Minutes of the meeting of the Personnel and Administrative Committee
Sawyer County Board of Supervisors
February 15, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Hal Helwig (Chairman), Shirley Suhsen, Bruce Miller, Shirley Riedmann, Nate DeLong, Robert Vitcenda
also present: Human Resource Manager Carol Larson, County Clerk Kris Mayberry
Motion by Vitcenda, 2nd by Miller, to approve the meeting agenda. Motion carried.
Motion by Suhsen, 2nd by Miller, to approve the minutes of the meeting of January 18, 2005. Motion carried.
Human Resource Manager Carol Larson presented a proposal for a public records notice and policy for the County, including an updated schedule of fees for copies requested by the public. Members of the Committee expressed concerns, including whether:
§ The policy needs to provide notice that not all records may be released (including examples of records are not subject to release).
§ The custodian of the County’s records should be the custodian for the records of all commissions, boards, or other authorities created by ordinance or resolution of the County Board (example – Sawyer County Housing Authority).
Motion by Vitcenda, 2nd by Suhsen, to table the proposal until the March meeting of the Committee to allow for further consideration and review of the proposal and to address the Committee’s concerns. Motion carried.
Fritz Luensman expressed his opinion that the schedule of fees in the proposal includes charges for copies that exceed the actual, necessary, and direct cost for the County to produce the copies.
The Committee discussed procedures that are used for the selection of legal representation for litigation involving the County. Attorney Michael Kelsey (often appointed to act as County Corporation Counsel in the event of a conflict of interest involving Corporation Counsel Thomas J. Duffy), Town of Bass Lake resident Philip Nies (a member of the Town of Bass Lake Board of Supervisors), and Zoning Administrator William Christman were present for the discussion and related the complexities of the County’s legal representation in the litigation involving Sawyer County and the Town of Bass Lake. Motion by Riedmann, 2nd by Miller, to authorize Corporation Counsel Thomas J. Duffy, County Clerk Kris Mayberry, and Zoning Administrator William Christman to meet to review current procedures and to discuss developing a specific policy to be followed for the selection of legal representation for litigation involving the County. Motion carried.
The Committee reviewed a proposed position description for an Account Clerk position in the Highway Department. Mr. Vitcenda and Mr. Helwig expressed their concern that the position had been posted prior to being approved by the Personnel and Administrative Committee. Approval of the description was deferred, as the Highway Committee had not yet approved the description.
Human Resource Manager Carol Larson presented the recommendation of the Forestry Committee to approve a proposed letter of understanding between Sawyer County and the Courthouse Employees Bargaining Unit that provides for a four ten-hour day workweek for the Assistant Forest Administrator position and the County Forester and Recreational Trail Coordinator position in the Forestry Department for the period of May 1 to November 1, 2005. Motion by Miller, 2nd by Vitcenda, to recommend County Board approval of the proposal. Motion carried.
Ms. Larson presented the recommendation of the Health and Human Services Board to approve a request for a temporary job share arrangement for the Offender Community Service Coordinator position in the Health and Human Services Department. Motion by Miller, 2nd by Suhsen, to recommend County Board approval of the recommendation. Motion carried.
The Committee discussed the payment of per diem and mileage for citizens appointed to committees and boards by the County Board. County Clerk Kris Mayberry explained the current practice.
Human Resource Manager Carol Larson presented salary information for non-represented employee positions from comparable Wisconsin counties and salary recommendations from department committees for the Committee’s consideration. Motion by Miller, 2nd by Vitcenda, to defer consideration of salary adjustments for the non-represented employees of the County until such time as determined by the Personnel and Administrative Committee Chair. Motion carried.
The Committee reviewed a proposed Memorandum of Understanding from Barron County Emergency Management that provides that Sawyer County is willing to work with Barron County in a cooperative manner for Barron County’s Northwest Wisconsin Intelligent Transportation Systems Upgrade project. Motion by Miller, 2nd by Riedmann, to recommend County Board approval of the Memorandum. Motion carried.
The Committee reviewed the monthly expense vouchers for the Human Resource Department. Motion by Miller, 2nd by Suhsen, to approve the vouchers. Motion carried.
Committee member Bruce Miller suggested that the Committee reconsider whether to restrict or license use of the Sawyer County logo. The Committee determined to authorize County Clerk Kris Mayberry to research what is involved with licensing the logo.
Motion by Miller, 2nd by Vitcenda, to convene into closed session, pursuant to sections 1(c), (f), and (g), Wisconsin Statutes, for the purpose of considering compensation and performance evaluation data for non-represented department employees, for the purpose of discussing the medical history of an individual, and for the purpose of discussing litigation involving Sawyer County. Motion carried by unanimous voice vote. The Committee noted that they might reconvene into open session following the closed session to take or announce action on matters discussed in closed session.
