ms. McCoy abstained from voting.

 

The Board reviewed the recommendation of the Health and Human Services Board and the Personnel and Administrative Committee to approve a request for a temporary job share arrangement for the Offender Community Service Coordinator position in the Health and Human Services Department.  Motion by Miller, 2nd by Mizerka, to approve the recommendation.  Motion carried.

 

The Board reviewed the recommendation of the Personnel and Administrative Committee to approve a proposed Memorandum of Understanding from Barron County Emergency Management that provides that Sawyer County is willing to work with Barron County in a cooperative manner for Barron County’s Northwest Wisconsin Intelligent Transportation Systems Upgrade project.  Motion by Miller, 2nd by Suhsen, to approve the recommendation.  Motion carried.  Mr. Vitcenda voted no.

 

The Board reviewed a letter from Village of Winter Clerk Jean Suralski, dated February 8, 2005, informing Sawyer County that the Village is in the process of creating Tax Increment Financing (TIF) District #1 for the Village, and that a joint review board must be formed.  The letter advises that one representative to the joint review board is to be appointed by the County and requests that this appointment be made.  County Board Chairman Hal Helwig presented his recommendation to appoint District #15 Sawyer County Supervisor William Voight to be the County’s representative on the joint review board.  Motion by Miller, 2nd by Vitcenda, to approve the recommendation.  Motion carried.

 

Motion by Bassett, 2nd by Miller, to convene into closed session, pursuant to section 19.85(1)(f), Wisconsin Statutes, for the purpose of discussing the Hausman v. Sawyer County (Round Lake water level) litigation.  Motion carried by unanimous voice vote.
