The meeting was called to order at 9:00 a.m. Motion by Suhsen, second by Ploger, to approve the agenda with the addition of a closed session pursuant to section 19.85(1)(g), Wisconsin Statutes, for the purpose of discussing the Hausman v. Sawyer County (Round Lake water level) litigation and pursuant to section 19.85(1)(c), Wisconsin Statutes, to consider compensation and performance evaluation for non-represented department employees. Motion carried.
Motion by Voight, second by Suhsen, to approve the minutes of the January 5, 2005 meeting. Motion carried.
Camp Smith Lake Trail
Olson reported the mitigation plan submitted to the DNR had been revised to include the complete withdrawal of the trail along the lakeshore to reflect the natural contour of the shoreline. Access would be closed to vehicles. DNR has approved improvement of other access with construction to begin when weather allows.

Town of Bass Lake Land Transfer Request
Request is for the transfer of Lot 2, Block 7, Grindstone Heights (002-142-07-0200) and a 14.2 acre parcel known as Spruce Park (002-142-11-0100) to be included in the town park development. Discussion regarding potential county land needs. Motion by Suhsen, second by Voight, to approve the transfer of Lot 2, Block 7, Grindstone Heights (002-142-07-0200) to the Town of Bass Lake with a provision the property is returned to Sawyer County if not used for a park. The County will retain ownership of the Spruce Park acreage and provide a Memorandum of Understanding between the Town of Bass Lake and Sawyer County to allow use of the acreage for walking trails as part of the Town of Bass Lake park plan. Motion carried.
Base Flood Elevation Project for Couderay Watershed
Olson reported that Carthel has model running for Big Round Lake to Highway NN culverts and expects to deliver the report to Frank Dallam, DNR Dam Safety, later today.
2004 Wildlife Damage Claim for Dale Beissel
Reviewed claim. Mr. Beissel requested bear shooting permits be considered in 2005 for his acreage to reduce the damage claim. Motion by Voight, second by Ploger, to approve the 2004 wildlife damage claim for Dale Beissel in the amount of $5,769.88. Motion carried.
Work report distributed (copy on file). Conservation plans for Pasanen, Dan Robers, and Hamblin reviewed.
Tyrolt reported on the completion of the Osprey Lake study and Musky Bay analysis and reports.
Park and Recreation Advisory Group
Minutes from the January meeting distributed (copy on file). Myers reported on brochure available from public health nursing staff, Ojibwa Park status and plans to recruit new members by contacting town boards.
County Work Report
Work reports distributed (copies on file). Discussion on potential department use of improved ortho photos.
Review Updated Position Descriptions
Department position descriptions reviewed. Motion by Suhsen, second by Riedmann, to approve the updated position descriptions. Motion carried.
Pri-Ru-Ta Grant Proposal
Review grant proposal for Namekagon River Park improvements. Motion by Suhsen, second by Ploger, to approve the Pri-Ru-Ta grant proposal for Namekagon River Park improvements. Motion carried.
Donation of Equipment by Local Turkey Chapter
Moore distributed letter of agreement and rental agreement for Plotmaster equipment (copies on file). Equipment is designed for use in establishing wildlife habitat. Riedmann requested language be added to the rental agreement that requires equipment operator be at least 18 years of age. Motion by Suhsen, second by Voight, to approve the Letter of Agreement between Sawyer County and the Namekagon River Gobblers as submitted and to incorporate the age requirement in the rental agreement. Motion carried.
Monthly expenditures reviewed. Motion by Suhsen, second by Riedmann, to approve the vouchers presented. Motion carried.
At 10:10 a.m. motion by Suhsen, second by Voight, to convene into closed session pursuant to 19.85(1)(g), Wisconsin Statutes, for the purpose of discussing the Hausman v. Sawyer County (Round Lake water level) litigation followed immediately by consideration of compensation and performance evaluation for non-represented department employees pursuant to section 19.85(1)(c), Wisconsin Statutes. Motion carried.
Motion by Ploger, second by Riedmann, to simultaneously reconvene into open session and adjourn. Motion carried. Meeting adjourned at 10:55 a.m.
