Minutes of the meeting of the Sawyer County Board of Supervisors

Thursday, March 10, 2005, 1:00 p.m., Large Courtroom, Sawyer County Courthouse

 

Chairman Hal Helwig called the meeting of the Sawyer County Board of Supervisors to order.  Roll call was as follows:

The meeting was called pursuant to a request for a special meeting signed by 11 of the 15 County Board Supervisors.  These requests were received by County Clerk Kris Mayberry more than 48 hours in advance of the meeting.

 

The agenda for the meeting was presented as follows:

  1. Minutes of the meeting of February 17, 2005
  2. Proposal for Village of Winter Tax Increment Financing (TIF) District #1
  3. Closed session, pursuant to section 19.85(1)(g), Wisconsin Statutes for the purpose of discussing the Hausman vs. Sawyer County (Round Lake water level) litigation

 

Sawyer County’s representative to the Village of Winter Tax Increment Financing (TIF) District #1 William Voight presented information about the proposed TIF district.  Mr. Voight described the three criteria to be used by the TIF Review Board in deciding whether to approve a TIF project. 

  1. Whether the expected development would occur without using TIF.
  2. Whether the economic benefits are sufficient to compensate for the cost of improvements.
  3. Whether the benefits outweigh the anticipated tax increments to be paid by property owners in overlying districts.

 

Motion by Miller, 2nd by DeLong, to authorize Mr. Voight to support the proposed Village of Winter Tax Increment Financing (TIF) District #1 providing that that representative believes the above three criteria are met for the project.  Motion carried.

 

Motion by Vitcenda, 2nd by Bassett, to convene into closed session, pursuant to section 19.85(1)(g), Wisconsin Statutes, for the purpose of discussing the Hausman vs. Sawyer County (Round Lake water level) litigation.  Motion carried by unanimous voice vote.

Motion by Miller, 2nd by Aderman, to reconvene into open session.  Motion carried.

 

Motion by Voight, 2nd by Kinsley, to adjourn the meeting.  Motion carried.
