Meeting was called to order at 9:00 a.m.  Motion by Vitcenda, second by Bassett, to approve the agenda.  Motion carried.

 

Motion by Voight, second by Vitcenda, to approve the minutes of the February 4, 2005 meeting.  Motion carried.

 

Base Flood Elevation Project for Couderay Watershed

Harrington reported that Carthel has recently completed the base flood elevation model for Big Round, Little Round, and Osprey Lakes.  County will be provided copy of report as soon as completed.  Upon completion the report will be submitted to the DNR for review and approval.

 

Discussion regarding the additional scope and cost of the base flood elevation project including review of original bids and committee actions.  Committee requested Harrington submit a written proposal for consideration in April.

 

Memorandum of Understanding with Town of Bass Lake for Land Use

Reviewed memorandum (copy on file).  Motion by Bassett, second by Vitcenda, to approve the Memorandum of Understanding with the Town of Bass Lake for limited use access to establish a non-motorized recreational trail on county-owned land known as Spruce Park (Section 20, Township 40, Range 8W, Grindstone Heights, all of Block 11).  Motion carried

Request for Partial Vacation of Richardson Bay Road

Reviewed request (copy on file).  Motion by Bassett, second by Vitcenda, to table the discussion until the Town of Hayward has commented on the request.  Motion carried.

 

NRCS Business

Work report distributed (copy on file).  Reviewed conservation plans for Kisner and Pasanen.  Discussion regarding the EQIP funding status.  Motion by Bassett, second by Vitcenda, to approve the conservation plans submitted.  Motion carried.

County Work Report

Technician work report distributed (copy on file).  Olson provided update on projects including mitigation plan for Pat’s Landing. 

 

Review Intern Applications

Committee requested the LWCD staff review and rank applications for next meeting.

 

Other Business for Discussion

Paul Vallem presented a request for the county park on the Namekagon River be named in memory of his father.  The property was purchased by the county with DNR grant funds from the Ray Vallem family.  Will be discussed at the April meeting.

 

Olson presented a new agreement for the Plotmaster that was submitted by the Namekagon River Gobblers.  Committee will review and discuss at next meeting.

 

Expenditures

Vouchers reviewed.  Motion by Vitcenda, second by Ploger, to approve the expenditures.  Motion carried.

 

Closed Sessions

Motion by Bassett, second by Vitcenda, to convene into closed session pursuant to 19.85(1)(c), Wisconsin Statutes, for the purpose of discussions regarding compensation and performance evaluation for non-represented staff.  Motion carried.  Carol Larson, Human Resources present.  Carol Larson exited.

 

Closed session continued pursuant to 19.85(1)(g), Wisconsin Statutes, for the purpose of discussing the Hausman v. Sawyer County (Round Lake water level) litigation. 

 

Motion by Voight, second by Vitcenda, to simultaneously reconvene into open session and adjourn.  Motion carried.  Meeting adjourned at noon.
