PUBLIC SAFETY COMMITTEE MEETING – February 9, 2005
Sawyer County Courthouse, Large Courtroom – 9:00 a.m.
Members present: Shirley Suhsen, Nate DeLong, Bill Voight, Pat Aderman.
Others present: Ray Boeckman, Brian Cody, Sheriff Jim Meier, Chief Deputy Tim Zeigle, Lt. Kurt Barthel, Sherrie Shelton, Carol Larson, Robyn Thake
Vice-Chair Shirley Suhsen called the meeting to order at 9:00 a.m.
Pat Aderman moved and Bill Voight seconded to approve the revised agenda and move the ambulance report to item #5 on the agenda. Motion carried.
Nate DeLong moved and Pat Aderman seconded to approve the minutes of the January 10, 2005, meeting. Motion carried.
Robyn Thake, Land Records Department Director, presented information to the committee about the proposal from Image America for updated high-resolution orthoimagery for Sawyer County. Ms. Thake explained the costs involved and discussion was held about the costs and grant monies involved. Nate DeLong moved to proceed and ask the full County Board to take the funds from the Resource Development Fund. There was no second to the motion. Sheriff Meier informed the committee that the orthoimagery would not be of great assistance to the sheriff’s department’s 911 system and it was not critical for the 911 system to function. Robyn Thake stated that other departments of Sawyer County would be interested in using the images. Nate DeLong withdrew his motion. The committee agreed to send the matter back to the Courthouse Committee with no action taken. The committee discussed possibly setting aside funds in the future for such a project.
Ambulance/Emergency Government Report
Brian Cody informed the committee that the ambulance service has been busy in the past month.
Nate DeLong moved and Bill Voight seconded to approve the ambulance/emergency government vouchers as presented. Motion carried.
Pat Aderman moved and Nate Delong seconded to approve out of county travel for Brian Cody to attend a meeting in Spooner and one in Madison. Motion carried. Brian Cody left.
Ray Boeckman informed the committee of the current practice concerning medallions placed on veterans’ graves in the cemeteries.
Ray Boeckman presented the Veteran Services Monthly Activity Report.
Bill Voight moved and Nate DeLong seconded to approve out of country travel for Ray Boeckman to attend a staff conference at the Twin Ports Outpatient Clinic on February 11, 2005; and to attend Superior Days in Madison on February 21, 2005. Motion carried.
Shirley Suhsen moved and Pat Aderman seconded to approve the Veterans vouchers as presented. Motion carried. Ray Boeckman left.
Dean Pearson was not present at the meeting.
Sherrie Shelton presented information on dog license fees collected for the years 2000 to 2004.
Sherrie Shelton and Sheriff Meier discussed the problem of jurisdiction within the boundaries of the LCO Reservation as it pertains to enforcement of dog law violations and the different opinions concerning this issue from Corporate Counsel and the LCO Tribal Attorney. Sheriff Meier informed the committee that he has instructed Animal Control Officer Shelton that she is not to handle calls on the LCO Reservation and that she is to refer those calls to the LCO Tribal Police Department.
Pat Aderman moved and Shirley Suhsen seconded to approve out of county travel for Sherrie Shelton to attend a Level 1 Training sponsored by the National Animal Control Association in Bloomington from March 14-18, 2005. Motion carried.
Pat Aderman moved and Shirley Suhsen seconded to approve the Animal Control vouchers as presented. Motion carried. Sherrie Shelton left.
Jail Modification Committee Update
Nothing to report.
Sheriff’s Report/Jail Report:
Lt. Barthel and Sheriff Meier requested to transfer $6503.00 from the 2004 jail wages line item (35-57000-111) to the 2004 jail supplies line item (35-52700-344) for payment of an invoice from Duluth Superior Communications for video cards. Pat Aderman moved and Nate DeLong seconded to approve the transfer of funds. Motion carried.
Bill Voight moved and Pat Aderman seconded the following out of county travel: Sheriff Meier to attend the Badger State Sheriff’s Association conference in Madison from February 22 to February 24, 2005; and Deputy Kornbroke and Deputy Murdock to attend sexual assault investigation school in Chippewa Falls on February 24, 2005. Motion carried.
Nate DeLong moved and Pat Aderman seconded to approve the Sheriff’s Department vouchers as presented. Motion carried.
Lt. Barthel submitted the monthly jail report.
Pat Aderman moved and Shirley Suhsen seconded to convene into closed session at 10:15 a.m. pursuant to Wisconsin Statute Section 19.85(1)(c) for the purpose of considering compensation and performance evaluation data for non-represented employees. Motion carried. (Minutes of closed sessions are kept in a confidential file in the County Clerk’s Office.
Pat Aderman moved and Nate DeLong seconded to reconvene into open session. Motion carried.
Bill Voight moved and Nate DeLong seconded to adjourn the meeting. Motion carried.
