Minutes of the meeting of the Courthouse Committee

Sawyer County Board of Supervisors

February 7, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse


members present:  Bruce Miller (Chairman), Pat Aderman, Ron Kinsley, Robert Vitcenda


Motion by Vitcenda, 2nd by Aderman, to approve the meeting agenda.  Motion carried.


Motion by Kinsley, 2nd by Aderman, to approve the minutes of the meeting of January 6, 2005.  Motion carried.


Land Records Department Director Robyn Thake presented information about a proposal from Image America for updated high-resolution orthoimagery (aerial photography corrected to the ground coordinate system) for Sawyer County.  The proposal indicated that the images would be useful for purposes including the creation and maintenance of the County’s 911 and parcel maps.  Image America proposes that Sawyer County pay a non-refundable $7,500 flight commitment fee and offers assistance in preparing a wireless 911 grant application for 80% ($75,360) of the $94,200 cost for the orthoimagery.  If the grant were successful the County would be responsible for the $7,500 flight commitment fee and 20% ($18,840) of the $94,200 cost for the orthoimagery for a total of $26,340.  Motion by Aderman, 2nd by Kinsley, to refer the matter to the Public Safety Committee and the Finance Committee to address any requirements or the advisability of selecting a vendor without soliciting bids or proposals and to determine the issues of funding the costs associated with the proposal.  Motion carried.


Ms. Thake presented proposed contracts for the following digital parcel mapping:

- $   5,862.50 - Sections 31-36, T 40 N, R 9 W (Town of Bass Lake)

- $ 12,925.00 – Sections 1-36, T 38 N, R 5 W (Town of Winter)

- $ 16,350.00 – Section 1-36, T 38 N, R 6 W (Towns of Ojibwa and Radisson)

  $ 35,137.50 – total

The cost of the production of the maps would be paid from the Land Records Modernization Fund (fees retained from the recording of documents in the Register of Deeds Office).  Motion by Vitcenda, 2nd by Aderman, to recommend County Board approval of the contracts.  Motion carried.


Ms. Thake presented the Brown County directory for land records services and fees and suggested that Sawyer County develop such a directory.  Motion by Miller, 2nd by Vitcenda, to support the development of a similar directory for Sawyer County, perhaps to include all available County services.  Motion carried.


Ms. Thake and County Surveyor Dan Pleoger presented a proposal that Sawyer County contracts with retired County Surveyor Ron Peterson or with retired County Surveyor Neal Halberg to research Sawyer County’s land records to resolve real estate parcel mapping problems that have been discovered in certain areas of the County.  Motion by Kinsley, 2nd by Vitcenda, to approve having Ms. Thake and/or Mr. Pleoger request a proposal for these services for the Committee’s review.  Motion carried.


Mr. Pleoger presented a report on the number of section corners established or maintained during 2003 and 2004.


The Committee reviewed the following requests for approval of out-of-County travel:

- Child Support Director Sandy Okamoto to attend the Wisconsin Child Support Enforcement Association spring training conference to be held in Wisconsin Rapdis from April 7-8, 2005. 

- Register of Deeds Paula Chisser to attend the Spring Register of Deeds conference to be held in Madison from March 6-9, 2005.

Motion by Aderman, 2nd by Kinsley, to approve the requests.  Motion carried.


The Committee reviewed the monthly department expense vouchers.  Motion by Vitcenda, 2nd by Aderman, to approve the vouchers.  Motion carried.


County Clerk Kris Mayberry reviewed recent developments in claims and litigation involving Sawyer County.


Motion by Vitcenda, 2nd by Aderman, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, to consider compensation and performance evaluation for non-represented department employees.  Motion carried by unanimous voice vote.
