The meeting was called to order at 9:35a.m. by Chairperson Riedmann.
Chairman Riedmann communicated that Frank Romnes had resigned from the Forestry Committee. Bob Vitcenda will replace Romnes, on an interim basis, until full County Board approval of the appointment is received at the March 17, 2005 session.
Motion by Vitcenda, second by Bassett to approve the agenda with the addition of a Closed Session pursuant to section 19.85(1)(c), Wis. Stats. to consider the performance evaluation for non-represented department employees.
Motion by Bassett, second by Riedmann to approve the minutes of the January 4, 2005 meeting Motion carried.
SpectraSite request for permission to place accessory building at communication tower site
No representatives present at the Committee meeting.
Request for exchange of lands
Dick Cooper has proposed a possible land exchange regarding property near the Airport. Kris Mayberry passed out materials showing the proposed blocks. A motion was made by Bassett, second by Vitcenda that the Forestry Committee pass the request on to the Property & Airport Committee to give consideration to the land exchange and to get appraisals done for land and timber values. Motion carried.
County Forest 10-Year-Plan Update
Motion by Bassett, second by Riedmann to place the "DRAFT" Ten Year Plan on the website asking for comments, suggestions, etc. Motion carried.
2005 Roads and Trails Plan
Riedmann stated that at the next joint DNR/Foresters meeting is scheduled for March 16, 2005. They will begin work on the 2005 Roads and Trails plan and bring the recommendation to the Committee for review and approval. There is money in the 2005 Forestry budget to do the work. The ATV/Snowmobile Alliance will also submit the plan, along with a request for trail maintenance funding, to the State. A recommended list of future projects will also be discussed at the next Committee meeting.
Sawyer County Snowmobile Coordinator report
Don Mrotek: 1) Groomers are out. Trail conditions were poor earlier with the lack of snow. 2) The DNR is putting on a trail workshop in Hayward on 3/12/05. Mike Kruger will attend representing the Forestry Department. Voight will attend representing the Forestry Committee. 3) Bassett, Town of Couderay - discussion regarding town road use by ATV's, is this use now recreation or transportation once they open them up, which creates a liability for townships. The Towns of Couderay and Winter have referendums on the spring ballot.

Railroad Grade - Bayfield County representatives
No representatives were present from Bayfield County. Don Mrotek explained that the abandoned railroad corridor goes from Bayfield to Hudson. Kris Mayberry stated that the County should acquire parcels still owned by the railroad. He suggested that the railroad be asked to identify the parcels which they still own and what it would take for the county to purchase them. Kris will take responsibility to follow-up and report on railroad parcels available for purchase in Sawyer County.
2005 Emergency Fire Warden List
Motion by Vitcenda, second by Riedmann to send list to County Board for approval. Motion carried, with Bassett abstaining and Voight against.
Sawyer County Forestry Report
Mike Kruger: 1) There is a lot of activity on the forest. 2) Al Suzan is done with three jobs and working on the 4th one that received extensions until the end of March 2005. He may need another extension on the last sale. 3) Wood is moving, frozen road bans go off on 3/7/05. 4) There are 10 or more active sales.
The status of the security camera was posed. Kruger stated that he is still waiting to see what the DNR is doing.
The materials have been ordered for the Forestry office change. The computer is installed and being used (temporarily set up at the DNR Ranger Station until the office renovation is completed).
One of the GPS units are down and need to be sent in for replacement.
DNR Forestry Report
Pete Wisdom: 1) Camera is still on backorder. 2) Cruising training was held last month in Ladysmith. Jeff Steidl attended training. 3) Stated that the use of a PDA would be helpful for cruising. Jeff would like one. 4) Fire Wardens - the process of selection may be changing. 5) There are twelve (12) new timber tracts for April sale. 6) More time is needed to complete draft 10 Year Plan. There are a lot of questions still unanswered in every chapter. New information needs to be added regarding the Forest Certification process.
Joint forester meeting - 2/17/05
Minutes were attached to agenda. All committee members are invited to attend.
Motion by Bassett, second by Vitcenda to approve vouchers as presented. Motion carried.
Other matters for discussion only
Don Mrotek - trails projects will be up next month.
Kris Mayberry - another land trade was proposed by Dale Lone in the Draper area. Kruger is to look it over.
At 11:00 a.m. a motion was made by Vitcenda, second by Bassett to convene into Closed Session as authorized by Wisconsin State Statutes 19.85(1)(c) to consider performance evaluation for non-represented county employees.
At 12:05 p.m. a motion was made by Bassett and seconded by Vitcenda to re-convene into Open Session and simultaneously adjourn. Motion carried. Meeting adjourned at 12:05 p.m. [Minutes of Closed Sessions are kept in a confidential file in the County Clerk's office].
