Minutes of the meeting of the Personnel and Administrative Committee

Sawyer County Board of Supervisors

March 15, 2005, 9:00 a.m., Assembly Room, Sawyer County Courthouse

 

members present:  Hal Helwig (Chairman), Shirley Suhsen, Nate DeLong, Robert Vitcenda, Bruce Miller, Shirley Riedmann

 

also present:  Human Resource Manager Carol Larson, County Clerk Kris Mayberry

 

Motion by Vitcenda, 2nd by Suhsen, to approve the meeting agenda.  Motion carried.

 

Motion by Suhsen, 2nd by Vitcenda, to approve the minutes of the meeting of February 15, 2005.  Motion carried.

 

Human Resource Manager Carol Larson presented a proposal for a public records notice and policy for the County, including an updated schedule of fees for copies requested by the public.  Motion by Suhsen, 2nd by Vitcenda, to recommend County Board approval of the proposal.  Motion carried.

 

The Committee reviewed proposed position descriptions for the Account Clerk position and for the Office Manager position in the Highway Department.  Motion by DeLong, 2nd by Vitcenda, to approve the description.  Motion carried.

 

The Committee discussed procedures for the implementation of the direct deposit of employee payroll and AFSCME employee bargaining unit grievances regarding those procedures.  AFSCME representative James Mattson, and representatives of all 3 bargaining units were present for the discussion.  Motion by Miller, 2nd by Suhsen, to table further consideration of the matter until the April meeting of the Committee, and to extend the deadline for bargaining units to proceed with their grievances to allow for discussions to take place between representatives of the bargaining units and Human Resource Manager Carol Larson to resolve the matter.  Motion carried.    

 

The Committee discussed with Sawyer County Corporation Counsel Thomas J. Duffy legal services and compensation paid for legal services provided to Sawyer County, including those provided for zoning matters.  Mr. Duffy then left the meeting to allow the Committee to discuss the matter without him being present.  The Committee discussed whether to advertise for the provision of legal services to the County or whether to retain Mr. Duffy to provide those services.  Motion by DeLong, 2nd by Miller, to recommend to the County Board that Mr. Duffy be retained as Sawyer County’s Corporation Counsel, and that the compensation for corporation counsel services be increased to $100 per hour, effective April 1, 2005.  Motion carried.

 

The Committee reviewed the monthly expense vouchers for the Human Resource Department.  Motion by Vitcenda, 2nd by Riedmann, to approve the vouchers.  Motion carried.

 

Motion by Vitcenda, 2nd by DeLong, to adjourn the meeting.  Motion carried.
