Minutes of the meeting of the Courthouse Committee

Sawyer County Board of Supervisors

March 7, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Bruce Miller (Chairman), Pat Aderman, Ron Kinsley

 

Motion by Miller, 2nd by Aderman, to approve the meeting agenda.  Motion carried.

 

Motion by Kinsley, 2nd by Aderman, to approve the minutes of the meeting of February 7, 2005.  Motion carried.

 

Human Resource Manager Carol Larson presented information requested from Sawyer County Family Court Commission Susan Lein outlining her duties as Family Court Commissioner.  The information was requested to assist in making recommendations to the Courthouse Committee, the Personnel and Administrative Committee, and the County Board for establishing the 2005 compensation for the position.  Motion by Kinsley, 2nd by Aderman, to recommend a 2% increase effective January 1, 2005 and a 1% increase effective July 1, 2005.  Motion carried.

 

County Surveyor Dan Pleoger presented a sample (intersection of Wisconsin Highway 70 and Sand Lake Road) of orthoimagery (aerial photography corrected to the ground coordinate system) from the edge of Washburn County’s orthoimagery project.  The sample was contrasted by the simultaneous projection of the aerial photograph for the same location from the collection of aerial photograph images now in use by the County.  Land Records Department Director Robyn Thake indicated that she would include an orthoimagery project for Sawyer County in her proposal for the update to the Sawyer County Land Records Modernization Plan that is due for completion in May of 2005.

 

The Committee reviewed the following requests for approval of out-of-County travel:

- Land Records Department Director Robyn Thake and Tax Lister Colleen Schott to attend Wisconsin Land Title Association title examiner certification courses March 10-11, 2005, at the Wisconsin Dells.

Motion by Aderman, 2nd by Kinsley, to approve the requests.  Motion carried.

 

Land Records Department Director Robyn Thake and Deputy Register of Deeds Rachael Thompson presented a draft of several initial pages developed for a directory for County services and fees.

 

Ms. Thake described for the Committee the thorough land record research now being done by Timothy P. Brown, of Rockford Map Publishing, in preparation for the completion of the publication of the 2005 Sawyer County Platbook.   

 

County Surveyor Dan Pleoger presented a report on the number of certified land surveys reviewed by Sawyer County since 1984 and the fees paid to the County for the review of those surveys.  Mr. Pleoger requested that the Committee consider contracting for or employing the services of a register land surveyor to assist with reviewing surveys.  Mr. Pleoger related the increase in land divisions and the number of land parcels to the increased workload in reviewing certified surveys and to the increased workload revising land parcel maps and information in the County’s land record database.  Land Records Department Director Robyn Thake confirmed the need for additional staff to keep up with revising land parcel maps and information and described the problems that occur when updating the County’s land information is delayed after real estate is transferred.  The Committee authorized Mr. Pleoger and Ms. Thake to work with Human Resource Manager Carol Larson to develop a proposal for addressing the staff needs for land survey review and updating land parcel maps and information. 

 

The Committee reviewed the monthly department expense vouchers.  Motion by Aderman, 2nd by Kinsley, to approve the vouchers.  Motion carried.

 

County Clerk Kris Mayberry reviewed recent developments in claims and litigation involving Sawyer County, including notification from the Wisconsin County Mutual Insurance Company that Sawyer County’s loss control efforts qualify the County for the maximum $5,160 premium discount credit, and notification that the County received a $13,495.61 dividend check from the Wisconsin County Mutual Insurance Company relating to the County’s workers compensation policy.

 

The Committee requested an update from Clerk of Circuit Court Ricki Briggs as to the potential costs of pending criminal trials.

 

Motion by Miller, 2nd by Kinsley, to convene into closed session, pursuant to section 19.85(1)(c), Wisconsin Statutes, to consider compensation and performance evaluation for non-represented department employees.  Motion carried by unanimous voice vote.
