Minutes of the meeting of the Finance Committee
Sawyer County Board of Supervisors
January 13, 2006, 9:00 a.m., Assembly Room, Sawyer County Courthouse
members present: Robert Vitcenda (Chairman), Kathy McCoy, Nate DeLong
Motion by DeLong, 2nd by McCoy, to approve the meeting agenda. Motion carried.
Motion by McCoy, 2nd by DeLong, to approve the minutes of the meeting of December 13, 2005. Motion carried.
District 15 Sawyer County Supervisor William Voight and Winter area residents Lynn Passow and Ruth Blank presented information and a request for $40,000 from the County towards the total $86,435.37 cost to construct restroom facilities at Doc Smith Park in the Village of Winter. The Village will receive a $32,556.44 grant from the Wisconsin Department of Natural Resources towards the cost of the project. Motion by Vitcenda, 2nd by McCoy, to approve the request with the funds to come from the Sawyer County Resource Development Fund. The motion failed. Mr. Vitcenda voted yes. Mr. DeLong and Ms. McCoy voted no.
Motion by DeLong, 2nd by McCoy, to refer the issue of County financial support for the Doc Smith Park restroom construction project to the full County Board without a recommendation. Motion carried.
The Committee discussed whether a policy could be developed to address requests for County contributions to municipal projects.
The Committee opened and reviewed the following bids for the purchase of 80 cases of letter size paper and 10 cases of legal size paper:
$2,220 - Unisource
$2,265 - Northern Business Products
$2,380 - Tri-State Business Systems
Motion by DeLong, 2nd by McCoy, to approve purchasing the paper from Unisource. Motion carried.
The Committee reviewed a request from Douglas County Board Chairman Douglas Finn for a contribution of $1,000 towards the estimated $30,000 cost of staging the Superior Days XXI event to be held in Madison February 28 to March 1, 2006. Motion by McCoy, 2nd by DeLong, to recommend County Board approval of the request. Motion carried. Mr. Vitcenda voted no.
The Committee reviewed an invoice from ITBEC (International Trade, Business & Economic Development Council) for $10,356 and discussed what, if any, appropriation for ITBEC was included in the 2006 Sawyer County Budget. Motion by McCoy, 2nd by DeLong, to have County Clerk Kris Mayberry review Finance Committee and County Board meeting minutes to determine ITBEC’s appropriation for 2006 and to notify ITBEC of that appropriation. Motion carried.
County Clerk Kris Mayberry provided information about the financial aspects for the County of the Statewide Voter Registration System (SVRS). The Committee discussed the County’s use of KD Consulting (Ken Hebbe) for technical assistance for SVRS functions and a proposal for the County to assist municipalities that are not relying on Sawyer County for the SVRS application, as well as those that are, with technical support and equipment. Motion by McCoy, 2nd by Vitcenda, to recommend approval of this proposal to the County Board. Motion carried.
Land Records Department Director Robyn Thake presented information about the collaborative aerial photography and digital orthophotography project planned for 2006 with member counties of the N & W Wisconsin Orthophotography Consortium. The 2006 Sawyer County Budget includes $50,000 of the $100,000 Sawyer County contribution towards the project. In order to proceed with the project the Consortium requires each member county to commit to their full contribution to the project prior to January 31, 2006. Motion by McCoy, 2nd by DeLong, to recommend County Board approval to commit the full $100,000 Sawyer County contribution for the project. Motion carried.
Land Records Department Director Robyn Thake presented information about the Public Safety Committee’s discussion of the possible need for funds for a Geo Coding System.
County Treasurer Dianne Ince presented a County financial report through December of 2005. Motion by DeLong, 2nd by McCoy, to approve the report. Motion carried.
The Committee reviewed the Wisconsin Department of Revenue monthly report on county sales and use tax distribution to Sawyer County as follows:
§ distributed to Sawyer County in December of 2005 - $149,480.93
§ distributed to Sawyer County in 2005 through December - $1,455,235.40
§ distributed to Sawyer County through the same month in 2004 - $1,445,196.42
§ 2005 Sawyer County Budget sales and use tax revenue forecast - $1,300,000
The Committee discussed developing a policy as to whether payment of annual County allocations to outside organizations (i.e. Sawyer County Development Corporation) should be made quarterly or in full when requested. The Committee determined to discuss this at their February meeting.
The Committee reviewed monthly County department expense vouchers. Motion by DeLong, 2nd by McCoy, to approve the vouchers. Motion carried.
Motion by McCoy, 2nd by Vitcenda, to adjourn the meeting. Motion carried.
