Minutes of the meeting of the Property and Airport Committee

Sawyer County Board of Supervisors

February 8, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present: Bruce Miller (Acting Chairman), Nate DeLong, Shirley Suhsen, Mel Olson

 

also present:  Dan and Patty Leslie (L & L Aviation), William Lontz, Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Suhsen, 2nd by Olson, to approve the meeting agenda.  Motion carried.

 

Motion by Olson, 2nd by Suhsen, to approve the minutes of the meeting of January 7, 2005.  Motion carried.

 

Maintenance Department Supervisor Dennis Erickson reported on projects completed, in progress, and planned for the Maintenance Department, including snow and ice removal, office modifications for an additional employee in the Clerk of Circuit Court’s, and squad car and prisoner transport van preparation.  Motion by Olson, 2nd by DeLong, to accept the Maintenance Department report.  Motion carried.

 

Mr. Erickson recommended that he be authorized to advertise for bids for the roofing projects authorized in the 2005 Courthouse budget for the Veterans Service Department building and for the 1992 Courthouse addition.  Motion by DeLong, 2nd by Suhsen, to approve the recommendation.  Motion carried.

 

The Committee reviewed the monthly expense vouchers for the Maintenance Department.  Motion by Suhsen, 2nd by DeLong, to approve the vouchers.  Motion carried.

 

Dan and Patty Leslie, of L & L Aviation (contracted Sawyer County Airport management), presented the monthly report on operations and conditions at the Sawyer County Airport, including Cooper Engineering’s completion of revisions to the environmental assessment for the Airport improvement project (that includes the installation of an instrument landing system) and submission of the revisions to the Wisconsin and U.S. agencies that commented on the preliminary environmental assessment.  Mr. Leslie reported that he had been informed by the Federal Aviation Administration that, due to cuts at the federal level, the non-directional beacon that serves as a back-up approach to runway 20 at the Sawyer County Airport will be de-commissioned in the near future.  Motion by Suhsen, 2nd by Olson, to accept the report.  Motion carried.

 

The Committee reviewed a proposal for renewal of Sawyer County’s Airport liability insurance coverage for March 3, 2005, to March 3, 2006, provided by RJF Agencies (Wings Insurance Agency) with an annual premium of $4,800.  Motion by Suhsen, 2nd by Olson, to recommend County Board approval of the proposal with the selection of waiver of terrorism coverage and war risk coverage, both available at an additional $5,000 premium each.  Motion carried.

 

The Committee discussed proposed revisions to the Sawyer County Airport Minimum Standards and Procedures Ordinance to allow for the use of portable containers for fuel.  The Committee had questions about several provisions of the proposed revisions, including the requirement for adequate electrical grounding, and determined to defer further consideration of the revisions until the April meeting of the Committee.

 

The Committee reviewed a letter written on behalf of Hayward Wood Products urging the County to erect a fence, or similar structure, at the property boundary between the Sawyer County Airport property and the Hayward Wood Products property.  The Committee had discussed a fence and a tree buffer as an element of the Airport improvement project that includes the relocation of Airport Road.  Motion by DeLong, 2nd by Suhsen, to contact Hayward Wood Products to investigate what options are available to address their concerns.  Motion carried.

 

The Committee reviewed an aerial photograph and drawings for revised plans for the Airport improvement project.  The revisions to the plan included wetland classifications and reduced areas for the clearing of trees.

 

The Committee reviewed the monthly expense vouchers for the Airport.  Motion by Suhsen, 2nd by Olson, to approve the vouchers.  Motion carried.

 

Motion by Suhsen, 2nd by Miller, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, for the purpose of considering compensation and performance evaluation data for non-represented department employees.  Motion carried by unanimous voice vote.
