Motion by Miller, 2nd by Voight, to approve the meeting agenda as presented.  Motion carried.
 
Motion by Miller, 2nd by Olson, to approve the September 18, 2003 meeting minutes.  Motion carried.
 
Zoning Administrator William Christman presented the following report of the Zoning Committee:
The Sawyer County Zoning Committee, having held a public hearing on September 19, 2003, pursuant to Section 59.69 (5) (e), Wisconsin Statutes, notice thereof having been given as provided by law and being duly informed of the facts pertinent to the proposed changes, hereby recommends that the petition described as follows be approved:
 
TOWN OF DRAPER
1) Dean L. Childs. Part of the SW¼ SE¼, S 2, T 39N, R 4W, Parcel .15.8. Vol 804 Records Page 27. 1 acres. Change from District Forestry One to District Residential/Recreational One. Purpose of request is for the construction of a single family dwelling. Said property does not meet the dimensional requirements of the Forestry One zone district. The Town Board has approved the application. Findings of Fact: It would not be damaging to the rights of others or property values.
 
Motion by Olson, 2nd by Miller, to approve the zone change requested.  Motion carried.
 
The Sawyer County Zoning Committee, having held a public hearing on September 19, 2003, pursuant to Section 59.69 (5) (e), Wisconsin Statutes, notice thereof having been given as provided by law and being duly informed of the facts pertinent to the proposed changes, hereby recommends that the petitions described as follows be denied.
 
TOWN OF HAYWARD
1) Rick J. Arndt. The N½ of the SW¼, the SE¼ SW¼, Section 17, and Part of the NE¼ NW¼, S 20, all in T 41N, R 8W, Parcels .9.1, .10.1, .12.1 (Section 17) and Parcel .5.1 (Section 20). Vol 792 Records Page 67. 157.95 total acres. Change the south 270' of the NW¼ SW¼, and the south 270' of the west 400' of the NE¼ SW¼, and the west 770' of the SE¼ SW¼ (Section 17) and the west 770' of the north 720' of the NE¼ NW¼, (Section 20) from District Forestry One and Agricultural One to District Residential/Recreational One. The remainder of said NW¼ SW¼, NE¼ SW¼ and the SE¼ SW¼ (Section 17) and the NE¼ NW¼ (Section 20) change to District Agricultural Two. Purpose of request is to develop residential lots with common areas for hobby farming. The Town Board approved the first application submitted. The Zoning Committee tabled the application for the August public hearing. At the August meeting, the Committee denied the application as presented and waived the 12 month refiling time for the applicant to develop a revised plan incorporating the Zoning Committee's concerns. The Town Board has denied the new application/plan. Findings of Fact:  It would not be compatible with the surrounding uses and the area.
 
Motion by Suhsen, 2nd by Bassett, to deny the zone change requested.  Motion carried.
 
TOWN OF LENROOT
2) Robert J. Swanson. Part of the NE¼ NE¼, S 33, T 42N, R 9W, Parcels .1.10 and .1.12. Vol 812 Records Page 30, Vol 624 Page 243; CSM Vol 2 Page 147 and Vol 3 Page 81. 9.27 acres. Change from District Residential/Recreational One to District Residential/Recreational Two. Purpose of request is for the construction/operation of up to 24 RV campsites (18 at this time, 6 more in the future) within an existing resort, also to bring this existing resort (Four Seasons Resort) into conformity with other resorts. Campsites will be placed in condominium ownership and sold in the future. Also application made for conditional use. The Town Board has approved both applications. Findings of Fact:  It would be damaging to the rights of others or property values.
 
Motion by Miller, 2nd by Suhsen, to deny the zone change requested.  Motion carried.
 
The Zoning Committee presented the following resolution:
RESOLUTION #30-2003
AMENDING SAWYER COUNTY ZONE DISTRICT MAPS
     WHEREAS, the Sawyer County Board of Supervisors has heretofore been petitioned to amend the Sawyer County Zone District Maps; and
     WHEREAS, the petitions have been referred to the Sawyer County Zoning Committee for public hearings; and
     WHEREAS, the Zoning Committee, on due notice, conducted a public hearing on the proposed amendments and filed their recommendations with the Board; and
     WHEREAS, this Board has the legal authority to amend zone districts pursuant to Section 59.69 (5) (e), Wisconsin Statutes.
     NOW, THEREFORE BE IT RESOLVED, that the Sawyer County Zone District Maps, adopted March 1, 1971, be and the same are hereby amended as follows:
TOWN OF DRAPER
1) Dean L. Childs. Part of the SW¼ SE¼, S 2, T 39N, R 4W, Parcel .15.8. Vol 804 Records Page 27. 1 acres. Change from District F-1 to District RR-1.
 
Motion by Trettin, 2nd by Pydo, to approve RESOLUTION #30-2003.  Motion carried.
 
The Board reviewed the recommendation of the Forestry Committee to change, effective January 1, 2004, the County Forest timber sale income split as follows:
From – 45% to the Sawyer County General Fund (to reduce the levy), 45% to the Resource Development Fund (a non-lapsing fund), and 10% to the town in which the timber is harvested.
To – 55% to the Sawyer County General Fund, 35% to the Resource Development Fund, and 10% to the town in which the timber is harvested.
Motion by Trettin, 2nd by Bassett, to approve the recommendation.  Motion carried.
 
The Board reviewed the recommendation of the Land and Water Conservation Committee to approve the application of David and Karen Kinsley for the Farmland Preservation Program for approximately 400 acres located in the Town of Winter and the Town of Ojibwa.  Motion by Vitcenda, 2nd by Pydo, to approve the recommendation.  Motion carried.
 
The Board reviewed a request from the State of Wisconsin Department of Transportation Bureau of Aeronautics that Sawyer County determine whether to hold an additional public hearing to address the specific modifications that were proposed and approved for the Airport improvement project that was originally approved at the County Board meeting held May 16, 2000.  The original project proposed the installation of wildlife fencing and a Transponder Landing System (TLS) at the Airport.  The County Board, at their meeting held May 16, 2002, approved modifications to the project to include the installation of an Instrument Landing System (ILS) instead of the TLS, relocation of the proposed wildlife fencing, acquisition of additional real estate, relocation of a portion of Airport Road, construction of a taxiway parallel to the runway, and removal of additional flight path obstructions.  A public hearing will be held as part of an environmental assessment procedure for the proposed Airport improvement project.  Motion by Miller, 2nd by Vitcenda, to approve the recommendation of the Property and Airport Committee to advise the State of Wisconsin Department of Transportation Bureau of Aeronautics that the modifications to the original project have been adequately addressed at public meetings, and that no additional public hearings are requested, except for the public hearing to be held as part of the Airport improvement project environmental assessment procedure.  Motion carried.
 
The Board reviewed the recommendation of the Public Safety Committee to appoint Jose A. Caraballo, of Winter, Wisconsin, to fill the vacant Sawyer County Veterans Service Commissioner position.  Mr. Caraballo was present and introduced.  Motion by Miller, 2nd by Pydo, to approve the recommendation.  Motion carried.
 
The Board discussed the decision made at the September County Board meeting to submit a referendum for approval or disapproval by the electorate of Sawyer County for expending $3,000,000 for the construction of an addition and modifications to the Sawyer County Law Enforcement Center to house more prisoners.  Maintenance Department Supervisor Dennis Erickson presented and answered questions about conceptual plans and drawings for the proposed addition and modifications.  County Clerk Kris Mayberry presented information developed by the County Clerk’s Office and Sheriff’s Department to compare the costs of transporting and boarding prisoners in other counties with the costs of building and operating an addition and modifications to the Sawyer County Law Enforcement Center.  The Board reviewed a report prepared by the Sheriff’s Department that indicates that the average daily population of the jail for the first nine months of 2003 was 59.06 prisoners (24.32 in the County, 31.58 in other counties, and 3.17 on electronic monitor).  The report indicates that the total cost to house prisoners in other counties was $456,655.28 for the first nine months of 2003. 
 
The cost-per-square foot estimate for the project is $3,000,000.  The Board discussed whether the $3,000,000 includes the funds that would be expended for architectural, engineering, and legal fees associated with the project.  The Jail Modification Committee recommends that the $3,000,000 does not include funds to be expended for architectural, engineering, and legal fees associated with the project.  Motion by Vitcenda, 2nd by DeLong, to approve the recommendation.  Motion carried.
 
The Board reviewed the recommendation of the Finance Committee to approve a preliminary 2004 Sawyer County Budget for publication in anticipation of a public hearing on the proposed budget to be held Wednesday, November 12, 2003, at 10:00 a.m.  The proposed 2004 Sawyer County Budget includes a tax levy of $7,734,151, a 5.83% increase over the 2003 levy.  Motion by Vitcenda, 2nd by Olson, to approve the recommendation.  Motion carried.
 
The Board reviewed the recommendation of the Finance Committee to approve County Treasurer Dianne Ince’s request that tax certificates held by Sawyer County for the following parcels of real estate be cancelled:
·         Certificate number 539 for tax year 2002 for parcel number 014-941-03 4302 located in the Town of Lenroot in the amount of $582.62
·         Certificate number 1190 for tax year 2002 for parcel number 190-190-02 0900 located in the Village of Winter in the amount of $958.80
Ms. Ince requested the cancellation of these certificates as they were issued due to assessor error.  Motion by Bassett, 2nd by Suhsen, to approve the recommendation.  Motion carried.
 
Former County Board member and Town of Hayward resident Elgin Gunderson expressed his concern with the proposal to construct and operate an addition and modifications to the Sawyer County Law Enforcement Center to house more prisoners.
 
The Board discussed the recommendation of the Personnel and Administrative Committee to approve the Wisconsin Counties Association Group Health Trust proposal for renewal of employee health insurance coverage for 2004 with the selection of benefit options to be determined following labor negotiations.  Motion by Suhsen, 2nd by Pydo, to approve the recommendation.  Motion carried.
 
The Board reviewed the recommendation of the Personnel and Administrative Committee to approve an early retirement proposal for a Human Services Assistant position in the Health and Human Services Department.  Motion by Miller, 2nd by Olson, to approval the proposal.  Motion carried.
 
The Board reviewed the recommendation of the Personnel and Administrative Committee to approve payment of $1,240 to Northwest Regional Planning Commission toward Human Resource Manager Carol Larson’s expenses in relocating to Sawyer County.  Motion by Miller, 2nd by Pydo, to approve the recommendation.  Motion carried.
